style=\"margin-top:0px;margin-bottom:0px;\"><u>Report of the General Committee<\/u><\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">At the request of the Chairman, Mr. de la TOUR DU PIN (Chairman, General Committee) reported briefly to the Commission on the discussion which had taken place at the Committee&#8217;s first meeting with the Arab delegations (see Com.Gen.\/SR.4).<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Mr. de la Tour du Pin noted that the Arab delegations had interpreted the terms of the Protocol in a manner which he considered unacceptable, and had refused to discuss the territorial question or any other problems until Israel agreed to the emergency measures set forth in the nine-point memorandum on the refugee question. The Committee, moreover, had failed to obtain the safeguards demanded by the Israeli delegation against attacks in the Arab press.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">In view of the report by the Chairman of the General Committee, Mr. ETHRIDGE wished it recorded that the representatives of the orange growers were now reported to have taken a decision not to contact the Israeli delegation. According to their view, it was well known to the Government of Israel that the groves would be ruined unless taken care of within twenty days; they also had information that some of the pumps necessary for irrigation had been removed.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">In the face of what they considered Israel&#39;s unilateral action and lack of good faith, they saw little value in talks with the representatives in Lausanne.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The CHAIRMAN expressed concern regarding the spirit evidenced by the Arab delegations at the meeting with the General Committee and their attitude in refusing to discuss any question but that of the refugees. He thought the Commission should now point out to the Arab delegations that they were not fulfilling their commitments under the Protocol of 12 May 1949, and that if they persisted in their present attitude, the Commission would find it necessary to re-examine the entire question.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Mr. YALCIN agreed that such a statement should be made to all the delegations; he thought the Commission&#8217;s remarks should bear not upon specific questions, but upon the general attitude of non-cooperation and intransigence evidenced by all the delegations.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Mr. ETHRIDGE advocated informal action at the present moment, with both parties. It should be made clear that the Commission would not permit a stalemate to continue, and that within the next few days the Commission would put certain precise questions to all delegations and would insist upon concise replies.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>The Commission agreed<\/u>&nbsp;with Mr. Ethridge&#8217;s views.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Memorandum on refugees<\/u><\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The CHAIRMAN noted that the Secretariat&#8217;s memorandum on the refugee question, as amended (IS\/16), had now been handed to the Israeli delegation; he wondered whether it should also be communicated to the Arab delegations for their information.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">At the request of the Principal Secretary, the <u>Commission agreed<\/u>&nbsp;that an analysis of the document would be communicated to the Arab delegations, explaining that certain points raised by those delegations and by the representatives of the refugees had been submitted to the Israeli delegation and that the replies would be transmitted to the Arab representatives when received.<\/p><\/div>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>UNITED NATIONS CONCILIATION COMMISSION FOR PALESTINE SUMMARY RECORD OF THE FIFTY-NINTH MEETING held in Lausanne on Thursday, 19 May 1949, at 10 a.m. Present: Mr. de Boisanger (France) &nbsp;Chairman Mr. Yalcin (Turkey) Mr. Ethridge (U.S.A.)
