5. <\/strong><\/span>Land levelling\/Requisitions<\/u><\/strong><\/span>2<\/sup><\/span><\/p><\/div>\n

West Bank<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>The IDF began levelling land near Road 57 across from the Avnei Khefets settlement. The requisition order was issued on 31 October 2004. According to the Palestinian DCL, the IDF is preparing the land for construction of a new military observation post.<\/p><\/div>\n

\n

•\t<\/span>17 November to date<\/strong>: Land levelling continues in an area requisitioned by the IDF for the construction of the Barrier on the western side of the Governorate of Hebron. No foundation laying is taking place because local residents have filed petitions with the Israeli High Court of Justice to stop Barrier construction. <\/p><\/div>\n

\n

•\t<\/span>21 November<\/strong>: Bulldozers, protected by Israeli Police and Israeli Border Police, started to level approximately 5.5 dunums (.55 hectares) of land. Trees were also uprooted in a Palestinian area close to Hebrew University, Jerusalem District. The land is to be used by the university – more housing facilities for students will be built.<\/p><\/div>\n

\n

Gaza<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>17 November<\/strong>: Two hundred dunums (20 hectares) of land planted with olive trees were levelled in the Palestinian area south east of Bureij camp.<\/p><\/div>\n

<\/p>\n

6. <\/strong><\/span>Closure<\/u><\/strong><\/span>3<\/u><\/sup><\/span>\/Restrictions on movement<\/u><\/strong><\/span><\/p><\/div>\n

<\/p>\n

\n

Tulkarm\/Qalqiliya\/Salfit governorates<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>In Tulkarm Governorate, the IDF eased movement restrictions on the local populations both within the governorate and for travel to other governorates. Although all parts of Kafriat checkpoint remained manned during week, no restrictions were imposed on vehicular traffic. No yellow-plated (Israeli) cars are allowed to enter Tulkarm town (they must be parked outside Kafriat checkpoint in a special lot). However, Arab-Israelis did not experience access restrictions.<\/p><\/div>\n

\n

•\t<\/span>20 November<\/strong>: a number of flying checkpoints were observed near Illar, Attil, Saffarin, Beit Lid and Qaffin.<\/p><\/div>\n

\n

•\t<\/span>In Qalqiliya Governorate, no restrictions were imposed on the local population. The tunnel between Qalqiliya town and Habla remained open the whole week. No yellow-plated cars are allowed to enter Qalqiliya town, however Arab-Israelis encountered no access difficulties when crossing Jaljoulia checkpoint.<\/p><\/div>\n

\n

•\t<\/span>In Salfit District, the movement between the villages continues to be hampered by the existence of road blocks and earth mounds, and by restrictions to travel on main roads.<\/p><\/div>\n

<\/p>\n

\n

Nablus\/Jenin\/Tubas governorates:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>21 November<\/strong>: Israeli Police at Hamra checkpoint confiscated the driver ‘s licenses of about a dozen Palestinians.<\/p><\/div>\n

\n

•\t<\/span>20 November<\/strong>: A flying checkpoint was erected north of the village of Huwwara, close to the settlement of Yits’har.<\/p><\/div>\n

\n

•\t<\/span>20 to 22 November<\/strong>: Major delays were reported at all checkpoints around Nablus.<\/p><\/div>\n

\n

•\t<\/span>22 November<\/strong>: The IDF closed entrances to Balata and Askar refugee camps (Nablus).<\/p><\/div>\n

\n

•\t<\/span>22 November<\/strong>: A flying check point was erected at the southern entrance to Jenin City.<\/p><\/div>\n

<\/p>\n

\n

Ramallah\/Al Bireh governorates:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>21 November<\/strong>: Long delays were experienced at An Nabi Salih checkpoint. Jerusalem\/Jericho governorates.<\/p><\/div>\n

\n

•\t<\/span>IDF mobile checkpoints function on a daily basis at the entrance to Al ‘Eizariya-Ma’ale Adumim settlement resulting in long lines of cars waiting to pass.<\/p><\/div>\n

\n

•\t<\/span>IDF mobile checkpoints at the junctions of Road 1-Road 437 and Al ‘Eizariya-Ma’ale Adumim have stopped Palestinian vehicular movement on Road 1 for several hours every Saturday after Shabath.• 21 November: The IDF closed the two checkpoints to Jericho preventing all movement into the city.<\/p><\/div>\n

<\/p>\n

\n

Jerusalem Envelope Barrier<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>North<\/strong>: Construction of the Barrier is continuing along Road 60, the main road, between Qalandiya and Ar-Ram checkpoints. Land levelling for the Barrier is also taking place alongside the road between Hizma and Anata villages.<\/p><\/div>\n

