CONSIDERATION OF THE DRAFT OF THE SECOND DRAFT REPORT TO THE SECURITY COUNCIL (<\/span>Informal Paper R\/9<\/a>)<\/span><\/p><\/div>\n

\n

Sections A and B of the Second Monthly Report to the Security Council were approved without any changes.<\/p><\/div>\n

\n

Section C was approved with minor drafting changes.<\/p><\/div>\n

\n

With reference to Section D, paragraph 2, the order of the questions was rearranged as follows:<\/p><\/div>\n

\n

question a) remained question a)<\/p><\/div>\n

\n

the former question g) became question b)<\/p><\/div>\n

\n

the former question h) became question c)<\/p><\/div>\n

\n

the former question i) became question d)<\/p><\/div>\n

\n

the former question b) became question e)<\/p><\/div>\n

the former question d) became question g)<\/p><\/div>\n

In Section D, paragraph 3, the following phrase was deleted: “and that it ‘would not regard favourably … before’ that date.”<\/p><\/div>\n

Also, the following sentence was added at the end of the paragraph 3:<\/p><\/div>\n

\n

“Furthermore in view of the attitude of the Mandatory Power toward the Commission’s arrival in Palestine earlier than two weeks before the termination of the Mandate, the Commission, on 15 May, when full authority is to be transferred to it, will be confronted with a situation over which it has had no previous control, and which, in fact, it has been able to appraise on the spot for only a fortnight.”<\/p><\/div>\n

The fetter Section D, paragraph 4 was deleted. Consequently, paragraph 5 became 4, 6 became 5, 7 became 6, and 8 became 7. All of the latter paragraphs were approved with minor drafting changes.<\/p><\/div>\n

\n

Section E was adopted unchanged.<\/p><\/div>\n

\n

The last sentence of Section F, paragraph 3, reading: “The Commission has informed is unsatisfactory.” was deleted,<\/p><\/div>\n

\n

Section F, paragraph 4 was revised to read as follows: “The Commission considers the above answer unsatisfactory, since effective, responsible militias cannot be organized, trained, and equipped in a matter of days. The Commission, therefore, cannot but confirm the conclusion stated in its <\/span>First Special Report<\/a> (Section VII, paragraphs 2 and 3).”<\/span><\/p><\/div>\n

\n

Paragraphs 5, 6 and 7 were combined to form a new paragraph 5 consisting of two paragraphs, the first being the former paragraph 5, and the second being a combination of the last sentence of the former paragraph 6 and all of former paragraph 7. The first sentence of former paragraph 6 was deleted.<\/p><\/div>\n

\n

In Section G, paragraph 1, the following sentence was added at the end of the paragraph: “In the meantime, the functions of the Preparatory Commission are being discharged by members of the Secretariat.”‘<\/p><\/div>\n

\n

Paragraph 2 of Section G was approved with minor drafting changes.<\/p><\/div>\n

\n

The last sentence of paragraphs 3 of Section G Was deleted.<\/p><\/div>\n

\n

The last two paragraphs of Section G were approved without any changes.<\/p><\/div>\n

\n

Section H was revised to read as follows: “1. Negotiations with the Mandatory Power and the Jewish Agency will be continued. In view of the policy of the Mandatory Power not to cooperate in the implementation of the <\/span>Plan<\/a> adopted by the General Assembly, a satisfactory co-ordination of the plans of the Commission with those of the Mandatory Power, in many vital aspects, is precluded. This, together with the steady deterioration of conditions in Palestine, leaves little hope for the achievement of continuity in administrative services and for an orderly transfer of authority to the Commission upon the termination of the Mandate. 2. The Commission, therefore, has the duty to reiterate that present indications point to the inescapable conclusion that when the Mandate is terminated Palestine is likely to suffer severely from administrative chaos and widespread strife and bloodshed.”<\/span><\/p><\/div>\n

COMMUNICATIONS FROM THE UNITED KINGDOM DELEGATION CONCERNING INCURSIONS OF ARMED ARAB BANDS INTO PALESTINE AFTER EXPLOSION OF THE JEWISH AGENCY BUILDING, JERUSALEM (Informal Papers <\/span>UK\/64<\/a> and <\/span>UK\/65<\/a>)<\/span><\/p><\/div>\n

\n

The Commission noted the above two communications, deciding that no action was necessary.<\/p><\/div>\n
