Launch E-Government Platform<\/strong><\/p><\/div>\n

Ramallah, November 02<\/strong><\/i>nd<\/strong><\/i>, 2010 – <\/strong><\/i>A new information portal which will improve the efficiency of the Palestinian civil service and allow online recruitment was launched today by the General Personnel Council (GPC), in cooperation with the United Nations Development Programme.<\/p><\/div>\n

The General Personnel Council portal will allow civil servants, 85,000 people, to access their own personal information, apply for jobs, interact with other government institutions and increase transparency of human resource transactions within the government. The portal is part of the first phase of the Human Resources Management Information System which will revolutionize the way in which information is held within the Palestinian Authority on civil service, including personal data and salary information.<\/p><\/div>\n

The modernization and computerization of civil service and the institutions of the Palestinian Authority is a vital part of the state-building process as it forms an important part of the e-government policy. “Increasing the use of information technology is a key factor in the programme of the government, Ending the Occupation: Creating the State<\/i>. These small steps in increased efficiency contribute to the framework of the Palestinian state we are working to build,” said Dr. Hussein Al Araj, acting head of the General Personnel Council.<\/p><\/div>\n

UNDP’s Capacity Development Initiative (CDI) supports the General Personnel Council in formulating and developing human resource management policy, systems and procedures that are in line with international standards and best practices. The portal is an important part of the CDI’s support to administrative reform.<\/p><\/div>\n

Speaking at the launch which is part of the Expotech information technology conference in Ramallah, Timothy Rothermel, Special Representative of UNDP said: “We are very pleased with the development of this portal. It will further increase the efficiency of the Palestinian civil service and ultimately lead to the better provision of services to the Palestinian people”. He added “By supporting such initiatives, UNDP is manifesting its role in state building, not only in the occupied Palestinian territory but all over the world.”<\/p><\/div>\n

The ceremony, which took place on November 2nd, 2010 at the Ramallah Movenpick hotel, was attended by Dr. Hussein Al Araj, acting head of the General Personnel Council, Dr. Mashhour Abu Daka, Minister of Telecommunications and Information Technology, and Mr. Timothy Rothermel, UNDP Special Representative of the Administrator.<\/p><\/div>\n