\n

•\t<\/span>East<\/strong>: Construction of the Barrier is continuing in Ash Sheikh Sa’ad, Sawahriya ash Sharqiya, Abu Dis, and Al ‘Eizariya. Construction is nearly completed from the Mount of Olives to the hill just south of Al Quds University in Abu Dis. Barrier construction in Sur Bahir is halted.<\/p><\/div>\n

\n

•\t<\/span>Northwest<\/strong>: Construction of the Barrier is ongoing in Bet Duqqu, Qatanna and Kharayib Umm Al Lahim. In Biddu, Bet Ijza, Al Qubeiba and Bet Surik, construction is halted. New military requisition orders, for eastern and western sections of Bet Surik, were handed to Bet Surik village council on 4 November.<\/p><\/div>\n

<\/p>\n

\n

Hebron\/Bethlehem governorates<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>Movement restrictions imposed on the southern part of the West Bank were relaxed at the beginning of this reporting period. All major crossings and transit points within Bethlehem and Hebron reopened to Palestinian vehicular movement. Movement into Israel\/Jerusalem remains very difficult.<\/p><\/div>\n

\n

•\t<\/span>18 November<\/strong>: The IDF allowed access for Palestinian vehicles to the area of Bab Az Zaweiya, Hebron city, by removing the concrete blocks put in place on 11 November. Passage to both old and new Shalala streets remains obstructed.<\/p><\/div>\n

<\/p>\n

\n

The enclosed areas in the Gaza strip<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>As Seafa<\/strong>: Since 22 April 2004, the IDF has allowed only three to four people with As-Seafa IDs to go in and out on foot, for one time only, with prior coordination, to bring food in. These people are permitted to exit and enter through the gate at two irregular periods: approximately 6.30am to 8.30am and from approximately 2pm to 4.30pm. No vehicles are permitted to enter or exit. Coordination for international organisations to enter the area has been extremely problematic.<\/p><\/div>\n

\n

•\t<\/span>The gate was open twice a day during the reporting period except on 20 November when it was open one time.<\/p><\/div>\n

\n

•\t<\/span>Al Mawassi<\/strong>: IDF restrictions remain, with the entry-exit gate at Al Tuffah checkpoint generally opening twice daily for limited numbers of Al Mawassi ID holders from approximately 8am to 1pm and from approximately 2.30pm to 5pm. Since 10 May 2004, males aged below 30 years who are Al Mawassi ID holders have been required to have prior coordination to pass though Al Tuffah checkpoint. Since 6 June 2004, prior coordination has been required for unmarried females with Al Mawassi IDs who are between the ages of 18 and 25. Vehicles are not allowed to pass, with some exceptions given for international agencies that have undertaken prior coordination with the IDF.<\/p><\/div>\n

\n

•\t<\/span>Al Tuffah <\/strong>checkpoint was open all week.<\/p><\/div>\n

\n

•\t<\/span>Tel As-Sultan <\/strong>checkpoint remained closed during the week.<\/p><\/div>\n

\n

•\t<\/span>Kfar Darom<\/strong>: The Palestinian area adjacent to Kfar Darom settlement was declared a closed military area following a suicide attack on 27 February 2004. Since 20 July 2002, no vehicular movement has been allowed into and out of the area and the IDF erected a fence around the area. Movement is restricted by the IDF with the entry-exit gate generally opening four times daily for Al Maa’ni ID holders only from 6.30am to 7.30am, 10.30am to 11.30am, 1pm to 2pm, and 4pm to 5pm. Access for international organisations into the area remains extremely problematic.<\/p><\/div>\n

8. <\/strong>Access to schools:<\/u><\/strong><\/p><\/div>\n

<\/p>\n

\n

West Bank<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>The UNRWA national staff strike ended 20 November. <\/p><\/div>\n

\n

•\t<\/span>Hundreds of students from Abu Dis and Al ‘Eizariya, (East Jerusalem) are experiencing difficulties reaching schools within Jerusalem Governorate. The gate near Ras al ‘Amud has been closed since 1 November. Schools in several Palestinian Jerusalem neighbourhoods are becoming overcrowded because many students have been forced to change schools due to Barrier construction.<\/p><\/div>\n

\n

•\t<\/span>According to UNICEF, school children from Beit Amin and teachers have, since the beginning of November, been subjected to careful searches by the IDF at the Barrier gate into Azzun Atma, causing significant delays. <\/p><\/div>\n

Gaza<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>During the reporting period, the 24 pupils living in As-Seafa were not able to reach their schools on time. They were delayed leaving through the As Seafa gate until late morning. Upon return, the pupils were delayed for four hours before being permitted to re-enter through the gate at 3:30pm.<\/p><\/div>\n

\n

•\t<\/span>20 November<\/strong>: Four windows of an UNRWA school were broken as a result of IDF shooting in the Tel As-Sultan area in Rafah.<\/p><\/div>\n

