Seventh Report on the Implementation of the Agreement on Movement and Access<\/strong><\/p><\/div>\n

\n

The Quartet Special Envoy's Office is submitting the seventh bi-weekly report on the implementation of the 15 November Agreement on Movement and Access, covering the period 4 to 17 February 2006 inclusive.<\/p><\/div>\n

<\/p>\n

\n

• Rafah was open daily during the reporting period with standard opening hours of 9 hours a day. On 7 February, EU BAM reported that 100,000 passengers had crossed since the opening of Rafah on 26 November 2005.<\/p><\/div>\n

<\/p>\n

\n

• Karni was open daily. The capacity was slightly lower than in the last fully operating period before the closure of Karni between 15 January and 3 February. In the reporting period, the number of daily export truck loads averaged 62. There have been no further discussions on the operation of crossing points.<\/p><\/div>\n

<\/p>\n

\n

• Erez was open for Palestinians. On 9 February, Erez was attacked by Palestinians in the early morning. Erez crossing was subsequently closed and re-opened on 12 February.  The average daily number of workers and traders crossing into Israel via Erez was 2921 in the reporting period, which is an increase by almost 400 compared with the previous reporting period.<\/p><\/div>\n

• The deadline for the introduction of truck convoys between Gaza and the West Bank by 15 January passed without being met. Discussions of bus convoys have not yet resumed.<\/p><\/div>\n

<\/p>\n

\n

• According to OCHA the number of obstacles to movement in the West Bank rose from 475 to 484. Several times a year, OCHA compiles a comprehensive count of physical obstacles to Palestinian movement in the West Bank. The figures reported here are based on OCHA field observations only.<\/p><\/div>\n

<\/p>\n

\n

• The GoI has not provided the assurance to donors that it will not interfere with the operation of the seaport.<\/p><\/div>\n

<\/p>\n

\n

• There have been no discussions on the airport during the reporting period.<\/p><\/div>\n

\n

\n
