\n\t\t\t\t• During the week, a total of 43 homemade rockets, mortar shells and anti tanks missiles were fired from different locations inside the Gaza Strip toward Israeli settlements and nearby Israeli towns, IDF installations and Karni (see section 6).\n\t\t\t\t<\/div>\n
\n\t\t\t\t• A 12-year-old Palestinian boy was killed and a 10-year-old boy was injured when a mortar shell fired by Palestinian militants missed its target, the Israeli settlement block of Gush Katif, and landed in a Palestinian house in Khan Younis, the Gaza Strip (see section 1).\n\t\t\t\t<\/div>\n
\n\t\t\t\t• Among the requisitions for Palestinian land this week were: 93 dunums (9.3 hectares) of agriculture land belonging to Palestinian farmers in areas adjacent to the Israeli settlements of Kiryat Arba’ and Kharsina, Hebron Governorate; and cover 448 dunums (44.8 hectares) and 155 dunums (15.5 hectares) of agriculture land belonging to Palestinian farmers in Bethlehem (see section 3).\n\t\t\t\t<\/div>\n

Casualty Incidents Include:<\/p><\/div>\n

\n

• 20 July<\/strong>: A Palestinian police officer died of his injuries in Tulkarm Hospital; the officer was injured during the IDF incursion into Tulkarm city on 13 July.<\/p><\/div>\n

\n

• 20 July<\/strong>: A Palestinian suffered burns from IDF flares fired in the Tel Es-Sultan area in Rafah, the Gaza Strip.<\/p><\/div>\n

\n

• 21 July<\/strong>: An IDF soldier suffered injuries when a mortar shell struck at a military base near the Israeli settlement of Neveh Dekalim in Khan Younis, the Gaza Strip.<\/p><\/div>\n

• 21 July<\/strong>: A 12-year-old Palestinian boy was killed and a 10-year-old boy was injured when a mortar shell fired by Palestinian militants missed its target, the Israeli settlement block of Gush Katif, and landed in a Palestinian house in Khan Younis, the Gaza Strip.<\/p><\/div>\n

• 21 July<\/strong>: Two Palestinians were injured in Jenin during a search-and-arrest campaign in the city and refugee camp.<\/p><\/div>\n

• 22 July<\/strong>: Two Palestinian children from Bil’in, Ramallah, were injured (one in the eye), by a rubbercoated metal bullet, during a demonstration against Barrier construction in the village.<\/p><\/div>\n

\n

• 22 July<\/strong>: A Palestinian bystander was killed by IDF soldiers in the Old City, H2 Hebron. The soldiers were responding to an attack by a Palestinian gunman on the checkpoint of Beit Romano. Two soldiers were injured in the attack.<\/p><\/div>\n

\n

• 22 July<\/strong>: A Palestinian man died of shrapnel wounds he suffered in an IAF air strike on 15 July.<\/p><\/div>\n

\n

• 23 July<\/strong>: Two Israelis were killed and three IDF soldiers were wounded in a Palestinian militant attack near the bypass bridge over Abu Holi checkpoint, the Gaza Strip. Two Palestinian militants were killed by the IDF.<\/p><\/div>\n

\n

• 23 July<\/strong>: A 65-year-old Palestinian farmer from the village of Husan, Bethlehem Governorate, was severely beaten by settlers from the Israeli outpost Neve Daniel north and was hospitalised.<\/p><\/div>\n

\n

• 24 July<\/strong>: A 13-year-old Palestinian was seriously injured in the Palestinian town of Sa’ir, Hebron Governorate, when the IDF fired rubber-coated metal bullets, one of which penetrated the youth’s skull. Details about the circumstances are not yet clear as there were clashes at the time.<\/p><\/div>\n

\n

• 24 July<\/strong>: IDF soldiers in the outpost located at the border fence fired machinegun fire toward Rafah refugee camp, the Gaza Strip, resulting in one Palestinian injury.<\/p><\/div>\n

\n

• 25 July<\/strong>: A 24-year-old man was injured when IDF, stationed near Rafiah Yam settlement, opened fire at Tel Es-Sultan area in Rafah, the Gaza Strip.<\/p><\/div>\n

\n

• 26 July<\/strong>: A Palestinian man was injured and taken to a medical clinic in Qalqiliya after he was beaten by IDF soldiers at a flying checkpoint near Az Zawiya village, Salfit.<\/p><\/div>\n

