Decision:<\/u><\/strong> 40 COM 7A.14<\/strong><\/p><\/div>\n

\n

The WRecalling<\/u>orld Heritage Committee,<\/p><\/div>\n

\n

1<\/span>. <\/span>Having examined<\/u><\/span> Document <\/span>WHC\/16\/40.COM\/7A.Add,<\/u><\/a><\/p><\/div>\n

\n

2.  Decision 39 COM 7A.28, <\/strong>adopted at its 39th session (Bonn, 2015),<\/p><\/div>\n

\n

3.\t<\/span>Notes<\/u> that conservation works for the roof of the Church of the Nativity have been completed and acknowledges<\/u> the progress made in addressing conservation conditions at the architectural ensemble and the rehabilitation works undertaken at other areas in the property;<\/p><\/div>\n

\n

4.\t<\/span>Also notes<\/u> that a joint World Heritage Centre\/ICOMOS Advisory mission will be carried out at the property and will allow evaluating the restoration works that have been carried out at the Church of the Nativity, and discussing with the State Party the contents of an Integrated Conservation Plan for past and future interventions;<\/p><\/div>\n

\n

5.\t<\/span>Requests<\/u> the State Party to develop the Integrated Conservation Plan, as per the adopted corrective measures, which should include in one synthetic document, among other items, the following:<\/p><\/div>\n

\n\t\t\t\ta)\t<\/span>Systematized condition assessment that includes all existing condition recording surveys, analysis and historic documentation,\n\t\t\t\t<\/div>\n
\n\t\t\t\tb)\t<\/span>Identification of attributes which embody specific values according to the evolution of the ensemble and its character defining features,\n\t\t\t\t<\/div>\n
\n\t\t\t\tc)\t<\/span>Overarching conservation philosophy and specific principles for conservation interventions in accordance to the Outstanding Universal Value (OUV) of the property and other relevant local values,\n\t\t\t\t<\/div>\n
\n\t\t\t\td)\t<\/span>Costed and prioritised conservation action plan for all component parts of the architectural ensemble with a timeframe for implementation,\n\t\t\t\t<\/div>\n
\n\t\t\t\te)\t<\/span>Additional measures for presentation, interpretation, environmental control, fire prevention, risk preparedness, maintenance and monitoring;\n\t\t\t\t<\/div>\n
\n

6.\t<\/span>Also requests<\/u> to the State Party to prioritize and secure the necessary resources for<\/p><\/div>\n

\n

the development of the Management Plan for the property and to provide an electronic and three printed copies of the Plan for review by the World Heritage Centre and the Advisory Bodies;<\/p><\/div>\n

\n

7.\t<\/span>Reiterates its request<\/u> to the State Party to submit to the World Heritage Centre, for review by the Advisory Bodies, concept proposals for the Manger Square Tunnel and the Manger Square village before plans are finalised or commitments made to their implementation;<\/p><\/div>\n

\n

8.\t<\/span>Further notes<\/u> the request made by the State Party to remove the property from the List of World Heritage in Danger but considers<\/u> that the planned Advisory mission will allow discussing this request with the State Party to ensure full implementation of the corrective measures before the removal of the property from the List of World Heritage in Danger;<\/p><\/div>\n

9.\t<\/span>Further requests<\/u> the State Party to submit to the World Heritage Centre, by 1 February 2017, <\/strong>an updated report on the state of conservation of the property and the implementation of the above, for examination by the World Heritage Committee at its 41st session in 2017;<\/p><\/div>\n

\n

10.\t<\/span>Decides<\/u><\/strong> to retain Birthplace of Jesus: Church of the Nativity and the Pilgrimage Route, Bethlehem (Palestine) on the List of World Heritage in Danger.<\/strong><\/p><\/div>\n

15. Palestine: Land of Olives and Vines — Cultural Landscape of Southern Jerusalem, Battir (Palestine) (C 1492) <\/strong>Decision:<\/u><\/strong> 40 COM 7A.15<\/strong><\/p><\/div>\n

\n

The World Heritage Committee,<\/p><\/div>\n

\n

1<\/span>.<\/span>\t<\/span>Having examined<\/u><\/span> Document <\/span>WHC\/16\/40.COM\/7A,<\/u><\/a><\/p><\/div>\n

\n

2\t<\/span>Recalling<\/u> Decision 39 COM 7A.29, <\/strong>adopted at its 39th session (Bonn, 2015),<\/p><\/div>\n

\n

3.\t<\/span>Takes notes<\/u> of the actions undertaken by the State Party to initiate the implementation of the corrective measures adopted to achieve the Desired state of conservation for the removal of the property from the List of World Heritage in Danger (DSOCR);<\/p><\/div>\n

\n

4.\t<\/span>Expresses its disappointment<\/u> that a timeframe for implementing the agreed corrective measures has not been submitted as requested, and  reiterates its request<\/u> to the State Party to develop and submit a timeframe for the full implementation of the adopted corrective measures by 1 February 2017, <\/strong>for examination by the Committee at its 41st session in 2017;<\/p><\/div>\n

\n

5.\t<\/span>Notes progress<\/u> with the process to elaborate the Conservation and Management Plan (CMP), with funding through International Assistance, and recommends<\/u> that the corrective measures are adequately integrated into the CMP under elaboration;<\/p><\/div>\n

\n

6.\t<\/span>Urges<\/u> the State Party to put in place, as soon as possible, a robust management system for the property and its buffer zone, for taking forward the defined infrastructure and other projects needed to support traditional agricultural systems with or without external funding and, until the CMP is established and operational, to submit all construction projects to the World Heritage Centre for review;<\/p><\/div>\n

\n

7.\t<\/span>Requests<\/u> the State Party to submit to the World Heritage Centre, by 1 February 2017, <\/strong>an updated report on the state of conservation of the property and the implementation of the above, for examination by the World Heritage Committee at its 41st session in 2017;<\/p><\/div>\n

\n

8.\t<\/span>Decides to retain Palestine: Land of Olives and Vines — Cultural Landscape of Southern Jerusalem, Battir (Palestine) on the List of World Heritage in Danger.<\/strong><\/p><\/div>\n
