<\/a>PROPOSAL SUBMITTED BY THE UNITED STATES DELEGATION FOR FURTHER ACTION BY THE COMMISSION<\/span><\/p><\/div>\n

The CHAIRMAN, speaking as representative of the United States, said that his Government had suggested that the Commission should take certain action, in order that its record should be at clear and complete as possible insofar as the attitudes of the parties were concerned. It was proposed that identical letters be addressed to all the delegations, along the following lines.<\/p><\/div>\n

\n

The communication should begin with a brief summary of the progress of the conference up to date, and point out that each of the delegations had received the Commission’s detailed explanations of its <\/span>proposals<\/a>. The Commission might then express its concern about the short time remaining before the opening of the General Assembly session, and the need for submitting a full report as soon as possible after the opening date. The delegations should then be invited to indicate before 6 November whether they were prepared to discuss with the Commission all the points of its comprehensive <\/span>proposals<\/a>, and to communicate to the Commission any preliminary comments they might wish to make concerning the <\/span>proposals<\/a>. In conclusion, the Commission should indicate its determination to continue the conference so long as the co-operation given by the parties warranted further meetings.<\/span><\/p><\/div>\n

The Chairman suggested that, if the Commission approved the proposal to address such a letter to the delegations, the Secretariat should be asked to prepare a draft. He invited the members of the Commission to put forward any suggestions they might wish to make.<\/p><\/div>\n

\n

Mr. ARAS (Turkey) agreed with the proposal put forward by the United States delegation, which he felt was a sound one. No stone should be left unturned in the effort to achieve some practical results from the conference. Some care would be required in drafting the letters, if they were to be identical, as the Arab delegations had already indicated their readiness to discuss the Commission’s <\/span>proposals<\/a>.<\/span><\/p><\/div>\n

\n

Mr. MARCHAL (France) also agreed to the proposal to address identical letters, based on the recommendations of the State Department, to all the delegations. If a reply were to be requested before the opening of the<\/p><\/div>\n

\n

General Assembly, it would be necessary to send the letters at once.<\/p><\/div>\n

\n

As regards the drafting of the letter, the representative of France referred to the first point mentioned by the Chairman: a summary of the progress of the conference. He pointed out that in its <\/span>letter<\/a> to the delegations of 6 October the Commission had already resumed the situation up to that date. If the Commission were to refer to that <\/span>letter<\/a>, it would only be necessary to mention the developments which had taken place since 6 October.<\/span><\/p><\/div>\n

\n

The letter should be as succinct as possible, and care should be taken to avoid including anything that might give rise to misunderstanding or hinder any possible chances of success.<\/p><\/div>\n

\n

It was decided<\/i> that the Secretariat would prepare a draft letter to the delegations and that an informal meeting would be held the next morning to consider it, followed by a formal meeting in the afternoon.<\/p><\/div>\n

\n

ACTION TO BE TAKEN BY THE COMMISSION CONCERNING THE <\/span>ISRAEL STATEMENT OF 26 OCTOBER<\/a><\/p><\/div>\n

\n

It was decided<\/i><\/span> that, in view of the decision taken under the first item on the agenda, no action would be taken for the time being concerning the <\/span>Israel statement of 26 October<\/a>.<\/span><\/p><\/div>\n