\n

2. <\/strong>Shelter and Property<\/u><\/strong><\/p><\/div>\n

Selected incidents:<\/strong><\/p><\/div>\n

\n

• 20 July<\/strong>: A water cistern with a 170-cubic-meters capacity was partially destroyed by the contractor of the Barrier in Imneizil, Hebron. The cistern, which was built 35 years ago, is the main water source for the livestock of three Palestinian families (25 people).<\/p><\/div>\n

\n

• 22 July<\/strong>: Two Palestinian shepherds were expelled from Al Malih village in Tubas area. The two were taken to Hamra checkpoint and were told that they could not live in the Al Mallih area because they were not registered as residents of the village.<\/p><\/div>\n

\n

• 25 July<\/strong>: The IDF demolished six barracks used to store and package agricultural products.<\/p><\/div>\n

\n

• 26 July<\/strong>: The IDF demolished one house (a one-storey building) under construction in Burqin village, Salfit, for lack of permit.<\/p><\/div>\n

\n

• 26 July<\/strong>: The IDF demolished one house that was under construction in Al Funduq village, Qalqiliya, for lack of permit.<\/p><\/div>\n

\n

• 26 July<\/strong>: The IDF demolished one carpentry store in Jinsafut village, Qalqiliya, for lack of permit.<\/p><\/div>\n

• 26 July<\/strong>: Two houses were demolished in Jabal al-Mukabbir Jerusalem. Six people resided in one house; the second house was not completed and was uninhabited.<\/p><\/div>\n

Tulkarm Governorate:<\/strong><\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– Land levelling and construction of a tunnel, by Israeli contractors, continue on Road 57 near Kafriat checkpoint to connect Tulkarm city with the villages to the south.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– Land levelling around Avnei Khefets settlement continues for the construction of a new fence around the settlement.\n\t\t\t\t<\/div>\n

Qalqiliya Governorate:<\/strong><\/p><\/div>\n

\n

• 21 July<\/strong>: The IDF start bulldozing land north of Kafr Qaddum. According to the Palestinian DCL, the levelling is to construct a new road for Kdumim settlement.<\/p><\/div>\n

\n

• 21 July<\/strong>: The Palestinian DCL received an IDF land requisition order (T\/121\/05) for 9.2 dunums (0.92 hectares) in Habla village, Qalqiliya, for construction of a new road in the area.<\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– The IDF continued levelling land near Immatin village, Qalqiliya, for Barrier construction.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– The IDF continued levelling land north east of Jayyus village to construct a new road that connects Jayyus with Falamya Barrier gate.\n\t\t\t\t<\/div>\n

Salfit Governorate:<\/strong><\/p><\/div>\n

\n

• 21 July<\/strong>: The Palestinian DCL received an IDF land requisition order (T\/107\/05) for 4.07 dunums (0.4 hectares) in Mash-ha village, Salfit, for construction of a road between Ets Efrayim settlement and the Barrier.<\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– Israeli contractors continued levelling land north of Salfit city, south of Marda village around Ari’el settlement and near Az Zawiya village for Barrier construction.\n\t\t\t\t<\/div>\n

Ramallah \/ Al Bireh Governorate:<\/strong><\/p><\/div>\n

\n

• 25 July<\/strong>: Israeli settlers from Khalamish settlement uprooted trees and plants on 5 dunums (5 hectares) of land belonging to Beitillu village.<\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– Land levelling for Barrier construction continues between Budrus to south of al Midya, and between Kharbatha Bani Harith, Bil’in and Saffa villages (all west Ramallah). Land levelling for Barrier construction also continues between Beituniya and Beit ‘Ur al Fauqa, between At Tira and Beit Duqqu and south of Beit Liqya and north and south of Rantis checkpoint. Fencing (“road protection”) is also being erected at several locations along bypass Road 443.\n\t\t\t\t<\/div>\n

Hebron Governorate:<\/strong><\/p><\/div>\n

\n

• 20 July<\/strong>: The IDF issued confiscation and amendment order (T\/A39\/03) which covers 93 dunums (9.3 hectares) of agriculture land belonging to Palestinian farmers in areas adjacent to the Israeli settlements of Kiryat Arba’ and Kharsina, Hebron Governorate. The confiscated land will be used to add to the security buffer zone and to build a new security road around the two settlements.<\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– Land levelling for Barrier construction is ongoing along the southern section of the Green Line, east of Shani settlement, Ar Ramadin, Imneizil, east and west of the Meitar checkpoint and on the western side of Idhna.\n\t\t\t\t<\/div>\n

