Consideration of the draft reply to Israel note of 27 October<\/u><\/p><\/div>\n

\n

After lengthy discussion on various points of drafting, the Commission approved<\/i> the text of the draft reply subject to certain minor drafting amendments.<\/p><\/div>\n

\n

Procedure regarding transmission of the reply<\/u><\/p><\/div>\n

\n

Mr. de BOISANGER was of the opinion that the head of the Israeli delegation had not followed correct procedure in leaving the matter of the Israeli note and the Commission’s reply in the hands of Mr. Lourie. He felt strongly that the Commission’s reply should not be handed to Mr. Lourie, but should be transmitted directly to Mr. Eban, and he suggested that it should be accompanied by a second letter transmitting copies of the summary records of the meetings in which the Arab delegations had requested mediation.<\/p><\/div>\n

\n

In the course of a private conversation he had just had with the head of the Egyptian delegation, Mostafa Bey had again expressed the desire of the Arab delegations to meet the Commission in order to discuss their forthcoming declaration regarding protection of the Holy Places. He had agreed, on behalf of the Arab delegations, to attend a meeting with the Commission on Monday morning, 14 November, for that purpose and also to receive copies of the Israeli note and the Commission’s reply.<\/p><\/div>\n

Mr. de BOISANGER therefore favoured transmission of the reply to Mr. Eban on Saturday, 12 November, and suggested that the proposed meeting with tie Israeli delegation to present the new United States representative might be convened at a later time.<\/p><\/div>\n

\n

In view of certain objections on the part of Mr. ROCKWELL, Mr. de BOISANGER modified his proposal and suggested that a meeting with Mr. Lourie should be convened on Monday morning, for the purpose of presenting Mr. Palmer, and that at that time the copies of the summary records he had mentioned might be handed to Mr. Lourie.<\/p><\/div>\n

\n

The Commission adopted<\/i> Mr. de Boisanger’s proposal and <\/i>it was agreed<\/i> that two meetings would be held on Monday morning, with the Israeli delegation at 10:15 and with the Arab delegations at 11.<\/p><\/div>\n
