1.\t<\/span>At the request of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, the Secretariat prepared, in 1976, a compilation of resolutions and decisions of the General Assembly and the Security Council relating to the question of Palestine adopted from 1947 to 1975 (A\/AC.183\/L.2).<\/p><\/div>\n

<\/p>\n

2.\t<\/span>In 1980, the first addendum was issued (A\/AC.183\/L.2\/Add.1), covering the years 1976 to 1979.  Since 1980, addenda 2 to 21 have been prepared by the Secretariat.<\/p><\/div>\n

3.\t<\/span>The present document, covering the General Assembly’s resumed tenth emergency special session, the General Assembly’s fifty-fifth session and Security Council action in 2000, is intended to bring the chronological compilation up to date.<\/p><\/div>\n

\t<\/span>Reaffirming<\/i> the resolutions of its tenth emergency special session and the necessity of full implementation of those resolutions,<\/p><\/div>\n

\t<\/span>Welcoming<\/i> the adoption by the Security Council of resolution 1322 (2000) of 7 October 2000, and stressing the urgent need for full compliance with the resolution,<\/p><\/div>\n

\t<\/span>Expressing its deep concern<\/i> over the provocative visit to Al-Haram Al-Sharif on 28 September 2000 and the tragic events that followed in Occupied East Jerusalem and other places in the Occupied Palestinian Territory, which resulted in a high number of deaths and injuries, mostly among Palestinian civilians,<\/p><\/div>\n

\t<\/span>Expressing its support<\/i> for the Middle East peace process and the efforts to reach a final settlement between the Israeli and the Palestinian sides, and urging the two sides to cooperate in these efforts,<\/p><\/div>\n

\n

\t<\/span>Reaffirming<\/i> the need for the full respect by all for the Holy Places of Occupied East Jerusalem, and condemning any behaviour to the contrary,<\/p><\/div>\n

\n

\t<\/span>Reaffirming also<\/i> the need for the full respect by all for the Holy Places in the rest of the Occupied Palestinian Territory, as well as in Israel, and condemning any behaviour to the contrary,<\/p><\/div>\n

\n

\t<\/span>Determined<\/i> to uphold the purposes and principles embodied in the Charter of the United Nations, international humanitarian law and all other instruments of international law, as well as relevant resolutions of the General Assembly and Security Council,<\/p><\/div>\n

\t<\/span>Reiterating<\/i> the permanent responsibility of the United Nations for the question of Palestine until it is solved in all its aspects,<\/p><\/div>\n

\n

\t<\/span>Conscious<\/i> of the serious dangers arising from persistent violations and grave breaches of the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, 1<\/u>\/ and the responsibility arising therefrom,<\/p><\/div>\n

\n

\t<\/span>Stressing<\/i> the urgent need for providing protection for the Palestinian civilians in the Occupied Palestinian Territory,<\/p><\/div>\n

\n

\t<\/span>Noting <\/i>the convening, on 15 July 1999, for the first time, of the Conference of High Contracting Parties to the Fourth Geneva Convention on measures to enforce the Convention in the Occupied Palestinian Territory, including Jerusalem, at the United Nations Office at Geneva, and welcoming the statement adopted by the participating high contracting parties,<\/p><\/div>\n

\n

\t<\/span>1.\t<\/span>Condemns<\/i> the violence that took place on 28 September 2000 and the following days at Al-Haram Al-Sharif and other Holy Places in Jerusalem as well as other areas in the Occupied Palestinian Territory, resulting in the deaths of over 100 people, the vast majority of whom were Palestinian civilians, and many other casualties;<\/p><\/div>\n

\n

\t<\/span>2.\t<\/span>Condemns also <\/i>acts of violence, especially the excessive use of force by the Israeli forces against Palestinian civilians;<\/p><\/div>\n

\n

\t<\/span>3.\t<\/span>Expresses support <\/i>for the understandings reached at the summit convened at Sharm el-Sheikh, Egypt, and urges all parties concerned to implement these understandings honestly and without delay;<\/p><\/div>\n

\n

\t<\/span>4.\t<\/span>Demands<\/i> the immediate cessation of violence and the use of force, calls upon the parties to act immediately to reverse all measures taken in this regard since 28 September 2000, and acknowledges that necessary steps have been taken by the parties in this direction since the summit of Sharm el-Sheikh;<\/p><\/div>\n