\n

•\t<\/span>21 November<\/strong>: An UNRWA pupil was wounded in the arm by IDF gunfire in the area, while playing in the yard of an UNRWA school in Rafah.<\/p><\/div>\n

\n

•\t<\/span>21 November<\/strong>: Five windows of an UNRWA school were broken as a result of IDF shooting in the area of the school in Rafah.<\/p><\/div>\n

9. <\/strong>Labour\/trade movement to Israel<\/u><\/strong><\/p><\/div>\n

<\/p>\n

\n

Tulkarm\/Qalqiliya\/Salfit governorates<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>The suspension of movement into Israel proper imposed after Yasser Arafat’s death was lifted. Workers and traders were again allowed to cross the Green Line and work.<\/p><\/div>\n

<\/p>\n

\n

Gaza<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>A total of 5,166 permits have been issued for workers and 226 permits for traders aged 35 and older including 2,000 permits to stay overnight. However, only a small number of traders have been permitted to enter.<\/p><\/div>\n

10. <\/strong><\/span>Other<\/u><\/strong><\/span>:<\/u><\/strong><\/span><\/p><\/div>\n

Nablus\/Jenin\/Tubas<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>20 November<\/strong>: The IDF entered the old city of Nablus and clashed with Palestinian stone throwers. Two fifteen-year-old Palestinian boys were shot dead and one was seriously injured.<\/p><\/div>\n

\n

•\t<\/span>22 November<\/strong>: The IDF entered the village of Talluza (Nablus) and searched houses. The electrical transformer in the village was destroyed leaving the village without electricity.<\/p><\/div>\n

\n

•\t<\/span>IDF search-and-arrest campaigns took place in Jenin City, Jenin refugee camp, Wadi Birqin, Silat adh Dahr, Jaba’ (entire Jenin district), Wadi Malih (Tubas district), Balata refugee camp, ‘Askar refugee camp (Nablus) and Nablus City. A total of two Palestinians were arrested.<\/p><\/div>\n

<\/p>\n

\n

Tulkarm\/Qalqiliya\/Salfit<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>During the week, the IDF occupied one house in An Nazlat al Wusta in Tulkarm Governorate after giving the family approximately 20 minutes to vacate the house. The IDF informed the family that the house would be needed for military purposes for one month.<\/p><\/div>\n

\n

•\t<\/span>17 November<\/strong>: A male Palestinian was found dead, a result of gun shots wounds, in Salfit town. <\/p><\/div>\n

\n

•\t<\/span>19 November<\/strong>: The IDF entered the local prison in Salfit town and confiscated all files of local detainees. <\/p><\/div>\n

\n

•\t<\/span>21 November<\/strong>: The IDF occupied a house in Illar in Tulkarm Governorate for one day. The IDF withdrew after negotiations with the Palestinian DCL.<\/p><\/div>\n

\n

•\t<\/span>IDF search-and-arrest campaigns took place in Yasuf, Kfar Dik (Salfit district), Tulkarm town and refugee camp and Qalqilya town. A total of nine Palestinians were arrested. <\/p><\/div>\n

<\/p>\n

\n

Ramallah \/Al Bireh<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>18 November<\/strong>: The IDF conducted a search campaign in Beituniya and arrested one Palestinian man.<\/p><\/div>\n

\n

•\t<\/span>21 November<\/strong>: Three Palestinians, allegedly members of the Al Aqsa Brigades, were killed by the IDF around 7pm while they were driving in Beituniya. According to the IDF, one soldier was lightly wounded.<\/p><\/div>\n

<\/p>\n

\n

Jerusalem\/Jericho<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>18 and 19 November<\/strong>: IDF search-and-arrest campaigns took place in Bet Iksa, northwest Jerusalem District. A total of two Palestinians were arrested.<\/p><\/div>\n

<\/p>\n

\n

Hebron\/Bethlehem<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>18 November<\/strong>: A Palestinian was found dead near Beit Sahur, Bethlehem.<\/p><\/div>\n

\n

•\t<\/span>21 November<\/strong>: Twenty-one Palestinians were injured as a result of clashes that occurred during a protest against Barrier construction on the land belonging to the village of Beit Ula, western Hebron Governorate. The IDF reportedly used tear gas and rubber-coated metal bullets.<\/p><\/div>\n

\n

•\t<\/span>IDF search-and-arrest campaigns took place in Ad Duheisha, Ad Doha and Al Khader in Bethlehem. Three Palestinians were arrested. In Hebron, search-and-arrest campaigns took place in Yatta and in the city of Hebron. A total of six Palestinians were arrested.<\/p><\/div>\n

Gaza<\/u><\/strong>:<\/p><\/div>\n

\n

•     18 November<\/strong>: Three Egyptian soldiers were killed near the Philadelphi corridor, which runs along the Egyptian border.<\/p><\/div>\n