<\/p>\n

\n

Bethlehem Governorate:<\/strong><\/p><\/div>\n

\n

• 23 July<\/strong>: Settlers from the Israeli outpost Neve Daniel North prevented Palestinian farmers from accessing their land in the village of Husan, Bethlehem Governorate.<\/p><\/div>\n

\n

• 23 July<\/strong>: The IDF issued two confiscation orders (T\/135\/05 and T\/136\/05) which, respectively, cover 448 dunums (44.8 hectares) and 155 dunums (15.5 hectares) of agriculture land belonging to Palestinian farmers from the villages of Jurat ash sham’a, Wadi an Nis, Artas, Wadi Rahhal, and Al Khadr. The land was confiscated so the Barrier could be built on the eastern side of Etzion settlement block.<\/p><\/div>\n

\n

• 25 July<\/strong>: According to the Israeli DCL in Hebron, the section of the Barrier running south of Ar Ramadin and affecting the hamlet of Am Sidreh will be re-routed to avoid disturbing gravesites that belongs to the local Palestinian community.<\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– Construction of the Barrier is ongoing in Khallet an Nu’man. Construction on Za’tara bypass road reached the Israeli settlement of Tko’a from the south and Khallet an Nu’man from the north.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– Land levelling and housing construction continues in the settlements of northern Efrat, western Neve Daniel, Giv’at Ha Tamar, El’azara, Har Gilo and Betar Illit B\n\t\t\t\t<\/div>\n

Jerusalem Governorate:<\/strong><\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– The IDF continued levelling land between Har Adar settlement and Beit Surik. Levelling also continues in the area between Qatanna and Kharayib Umm al Lahim villages and between Beit Ijza and Biddu villages.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– Construction of the Barrier continued along Road 60 between Qalandiya and Ar-Ram checkpoints. Land levelling to construct a new checkpoint\/terminal located south of the current checkpoint is ongoing.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– Construction and land levelling continued east and west of Qalandiya checkpoint for construction of DCL offices, a parking lot and a road.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– Land levelling and construction of the Barrier continued alongside the road between Jaba’, Hizma and Anata.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– Land levelling is ongoing near the Coptic housing project and in Wadi Ayyad near Neve Yaakov settlement, as well as on the northern side of ‘Anata town.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– Barrier construction is ongoing on the eastern and southern sides of the village and in Sheikh Sa’d.\n\t\t\t\t<\/div>\n

Jericho Governorate:<\/strong><\/p><\/div>\n

\n

• No incidents to report.<\/p><\/div>\n

The Gaza Strip:<\/strong><\/p><\/div>\n

\n

• 26 July<\/strong>: At 4pm an IDF tank and bulldozer entered the Palestinian areas opposite Abu Safeya south east of Beit Hanoun to the north of the Gaza Strip. They carried out land levelling and withdrew at 10pm.<\/p><\/div>\n

• 21 July<\/strong>: A PRCS ambulance was delayed for one hour and 40 minutes at Barta’a checkpoint, Jenin.<\/p><\/div>\n

The Gaza Strip:<\/strong><\/p><\/div>\n

\n

• Male Palestinians aged from 16 to 35 years are prevented from leaving the Gaza Strip, including those who have medical referrals. This week approximately 55 patients have been denied access out of the Gaza Strip at Erez and Rafah crossings.<\/p><\/div>\n

\n

• 21 July<\/strong>: A Palestinian female patient was denied access to an Israeli hospital through Erez crossing for four days.<\/p><\/div>\n

\n

• 22 July<\/strong>: Six Palestinian patients were denied access out of the Gaza Strip through the Rafah Passengers’ Terminal despite prior coordination.<\/p><\/div>\n

\n

• 25 July<\/strong>: The MoH said that its ambulance services were hampered by the internal and external closure that was imposed on the Gaza Strip.<\/p><\/div>\n

5. <\/strong>Access and Movement for Civilians<\/u><\/strong><\/p><\/div>\n

a) Curfew<\/strong><\/p><\/div>\n

\n\t\t\t\t\n\t\t\t\t<\/div>\n

\n\t\t\t\t• 22 July<\/strong>: The IDF imposed a curfew (eight hours) and conducted a search campaign after a Palestinian militant attack in the old city of Hebron.\n\t\t\t\t<\/div>\n

b) Access to Education<\/strong><\/p><\/div>\n

\n

• No incidents to report.<\/p><\/div>\n

c) <\/strong><\/span>Access to Employment<\/strong><\/span>3<\/sup><\/span><\/p><\/div>\n