\n

\t<\/span>5.\t<\/span>Reiterates<\/i> that Israeli settlements in the Occupied Palestinian Territory, including Jerusalem, are illegal and are an obstacle to peace, and calls for the prevention of illegal acts of violence by Israeli settlers;<\/p><\/div>\n

\n

\t<\/span>6.\t<\/span>Demands<\/i> that Israel, the occupying Power, abide scrupulously by its legal obligations and its responsibilities under the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War, 1<\/u>\/ which is applicable to all territories occupied by Israel since 1967;<\/p><\/div>\n

\n

\t<\/span>7.\t<\/span>Strongly supports<\/i> the establishment of a mechanism of inquiry into the recent tragic events, with the aim of establishing all the precise facts and preventing the repetition of these events, and in this regard strongly supports also the understanding reached at Sharm el-Sheikh about a committee of fact-finding, and calls for its establishment without delay;<\/p><\/div>\n

\n

\t<\/span>8.\t<\/span>Supports<\/i> the efforts of the Secretary-General, including his efforts for the establishment of the above-mentioned committee, and requests him to report to the Assembly on the progress made in these efforts;<\/p><\/div>\n

\n

\t<\/span>9.\t<\/span>Calls upon <\/i>the members of the Security Council to follow the situation closely, including the implementation of Council resolution 1322 (2000), in fulfilment of the Council’s primary responsibility for the maintenance of international peace and security;<\/p><\/div>\n

\n

\t<\/span>10.\t<\/span>Invites<\/i> the depositary of the Fourth Geneva Convention to consult on the development of the humanitarian situation in the field, in accordance with the statement adopted on 15 July 1999 by the above-mentioned Conference of High Contracting Parties to the Convention, with the aim of ensuring respect for the Convention in all circumstances in accordance with common article 1 of the four Conventions;<\/p><\/div>\n

\n

\t<\/span><\/i>11.    Supports<\/i> the efforts towards the resumption of the Israeli-Palestinian negotiations within the Middle East peace process on its agreed basis, and calls for the speedy conclusion of the final settlement agreement between the two sides;<\/p><\/div>\n

\t<\/span>12.\t<\/span>Decides<\/i> to adjourn the tenth emergency special session temporarily and to authorize the President of the General Assembly at its most recent session to resume its meeting upon request from Member States.<\/p><\/div>\n

\t<\/span>Stressing again<\/i> the monumental importance of the event for the Palestinian people, for the peoples of the region and for the international community as a whole, as it comprises significant religious, historical and cultural dimensions,<\/p><\/div>\n

\t<\/span>Aware<\/i> of the Bethlehem 2000 Project as a multifaceted undertaking for commemoration of the event, which began at Christmas, 1999, and will come to a close at Easter, 2001,<\/p><\/div>\n

\t<\/span>Aware also<\/i> of the assistance needed with regard to the above-mentioned Project, and expressing appreciation for the steps already taken towards increasing the engagement and participation of the international community, including donor countries, and organizations of the United Nations system, in particular the United Nations Educational, Scientific and Cultural Organization, the United Nations Development Programme and the World Bank, as well as the European Commission, religious institutions and others,<\/p><\/div>\n

\t<\/span>Welcoming<\/i> the participation in the Bethlehem celebrations of several heads of State and Government and many other eminent personalities, including religious leaders, and expressing appreciation for the Palestinian preparations for this event,<\/p><\/div>\n

\t<\/span>Welcoming also<\/i> the historic Jubilee 2000 pilgrimage of His Holiness Pope John Paul II to the Holy Land, his landmark visit to the holy sites in Bethlehem and the important message delivered by the Pontiff at Manger Square,<\/p><\/div>\n

\t<\/span>Expressing the need<\/i> for immediate change in the situation on the ground in the vicinity of Bethlehem, especially with regard to ensuring freedom of movement,<\/p><\/div>\n

\t<\/span>Having considered<\/i> the reports of the Secretary-General submitted in pursuance of its resolutions 48\/40 E, 34<\/u>\/ 48\/40 H 35<\/u>\/ and 48\/40 J 36<\/u>\/ of 10 December 1993 and 49\/35 C 37<\/u>\/ of 9 December 1994,<\/p><\/div>\n

\n

\t<\/span>Recalling<\/i> Articles 100, 104 and 105 of the Charter of the United Nations and the Convention on the Privileges and Immunities of the United Nations, 38<\/u>\/<\/p><\/div>\n

