  {"id":211918,"date":"1949-03-13T00:00:00","date_gmt":"2019-03-12T20:15:43","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?p=211918"},"modified":"2019-03-12T20:15:43","modified_gmt":"2019-03-12T20:15:43","slug":"auto-insert-211918","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/auto-insert-211918\/","title":{"rendered":"Mideast situation\/Situation in southern Negev &#8211; Cablegram from UN Mediator"},"content":{"rendered":"<div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\n<hr height=\"7px\" \/>\n<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">CABLEGRAM DATED 13 MARCH 1949 FROM THE ACTING MEDIATOR FOR PALESTINE TO <\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">THE PRESIDENT OF THE SECURITY COUNCIL CONCERNING ALLEGED MILITARY<\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">OPERATIONS BY ISRAELI FORCES IN THE SOUTHERN NEGEV<\/p><\/div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>I have the honour to report to the Security Council further information<\/span><span style=\"color:#000000;font-size:12pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">concerning military activities in the Southern Negev as first reported in <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/69F548A5F1792BB085256DA9006BE8E4.pdf\" style=\"color:#0000ff;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">S\/1285<\/a><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">.&nbsp;&nbsp;United Nations observers are in the field and are making the <\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">spot investigations, but owing to poor transportation and communications facilities in this area I do not yet have available to me their definite reports and cannot, therefore, submit to the Council a definite report on <\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">the matter at this time.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:12pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;<\/p><\/div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>It is reported by a United Nations observer, whose source of information was principally the Arab Legion at Aqaba, that Israeli forces occupied Umm Reshresh, within the borders of Palestine on the Gulf of Aqaba in the<\/span><span style=\"color:#000000;font-size:12pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><\/p><\/div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">afternoon of 10 March with two jeeps ad one large personnel carrier. Three hours later, <\/span><span style=\"color:#000000;font-size:8pt;font-family:Times New Roman, serif;\">on <\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">the same day, fourteen additional Israeli vehicles had arrived there. The strength of the Israeli garrison thus established at Umm Reshresh was on that date estimated at 150 <\/span><span style=\"color:#000000;font-size:9pt;font-family:Times New Roman, serif;\">men <\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">and 25 vehicles. There is as yet no verification of a report that the Israeli forces advanced to Umm Reshresh via a road in Egyptian territory running from Jerasa Kuntilla (MR 119340) to Rasen (MR 136890).<\/span><span style=\"color:#000000;font-size:12pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The occupation of Umm Reshresh is officially verified by competent Israeli sources.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>On 10 March also, the observer saw two liaison type Israeli aircraft flying in the vicinity of the Palestine Transjordan border at MR 155920, southeast of the police post at Ein El Ghidyan.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>On the morning of 11 March an Israeli column of six jeeps and ten heavy vehicles was observed moving north from Umm Reshresh up the Wadi Araba. <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The observer also reports numerous refugees moving from the Palestine area across the border into the town of Aqaba.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The only incident of fighting thus far reported involved an exchange of fire between Arab legion and Israeli elements in the vicinity of Gharm prior to the signing of the cease-fire on 11 March. In this brief engagement one <\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Arab legion armoured car was disabled.