West Bank<\/strong>: Throughout the reporting period workers from the oPt were unable to reach their places of work in Israel as closure has been imposed on the West Bank since the suicide bombing in Netanya city on 12 July. The table below reflects work permits issued, which do not allow for access during closures.<\/p><\/div>\n

The Gaza Strip:<\/strong><\/p><\/div>\n

\n

Due to the closure of Erez, no workers or traders were able to cross this week. As of 1 July, the total number of Gaza Strip workers permits was 6,825 including 2,709 with overnight stay; 843 permits were issued to Erez Industrial Estate workers. All workers must be 35 or older and married with children. Overnight stay permits are only issued for workers aged 40 and older.<\/p><\/div>\n

d) Closures\/Movement restrictions<\/strong><\/p><\/div>\n

\n

On 12 June, following the suicide bombing in Netanya, a general closure on the oPt was imposed by the IDF.<\/p><\/div>\n

<\/p>\n

\n

Nablus Governorate:<\/strong><\/p><\/div>\n

\n

• 19 July ongoing<\/strong>: The IDF prevented all Palestinian residence from the northern West Bank from travelling south at Zaatara (Tappuah) checkpoint.<\/p><\/div>\n

\n

• 20 July<\/strong>: The IDF closed Huwwara checkpoint for two hours.<\/p><\/div>\n

<\/p>\n

\n

Jenin Governorate:<\/strong><\/p><\/div>\n

\n

• No major incidents to report.<\/p><\/div>\n

<\/p>\n

\n

Tubas Governorate:<\/strong><\/p><\/div>\n

\n

• 25 July<\/strong>: Major delays occurred at Tayasir checkpoint for vehicular traffic.<\/p><\/div>\n

Tulkarm Governorate:<\/strong><\/p><\/div>\n

\n

• 21 July<\/strong>: The IDF closed a road near Iktaba neighbourhood in Tulkarm city with an earth mound.<\/p><\/div>\n

\n

• 24 July<\/strong>: The IDF closed ‘Anabta gate preventing all movement, including public transportation.<\/p><\/div>\n

\n

• 24 July<\/strong>: The IDF prevented all pedestrian movement through Kafriat checkpoint. Only vehicular movement was allowed.<\/p><\/div>\n

\n

• 24 July<\/strong>: The IDF closed a road near ‘Izbat Shufa with an earth mound.<\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– The IDF continues to prevent Palestinians with Israeli IDs from entering Palestinian controlled areas unless they have relatives living in Tulkarm.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– The IDF continued to close all dirt roads that lead to ’Illar, Nazlat ‘Isa, Baqa ash Sharqiya, Qaffin with earth mounds. Palestinians from these villages need to take long detours to reach Tulkarm city.\n\t\t\t\t<\/div>\n

Qalqiliya Governorate:<\/strong><\/p><\/div>\n

\n

• No major incidents to report.<\/p><\/div>\n

<\/p>\n

Salfit Governorate:<\/strong><\/p><\/div>\n

Ramallah \/ Al Bireh Governorate:<\/strong><\/p><\/div>\n

\n

• 20 July<\/strong>: The IDF replaced the roadblock at the main entrance to Sinjil with an earth mound.<\/p><\/div>\n

\n

• 22 July<\/strong>: At midnight, the IDF closed the road between Al Janiya and Ras Karkar villages with a large earth mound. The only vehicular access to Al Janiya now is on a dirt track through the cemetery; the main entrance has been closed for more than a month with a roadblock.<\/p><\/div>\n

\n

• 20 to 26 July<\/strong>: The IDF regular patrols neighbourhoods in Ramallah, Al Bireh and Beituniya.<\/p><\/div>\n

<\/p>\n

\n

Jerusalem Governorate:<\/strong><\/p><\/div>\n

\n

• No major incidents to report.<\/p><\/div>\n

<\/p>\n

Jericho Governorate:<\/strong><\/p><\/div>\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– Palestinian West Bank residents from areas outside of the Jericho Governorate are denied access at Yitav checkpoint near Road 449, north Jericho. Jericho residents can cross the checkpoint from south to north to go to Al Auja. Travel on Road 90 north of Al Auja is not allowed unless they have a special permit from the IDF. Only approximately five Palestinian villages in the north of Jericho District are allowed to travel on Road 90 north of Yitav checkpoint without a permit.\n\t\t\t\t<\/div>\n

