Bridging technology, capacity and finance for green industrialization

The Least Developed Countries Green Industrialization Facilitation Mechanism (LDC-GIF) is designed to help Least Developed Countries turn national development priorities into viable green industrial projects.

By connecting country needs with appropriate technologies, technical expertise, project preparation support and existing financing opportunities, the mechanism aims to help projects progress from initial ideas towards investment and implementation.

LDC-GIF brings these elements together in one coordinated framework, complementing existing institutions rather than creating a separate financing architecture.

The Challenge

Least Developed Countries face interconnected barriers to green industrialization. Limited access to appropriate technologies, technical expertise and finance can prevent promising ideas from becoming viable, investment-ready projects.

Three gaps stand between country priorities and implementation:

01 — TECHNOLOGY GAP: Limited access to appropriate technologies and practical know-how.

02 — CAPACITY GAP: Insufficient technical expertise and project preparation capacity to move initiatives towards implementation.

03 — FINANCE GAP: Difficulty developing projects that meet the requirements of financing partners.

From country priorities to investment-ready projects

LDC-GIF aims to connect the different forms of support required to advance green industrial projects. The process begins with country-identified needs and brings together appropriate technologies, technical expertise, project preparation and financing opportunities.

The mechanism will build on the UN Technology Bank's Technology Needs Assessments (TNAs), which identify and prioritize technologies according to national development needs. These assessments provide an evidence base for identifying relevant technologies, capacity gaps and potential investment opportunities.

Practical solutions for green industrialization

LDC-GIF aims to facilitate access to technologies, expertise and implementation know-how across four areas. Support will respond to country priorities and different levels of industrial and technological development, rather than applying a one-size-fits-all approach.

FOUR AREAS OF SUPPORT

01 — CLEAN PRODUCTION

Eco-industrial zones, industrial symbiosis and wastewater management.

02 — RENEWABLE ENERGY FOR INDUSTRY

Rooftop solar, mini-grids and energy storage.

03 — AGRO-INDUSTRY AND CIRCULAR ECONOMY

Green fertilizers, biomass and cold-chain decarbonization.

04 — TECHNOLOGY AND DIGITAL INFRASTRUCTURE

Earth observation, AI computing and data infrastructure.

100 Million USD investment is projected

EXPECTED RESULTS

During its initial three-year operational period, LDC-GIF aims to advance green industrial projects towards implementation, encourage voluntary technical contributions from participating countries and mobilize downstream investment.

The mechanism aims to advance more than 10 green industrial projects towards implementation, engage more than 10 countries contributing voluntary technical expertise, and mobilize an indicative USD 100 million in downstream green industrial investment. With an estimated USD 10 million in mechanism investment, the initiative aims for an indicative 10-fold investment leverage to support green industrialization in Least Developed Countries.

The proposed targets reflect the mechanism's ambition to connect technical cooperation and project development with existing sources of finance, helping promising initiatives progress towards implementation.

5. PARTNERSHIPS AND POLICY ALIGNMENT

LDC-GIF is designed to bring together governments, technical institutions, development partners and financing institutions to support country-led green industrial projects.

Türkiye will serve as the initial lead country, while the UN Technology Bank will act as the mechanism's secretariat and main implementing body. Participating partners may contribute technical expertise, institutional know-how, infrastructure access and project preparation support on a voluntary basis.

Rather than establishing a new financing system, LDC-GIF aims to connect suitable projects with existing climate and development finance, concessional financing instruments, blended finance and private investment opportunities. Any financing partnership will remain subject to the relevant institution's mandate, procedures and eligibility criteria.

The mechanism aligns with the Doha Programme of Action for the Least Developed Countries (2022–2031), particularly its priorities on science, technology and innovation, productive capacities, structural transformation and international partnerships. Through this collaborative approach, LDC-GIF aims to connect country priorities with the expertise, technologies and investment needed to advance green industrial development.
