Global System-Wide Evaluation Plan
The United Nations Sustainable Development Group System-wide Evaluation Office is responsible for the provision of independent evaluation evidence that can be used to strengthen transparency and accountability, and to incentivize joint work and collective learning focused on the contribution of the United Nations development system to the implementation of the 2030 Agenda and the achievement of the Sustainable Development Goals. Find out more here.
We publish a range of evaluation and learning products, including evaluations, summaries, evidence maps and learning papers. Recent system-wide evaluations covered:
United Nations system coordination in the Sahel
The United Nations Food Systems Coordination Hub
Progress towards a “new generation of United Nations country teams”
The United Nations Disability Inclusion Strategy
After an evaluation is published, a management response is prepared by the evaluands indicating their formal response to the recommendations from the evaluation. Management responses are publicly available, and follow-up reporting is conducted to track progress.
Our annual reports to the Economic and Social Council provide an overview of the work of the office, highlight lessons from system-wide evaluations and provide information on Cooperation Framework evaluations at country level. View our annual reports here.
Why we have launched an open consultation
As outlined in the System-Wide Evaluation Policy, system-wide evaluation activities are planned and managed through four-year Global System-Wide Evaluation Plans, which set out the purpose, nature and scope of global system-wide evaluations and related activities, as well as the resources needed to conduct them.
Identification of evaluations to be included in the Plan is based on independent analyses of key information, mapping of available evaluation evidence and emerging priorities, and extensive consultation with a wide body of stakeholders.
To feed into the forthcoming plan for 2027-2030, we have launched an open consultation to gather feedback on United Nations development system key priorities for evaluation, how we can improve our ways of working and communication and any suggestions for future evaluation products and work.
Why your views matter
The United Nations development system is at a pivotal point, with progress towards many of the Sustainable Development Goals off track just a few years before 2030. Independent system-wide evaluation is crucial in strengthening the oversight, transparency, accountability and collective learning of the United Nations development system and the people it serves. That is why we want to hear from you. Your views will help us identify and focus on the most important issues related to the United Nations’ support for the achievement of the SDGs globally.
What this consultation will consider
The consultation will ask:
- Which aspect(s) of the United Nations Development System are the highest priority(ies) for system-wide evaluation?
- How can we improve the ways in which we examine the relevance and effectiveness of the United Nations Development System?
- How can we improve how we communicate about our work and make our reports accessible to more people? Is there anything that you would find useful that we do not already provide?
- Do you have any other views on our work that you would like to share?
The Office does not evaluate individual projects or programmes. All requests to investigate any alleged wrongdoing should be directed to the United Nations .
Consultation Period
The period for consultation is until 31st October 2026.
Next steps
Development of the plan for 2027-2030 will be informed by a range of consultations to ensure that it reflects the views of key stakeholders, including Member States, United Nations entities and the wider public. Once the consultation has closed, we will analyse the responses, use the feedback in shaping the plan and publish overall results on our website.
How we will use your information
Raw survey data will not be shared outside of the UNSDG System-Wide Evaluation Office. Names and other demographic identifiers are optional; however, this information is helpful in ensuring a representative set of responses.