Hebron Governorate:<\/strong><\/p><\/div>\n

\n

• 20 July ongoing<\/strong>: Movement along Road 60, from the intersection with Road 317 down to As Samu, was restricted and heavily monitored; three checkpoints are present on the route.<\/p><\/div>\n

Bethlehem Governorate:<\/strong><\/p><\/div>\n

\n

• 21 July<\/strong>: The IDF installed a new military observation tower on the southern entrance of Bethlehem city from Road 60. The tower is not manned.<\/p><\/div>\n

West Bank: Reported flying checkpoints<\/strong><\/p><\/div>\n

• Since 13 February 2005, the IDF has permitted Palestinians aged 30 and older residing in As-Seafa to pass in and out without any prior coordination; males and females aged between 16 and 30 are still required to have 48-hours prior coordination. The gate is open two times daily (irregularly) at 7.30am and 2pm. No vehicles are permitted to enter or exit. Coordination for international organisations to enter the area has been problematic. The IDF requires prior coordination in order to bring goods into the area; people are still facing difficulties getting their belongings into and\/or out of the area, despite approved coordination.<\/p><\/div>\n

\n

• During the week, two to three persons each day were prevented from entering the area despite having proper documentation.<\/p><\/div>\n

\n

• Nine Palestinian female residents routinely have to apply for entry\/exit coordination at least three days before they are granted passes for travel.<\/p><\/div>\n

\n

• On 20 July<\/strong>: The IDF allowed full and empty cooking gas bottles into the area, which had not been permitted since 30 May.<\/p><\/div>\n

\n

Al-Mawassi<\/strong>:<\/p><\/div>\n

\n

• IDF restrictions remain, with the entry-exit gate at Al Tuffah checkpoint generally open twice daily for limited numbers of Al Mawassi ID holders – from approximately 8am to 1pm, and 2.30pm to 5pm. Males aged 16 to 25 years who are Al Mawassi ID holders are required prior coordination to pass though Al Tuffah checkpoint. Vehicles are not allowed to pass, with some exceptions given for international agencies that have undertaken prior coordination with the IDF.<\/p><\/div>\n

\n

• Tel Es-Sultan checkpoint has remained closed since 14 January 2004.<\/p><\/div>\n

\n

• This week, movement through the checkpoint was particularly slow; about 80 to 100 persons were allowed into Al Mawassi while about 100 persons were allowed out daily.<\/p><\/div>\n

\n

Al-Ma’ani:<\/strong><\/p><\/div>\n

\n

• Since 20 July 2002, the IDF has prevented all vehicular movement in and out of the Palestinian area adjacent to the Kfar Darom settlement. The IDF has also erected a fence around the area. The area remains a closed military zone, following a suicide attack on 27 February 2004.<\/p><\/div>\n

\n

• Movement is restricted by the IDF with the entry-exit gate generally open four times daily for Al Maa’ni ID holders only from 6.30am to 7.30am, 10.30am to 11.30am, 1pm to 2pm, and 4pm to 5pm. Access for international organisations into the area remains problematic.<\/p><\/div>\n

\n

Abu Nahiya:<\/strong><\/p><\/div>\n

\n

• A fence was placed around the Abu Nahiya area, south of Kfar Darom settlement, in the corner of Kissufim Road and Salah Eddin Street. Approximately 16 families reside in the area. No vehicles are allowed in or out of the area. The fence is open 24 hours for residents.<\/p><\/div>\n

\n

Abu al-Ajin Area:<\/strong><\/p><\/div>\n

\n

• Several Palestinian families live isolated and fenced in north and south of Kissufim Road in the Abu al-Ajin area. The families have their own keys to the gate in the fence; however, their movement is restricted to opening hours three to four times daily. The area is unreachable by vehicles.<\/p><\/div>\n

6. Additional Protection Issues<\/strong><\/p><\/div>\n

\n

• During the week, a total of 43 homemade rockets, mortar shells and anti tanks missiles were fired from different locations inside the Gaza Strip toward Israeli settlements and nearby Israeli towns, IDF installations and Karni.<\/p><\/div>\n

\n

• 20 July<\/strong>: IDF troops, in coordination with PA security forces, safely detonated a 40-kilogram bomb near the settlement of Dugit, north of Beit Lahia, the Gaza Strip.<\/p><\/div>\n

\n

• 20 July<\/strong>: Israeli authorities reinstalled the X-Ray inspection machine previously removed in May at the Rafah passenger terminal.<\/p><\/div>\n