\n

\t<\/span>Affirming<\/i> the applicability of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, 39<\/u>\/ to the Palestinian territory occupied since 1967, including Jerusalem,<\/p><\/div>\n

\n

\t<\/span>Aware<\/i> of the fact that Palestine refugees have, for over five decades, lost their homes, lands and means of livelihood,<\/p><\/div>\n

\n

\t<\/span>Also aware<\/i> of the continuing needs of Palestine refugees throughout the Occupied Palestinian Territory and in the other fields of operation, namely, in Lebanon, Jordan and the Syrian Arab Republic,<\/p><\/div>\n

\t<\/span>Further aware<\/i> of the valuable work done by the refugee affairs officers of the Agency in providing protection to the Palestinian people, in particular Palestine refugees,<\/p><\/div>\n

\n

\t<\/span>Gravely concerned<\/i> about the increased suffering of the Palestine refugees, including loss of life and injury, during the recent tragic events in the Occupied Palestinian Territory, including Jerusalem,<\/p><\/div>\n

\n

\t<\/span>Deeply concerned<\/i> about the continuing critical financial situation of the Agency and its effect on the continuity of provision of necessary Agency services to the Palestine refugees, including the emergency-related programmes,<\/p><\/div>\n

\n

\t<\/span>Aware<\/i> of the work of the Peace Implementation Programme of the Agency,<\/p><\/div>\n

\n

\t<\/span>Recalling<\/i> the signing in Washington, D.C., on 13 September 1993 of the Declaration of Principles on Interim Self-Government Arrangements by the Government of the State of Israel and the Palestine Liberation Organization, 40<\/u>\/ and the subsequent implementation agreements,<\/p><\/div>\n

\n

\t<\/span>Taking note<\/i> of the agreement reached on 24 June 1994, embodied in an exchange of letters between the Agency and the Palestine Liberation Organization, 41<\/u>\/<\/p><\/div>\n

\n

\t<\/span>Aware<\/i> of the establishment of a working relationship between the Advisory Commission of the Agency and the Palestine Liberation Organization in accordance with General Assembly decision 48\/417 of 10 December 1993,<\/p><\/div>\n

\n

\t<\/span>1.\t<\/span>Expresses its appreciation<\/i> to the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, as well as to all the staff of the Agency, for their tireless efforts and valuable work;<\/p><\/div>\n

\n

\t<\/span>2.\t<\/span>Also expresses its appreciation<\/i> to the Advisory Commission of the Agency, and requests it to continue its efforts and to keep the General Assembly informed of its activities, including the full implementation of decision 48\/417;<\/p><\/div>\n

\n

\t<\/span>3.\t<\/span>Takes note<\/i> of the functioning of the headquarters of the Agency in Gaza City on the basis of the Headquarters Agreement between the Agency and the Palestinian Authority;<\/p><\/div>\n

\t<\/span>4.\t<\/span>Acknowledges<\/i> the support of the host Governments and the Palestine Liberation Organization for the Agency in the discharge of its duties;<\/p><\/div>\n

\t<\/span>5.\t<\/span>Calls upon<\/i> Israel, the occupying Power, to accept the de jure applicability of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, 39<\/u>\/ and to abide scrupulously by its provisions;<\/p><\/div>\n

\t<\/span>6.\t<\/span>Also calls upon<\/i> Israel to abide by Articles 100, 104 and 105 of the Charter of the United Nations and the Convention on the Privileges and Immunities of the United Nations 38<\/u>\/ with regard to the safety of the personnel of the Agency and the protection of its institutions and the safeguarding of the security of the facilities of the Agency in the Occupied Palestinian Territory, including Jerusalem;<\/p><\/div>\n

\n

\t<\/span>7.\t<\/span>Further calls upon<\/i> Israel to particularly cease obstructing the movement of the personnel, vehicles and supplies of the Agency, which has a detrimental impact on the Agency’s operations;<\/p><\/div>\n

\n

\t<\/span>8.\t<\/span>Calls once again upon<\/i> the Government of Israel to compensate the Agency for damages to its property and facilities resulting from actions by the Israeli side;<\/p><\/div>\n

\n

\t<\/span>9.\t<\/span>Requests<\/i> the Commissioner-General to proceed with the issuance of identification cards for Palestine refugees and their descendants in the Occupied Palestinian Territory;<\/p><\/div>\n

