The Emergency Response Team (ERT) is a dedicated, cross-functional unit designed to deploy within 72 hours on a “no regrets” basis as the first wave of UNDSS response. It provides agile, effective, and flexible support during escalating or sudden-onset emergencies across four key pillars:
- Security
- Analysis
- Planning & Coordination
- Administration & Logistics
This structure enables the ERT to tailor its response based on the needs of UNDSS Field Offices and our partners. The team can operate remotely, deploy fully, or send only the most relevant pillars, adjusting its presence as the situation evolves.
By reinforcing existing security structures, the ERT brings specialized expertise in crisis response, security planning, civil-military coordination, access negotiation, humanitarian programming, trend analysis, donor project design, and logistics. It operates under the authority of the Principal/Chief Security Advisors (P/C/SAs) in receiving countries, with the ability to provide interim security leadership when required, acting as a key counterpart to humanitarian coordination efforts.
Beyond direct operational support, the ERT ensures UNDSS is equipped to meet security risk management standards and partner needs during crises. This includes coordinating security requirements for funding mechanisms such as flash appeals and humanitarian response plans, designing extra-budgetary projects, and engaging with donors to secure resources during deployments.
