\t\t<\/span>I have the honour to transmit to you herewith the text of the resolution on Palestine adopted by the Council of Ministers and approved by the Summit Conference of Heads of State and Government of the Organization of African Unity which was held at Libreville from 2 to 5 July 1977.<\/p><\/div>\n

Resolution on the Palestine question<\/u><\/p><\/div>\n

\n

\t\t<\/span>The Council of Ministers<\/u>,<\/p><\/div>\n

<\/p>\n

\n

\t\t<\/span><\/span>Having considered<\/u><\/span> the report of the Administrative Secretary-General on the Palestine question (<\/span>document CM\/831 (XXIX)<\/a> ),<\/span><\/p><\/div>\n

\n

 <\/p><\/div>\n

\n

\t\t<\/span><\/span>Recalling<\/u><\/span> the resolutions adopted at previous sessions of the Assembly of Heads of State and Government and the Council of Ministers on the Palestine question and, in particular, <\/span>AHG\/Res.77 (XII)<\/a>, <\/span>CM\/Res.460 (XXVI)<\/a>, <\/span>CM\/Res.482 (XXVII)<\/a> and <\/span>CM\/Res.529 (XXVIII)<\/a>,<\/span><\/p><\/div>\n

\n

 <\/p><\/div>\n

\n

\t\t<\/span>Recalling further<\/u> the report of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, which reaffirms the legitimate and inalienable right of the Palestinian people to their national homeland in Palestine and the establishment of an independent and sovereign State,<\/p><\/div>\n

<\/p>\n

\n

\t\t<\/span>Guided<\/u> by the principles and objectives of the Charters of the OAU and the United Nations, the common destiny of the African and Arab peoples and their joint struggle to recover their land and for the exercise of their inalienable rights to freedom, peace, self-determination and independence,<\/p><\/div>\n

\n

 <\/p><\/div>\n

\n

\t\t<\/span>Having examined<\/u> the development of the Palestinian cause and the serious situation which prevails owing to the continuation of Israel's occupation of the Arab territories, its usurpation of the legitimate and inalienable rights of the Palestinian people and its refusal to abide by the resolutions of the General Assembly,<\/p><\/div>\n

\n

 <\/p><\/div>\n

\n

\t\t<\/span>Gravely concerned<\/u> about the reaffirmation of the aggressive designs and the policy of expansion reiterated in the statements made by all Israeli Governments, including by the newly formed Israeli Government, and, in particular, the vicious and expansionist plans it is applying on the West Bank of the Jordan and in Gaza and its refusal to grant the Palestinian people the exercise of their national rights and of their national sovereignty on their territory,<\/p><\/div>\n

\n

 <\/p><\/div>\n

\n

\t\t<\/span>Noting<\/u> that the Palestine question is the main cause of the problem against Israel, <\/p><\/div>\n

<\/p>\n

\n

\t\t<\/span>Reaffirming<\/u> that a just and lasting peace can be attained only on the basis of total Israeli withdrawal from all occupied Arab territories and recognition of the national legitimate right of the Palestinian people to their territory, sovereignty and national independence and their right to self-determination and the creation of an independent State on their national territory, <\/p><\/div>\n

<\/p>\n

\n

\t\t<\/span>Noting with indignation<\/u> that the alliance between Israel and the racist regimes in South Africa and Rhodesia is aimed at the continuation of the policy of terrorism and extermination of the Palestinian and Arab people in the occupied Arab territories and the African people in South Africa, Namibia and Rhodesia, and that Israel and the racist regimes are pursuing identical methods and manoeuvres,<\/p><\/div>\n

\n

 <\/p><\/div>\n

\n

\t\t<\/span>1.\t<\/span><\/span>Endorses<\/u><\/span> the report of the Secretary-General, as contained in <\/span>document CM\/831 (XXIX)<\/a>;<\/span><\/p><\/div>\n

<\/p>\n

\n

\t\t<\/span>2.\t<\/span>Further endorses<\/u> all previous resolutions by which the Council reaffirmed its total and effective support for the Palestinian people;<\/p><\/div>\n

\n

 <\/p><\/div>\n

\n

\t\t<\/span>3.\t<\/span>Reaffirms<\/u> its total support for the Arab front-line States and the Palestinian people in their legitimate struggle to recover, by all means, their occupied territories and usurped rights;<\/p><\/div>\n

\n

 <\/p><\/div>\n

\n

\t\t<\/span>4.\t<\/span>Declares<\/u> its total support to the PLO as the only legitimate representative of the Palestinian people and the instrument of its heroic struggle against zionism and racism;<\/p><\/div>\n

\n

 <\/p><\/div>\n

\n

\t\t<\/span>5.\t<\/span>Strongly condemns<\/u> Israel's aggressive designs and policy of expansion, as reiterated in the statements of the newly formed Israeli Government;<\/p><\/div>\n

\n

 <\/p><\/div>\n

\n

\t\t<\/span>6.\t<\/span>Strongly condemns<\/u>, once more, the alliance between Israel and the racist regimes in South Africa and Rhodesia and invites all member States to be vigilant against the dangers of this alliance;<\/p><\/div>\n

\n

 <\/p><\/div>\n

\n

\t\t<\/span>7.\t<\/span>Calls on<\/u> member States to step up the diplomatic, economic, political and military isolation of Israel and to support the just cause of the Palestinian people; <\/p><\/div>\n

<\/p>\n

\n

\t\t<\/span>8.\t<\/span>Endorses<\/u> the recommendations of the Committee on the Exercise of the Inalienable Rights of the Palestinian People and, in particular, their legitimate and inalienable right to return to their homeland and to create an independent State in Palestine, and requests the General Assembly of the United Nations to take all measures for the implementation of these recommendations; <\/p><\/div>\n

<\/p>\n

\n

\t\t<\/span>9.\t<\/span>Requests<\/u> the Security Council to reconsider its position concerning the recommendations made by the Committee on the Exercise of the Inalienable Rights of the Palestinian People and to take measures with a view to implementing these recommendations after they have become the expression of international will by virtue of their adoption by the thirty-first session of the General Assembly;<\/p><\/div>\n

<\/p>\n

\n

\t\t<\/span>10.\t<\/span>Requests<\/u> the Administrative Secretary-General to follow up the development of the Palestine question and to present a report at the thirtieth session of the Council of Ministers.<\/p><\/div>\n
