font-size:smaller\">\t<\/span>The Committee on the Exercise of the Inalienable Rights of the Palestinian People has convened the United Nations International Meeting on the Convening of the Conference on Measures to Enforce the Fourth Geneva Convention in the Occupied Palestinian Territory, including Jerusalem, which will be held from 14 to 15 June 1999 at the El-Ghezirah Sheraton Hotel in Cairo.&nbsp;&nbsp;The Meeting is organized in accordance with General Assembly Resolution 53\/39 and 53\/40 of 2 December 1998.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:11pt;font-family:CG Times (W;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The General Assembly, in its resolution ES-10\/6, adopted on 9 February 1999 at its Tenth Emergency Special Session, reiterated its recommendation that the High Contracting Parties to the Fourth Geneva Convention convene a conference on measures to enforce the Convention in the occupied Palestinian territory, including Jerusalem, and to ensure respect thereof in accordance with common article I, and further recommended that the High Contracting Parties convene the said conference on 15 July 1999 at the United Nations Office at Geneva.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:11pt;font-family:CG Times (W;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Attaching utmost importance to the implementation of this resolution, the Committee is convening this Meeting in Cairo in an effort to provide an opportunity for Governments, intergovernmental organizations and international experts on the subject, to discuss the various aspects of the Fourth Geneva Convention and its enforcement in the Occupied Palestinian Territory, including Jerusalem, as well as the possible outcome of the July Conference of the High Contracting Parties.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:11pt;font-family:CG Times (W;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The opening session of the International Meeting will take place at 10.00 a.m. on Monday, 14 June, in the &quot;Versailles&quot; conference room of the El-Ghezirah Sheraton Hotel.&nbsp;&nbsp;It is expected that the opening session will be addressed by Mr. Amre Moussa, Minister of Foreign Affairs of Egypt, the host country;&nbsp;&nbsp;Mr. Chinmaya Gharekhan, Under-Secretary-General, United Nations Special Coordinator in the Occupied Territories, representing the Secretary-General of the United Nations; Dr. Ahmed Esmat Abdel Meguid, Secretary-General of the League of Arab States; Mr. Ibra Degu&#232;ne Ka, Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People; and Dr. Nabil Shaath, Minister of Planning and International Cooperation of the Palestinian Authority, representative of Palestine.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:11pt;font-family:CG Times (W;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In the afternoon of 14 June at 3.00 p.m., experts and scholars will present papers in Plenary I, entitled &quot;Violations by Israel, the occupying Power, of the provisions of the Fourth Geneva Convention in the Occupied Palestinian Territory, including Jerusalem&quot;.&nbsp;&nbsp;Speakers in this plenary include Mr. Farouk Abu Eissa, Secretary-General of the Arab Lawyers Union; Mr. Avigdor Feldman, a Tel-Aviv-based Attorney-at-Law; Dr. Jordan Paust, Professor of Law at the University of Houston; and Mr. Mazin Qupty, a Jerusalem-based Attorney-at-Law.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:11pt;font-family:CG Times (W;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In Plenary II entitled &quot;Enforcement of the Fourth Geneva Convention&quot;, scheduled to take place on Tuesday, 15 June, at 10.00 a.m., panellists will present papers and discuss various aspects of enforcing the Convention.&nbsp;&nbsp;Speakers in this plenary include Dr. Hussein A. Hassouna, Permanent Observer of the League of Arab States to the United Nations; Dr. Ali Ibrahim, Professor of International Law at the Cairo University of Ein-Shams; Mr. Khader Shkirat, Director of the Jerusalem-based Palestinian Society for the Protection of Human Rights and the Environment; and Dr. Paul Tavergnier, Professor at the Paris University of International Law.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:11pt;font-family:CG Times (W;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the plenary on Tuesday afternoon, panellists will present papers and discuss &quot;The upcoming Conference of the High Contracting Parties to the Fourth Geneva Convention on Measures to Enforce the Convention; Geneva, 15 July 1999 &#8211; Possible outcomes&quot;.&nbsp;&nbsp;Speakers include Dr. Hilaire McCoubrey, Director of Postgraduate Affairs of the Hull University Law School; and Dr. William A. Schabas, a Senior Fellow at the Washington-based United States Institute of Peace.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:11pt;font-family:CG Times (W;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the closing session, which will take place after the conclusion of Plenary III, the speakers are: a representative of the host country; H.E. Mr. Ibra Degu&#232;ne Ka, Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People; and H.E. Mr. Nasser Al-Kidwa, Permanent Observer of Palestine to the United Nations.&nbsp;&nbsp;It is envisaged that the main points of the deliberations will be summarized by the Chairman.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:11pt;font-family:CG Times (W;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>A report on the proceedings of the International Meeting will be issued, in due course, as a publication of the Division for Palestinian Rights of the United Nations Secretariat.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:11pt;font-family:CG Times (W;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Invitations to attend the Meeting have been sent to all Member and Observer States, United Nations agencies, bodies and programmes, as well as interested intergovernmental organizations.&nbsp;&nbsp;All NGOs in the region accredited to the Committee on the Exercise of the Inalienable Rights of the Palestinian People, and a number of other NGOs interested in the subject have been invited to attend the Meeting as well.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:11pt;font-family:CG Times (W;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The working languages of the Meeting will be Arabic, English and French.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:11pt;font-family:CG Times (W;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre;
