The CHAIRMAN thought it advisable to await the return of Mr. Palmer and Mr. Yalcin before examining the two <\/span>reports<\/a> prepared by Mr. Clapp and taking a decision on them.<\/span><\/p><\/div>\n

\n

He had had occasion to inform the representative of Israel at Geneva that the Conciliation Commission would first study the vital question of compensation on which the Government of Israel would be well advised to adopt a conciliatory attitude.<\/p><\/div>\n

\n

He had understood, from his conversation with the representative of Israel, that the Government of that country was dissatisfied with the <\/span>Clapp Report<\/a> and regretted not having had the opportunity of making known its views before the <\/span>report<\/a> had been issued. He had pointed out to the representative of Israel that, in accordance with the General Assembly <\/span>Resolution<\/a>, the <\/span>report<\/a> in question had to be published without prior circulation to the parties concerned. The latter could now make known their comments, and it was for the Conciliation Commission to give those comments appropriate publicity.<\/span><\/p><\/div>\n

He considered it advisable that the Legal Adviser and the Secretariat of the Commission should study the two <\/span>Clapp Reports<\/a> with a view to submitting any necessary comments to the Commission.<\/span><\/p><\/div>\n

\n

The PRINCIPAL SECRETARY pointed out that the <\/span>two documents<\/a> were already under consideration, and he proposed that the Secretariat should prepare an analysis of <\/span>the final report <\/a>of the Economic Survey Mission, bringing out the questions to be settled by the Conciliation Commission and thus facilitating its work.<\/span><\/p><\/div>\n

Mr. BARCO (United States) pointed out that the <\/span>report<\/a> on the question of compensation transmitted by Mr. Clapp was a confidential document, and asked whether it would not be preferable for the Secretariat to prepare a draft report on the matter, based on the <\/span>Clapp Report<\/a>, for examination by the General Committee prior to submission to the Conciliation Commission.<\/span><\/p><\/div>\n

\n

The CHAIRMAN considered that is was not intended that the <\/span>Clapp Report<\/a> on compensation should remain permanently confidential. He also thought the <\/span>Report<\/a> might well be communicated to the parties concerned if Mr. Clapp saw no objection, since the matter would give rise to a difficult discussion and the Commission’s work would be facilitated if it could be based on the conclusions of the <\/span>Report<\/a>.<\/span><\/p><\/div>\n

Mr. BARCO (United States) having asked whether the Government of Israel had signified its intention of sending a delegation to Geneva, the PRINCIPAL SECRETARY said he had not yet received a reply to the telegrams sent to the Ministries of Foreign Affairs of Israel and the Arab States.<\/p><\/div>\n

\n

With regard to Egypt, Mr. Labbane had informed him that Mostapha Bey would arrive shortly. In the course of the same conversation Mr. Labbane had also stated that his Government had no intention of changing its policy, and meant to continue negotiations through the Conciliation Commission.<\/p><\/div>\n

\n

The CHAIRMAN thought it advisable to await a reply to the telegrams before taking further action.<\/p><\/div>\n