\n

\t<\/span>10.\t<\/span>Notes<\/i> that the new context created by the signing of the Declaration of Principles on Interim Self-Government Arrangements by the Government of the State of Israel and the Palestine Liberation Organization 40<\/u>\/ and subsequent implementation agreements has had major consequences for the activities of the Agency, which is henceforth called upon, in close cooperation with the United Nations Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General to the Palestine Liberation Organization and the Palestinian Authority, the specialized agencies and the World Bank, to continue to contribute towards the development of economic and social stability in the occupied territory;<\/p><\/div>\n

\t<\/span>11.\t<\/span>Notes also<\/i> that the functioning of the Agency remains essential in all fields of operation;<\/p><\/div>\n

\t<\/span>12.\t<\/span>Notes further<\/i> the significant success of the Peace Implementation Programme of the Agency;<\/p><\/div>\n

\n

\t<\/span>13.\t<\/span>Expresses concern<\/i> about those remaining austerity measures due to the financial crisis, which have affected the quality and level of some of the services of the Agency;<\/p><\/div>\n

\t<\/span>14.\t<\/span>Reiterates its request<\/i> to the Commissioner-General to proceed with the modernization of the archives of the Agency;<\/p><\/div>\n

\n

\t<\/span>Taking note<\/i> of the report of the Secretary-General submitted in pursuance of its resolution 54\/74 of 6 December 1999, 42<\/u>\/<\/p><\/div>\n

\t<\/span>Taking note also<\/i> of the report of the United Nations Conciliation Commission for Palestine for the period from 1 September 1999 to 31 August 2000, 43<\/u>\/<\/p><\/div>\n

\t<\/span>Recalling<\/i> the signing of the Declaration of Principles on Interim Self-Government Arrangements by the Government of Israel and the Palestine Liberation Organization in Washington, D.C., on 13 September 1993, 54<\/u>\/ as well as the subsequent implementation agreements, including the Israeli-Palestinian Interim Agreement on the West Bank and the Gaza Strip signed in Washington, D.C., on 28 September 1995, 55<\/u>\/ and the signing of the Sharm el-Sheikh Memorandum on 4 September 1999,<\/p><\/div>\n

\n

\t<\/span>Expressing the hope<\/i> that, with the progress of the peace process, the Israeli occupation will be brought to an end and therefore violation of the human rights of the Palestinian people will cease,<\/p><\/div>\n

\n

\t<\/span>1.\t<\/span>Commends<\/i> the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories for its efforts in performing the tasks assigned to it by the General Assembly and for its impartiality;<\/p><\/div>\n

\n

\t<\/span>2.\t<\/span>Demands<\/i> that Israel cooperate with the Special Committee in implementing its mandate;<\/p><\/div>\n

\n

\t<\/span>3.\t<\/span>Deplores<\/i> those policies and practices of Israel which violate the human rights of the Palestinian people and other Arabs of the occupied territories, as reflected in the reports of the Special Committee covering the reporting period;<\/p><\/div>\n

\n

\t<\/span>4.\t<\/span>Expresses grave concern<\/i> about the situation in the Occupied Palestinian Territory, including Jerusalem, as a result of Israeli practices and measures, and especially condemns the excessive use of force in the past few weeks which has resulted in more than one hundred and sixty Palestinian deaths and thousands of injuries;<\/p><\/div>\n

\n

\t<\/span>5.\t<\/span>Requests<\/i> the Special Committee, pending complete termination of the Israeli occupation, to continue to investigate Israeli policies and practices in the Occupied Palestinian Territory, including Jerusalem, and other Arab territories occupied by Israel since 1967, especially Israeli lack of compliance with the provisions of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, 49<\/u>\/ and to consult, as appropriate, with the International Committee of the Red Cross according to its regulations in order to ensure that the welfare and human rights of the peoples of the occupied territories are safeguarded and to report to the Secretary-General as soon as possible and whenever the need arises thereafter;<\/p><\/div>\n

\t<\/span>6.\t<\/span>Also requests<\/i> the Special Committee to submit regularly to the Secretary-General periodic reports on the current situation in the Occupied Palestinian Territory, including Jerusalem;<\/p><\/div>\n

\t<\/span>7.\t<\/span>Further requests<\/i> the Special Committee to continue to investigate the treatment of prisoners in the Occupied Palestinian Territory, including Jerusalem, and other Arab territories occupied by Israel since 1967;<\/p><\/div>\n

\t<\/span>8.\t<\/span>Requests<\/i> the Secretary-General:<\/p><\/div>\n
