only approximately 1% of Area C has been planned for Palestinian development.<\/span><\/p><\/div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><img class=\"lazyload\" decoding=\"async\" src=\"data:image\/svg+xml,%3Csvg%20xmlns%3D%27http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg%27%20width%3D%2720%27%20height%3D%2721%27%20viewBox%3D%270%200%2020%2021%27%3E%3Crect%20width%3D%2720%27%20height%3D%2721%27%20fill-opacity%3D%220%22%2F%3E%3C%2Fsvg%3E\" data-orig-src=\"https:\/\/www.un.org\/unispal\/wp-content\/uploads\/images\/4d82949414accc4d85257d380051e2bd_image6.GIF\" border=\"0\" height=\"21px\" width=\"20px\" \/><span style=\"color:#4181c0;font-size:9pt;font-family:Arial, san-serif;\">&nbsp;<\/span><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">6,200 Palestinians reside in 38 communities located in parts of Area C that have been designated as &#8220;firing zones&#8221; for military training, increasing their vulnerabilities and risk of displacement. <\/span><\/p><\/div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><img class=\"lazyload\" decoding=\"async\" src=\"data:image\/svg+xml,%3Csvg%20xmlns%3D%27http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg%27%20width%3D%2720%27%20height%3D%2721%27%20viewBox%3D%270%200%2020%2021%27%3E%3Crect%20width%3D%2720%27%20height%3D%2721%27%20fill-opacity%3D%220%22%2F%3E%3C%2Fsvg%3E\" data-orig-src=\"https:\/\/www.un.org\/unispal\/wp-content\/uploads\/images\/4d82949414accc4d85257d380051e2bd_image7.GIF\" border=\"0\" height=\"21px\" width=\"20px\" \/><span style=\"color:#4181c0;font-size:9pt;font-family:Arial, san-serif;\">&nbsp;<\/span><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">In 2013, 565 Palestinian-owned structures in Area C, including 208 residential structures, were demolished due to lack of Israeli-issued permits, displacing 805 people, almost half of them children. <\/span><\/p><\/div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><img class=\"lazyload\" decoding=\"async\" src=\"data:image\/svg+xml,%3Csvg%20xmlns%3D%27http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg%27%20width%3D%2720%27%20height%3D%2721%27%20viewBox%3D%270%200%2020%2021%27%3E%3Crect%20width%3D%2720%27%20height%3D%2721%27%20fill-opacity%3D%220%22%2F%3E%3C%2Fsvg%3E\" data-orig-src=\"https:\/\/www.un.org\/unispal\/wp-content\/uploads\/images\/4d82949414accc4d85257d380051e2bd_image8.GIF\" border=\"0\" height=\"21px\" width=\"20px\" \/><span style=\"color:#4181c0;font-size:9pt;font-family:Arial, san-serif;\">&nbsp;<\/span><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">More than 70% of communities located entirely or mostly in Area C are not connected to the water network and rely on tankered water at vastly increased cost; water consumption in some of these communities is as low as 20 litres per capita per day, one-fifth of the WHO&#8217;s recommendation.<\/span><\/p><\/div>\n<\/td>\n<\/tr>\n<\/table>\n<p><\/p>\n<div style=\"padding-top:9px;font-size:9pt;font-family:Arial, san-serif;color:#000000;padding-bottom:4.5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">1. <strong>Most of Area C has been allocated forthe benefit of Israeli settlements, which receive preferential treatment at the expense of Palestinian communities<\/strong>, including with regard to access to land and resources, planning, construction, development of infrastructure, and law enforcement.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:4.5px;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2. <strong>Palestinian movement in Area C is controlled and restricted by a complex system of physical and administrative means<\/strong>. These include the Barrier, checkpoints, roadblocks, and a permit system, which undermine livelihoods and access to basic services, as well as the ability of humanitarian organizations to deliver assistance.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:4.5px;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3. <strong>The lack of an appropriate planning and zoning system in Area C means that most Palestinians cannot obtain permits for construction or rehabilitation of homes, animal shelters, or essential infrastructure<\/strong>. Structures, including homes, built without permits are routinely demolished and families forcibly evicted.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:4.5px;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4. Palestinian communities in Area C are among the most vulnerable in the West Bank. <strong>In particular, demolitions and forced evictions deprive people of their homes and disrupt livelihoods, leading to entrenched poverty and increased aid dependency<\/strong>. The impact on children can be particularly devastating, including depression, anxiety and symptoms of posttraumatic stress disorder.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:4.5px;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5. Israel, as the occupying power in the West Bank, has a legal obligation to protect the Palestinian civilian population and to administer the territory for their benefit. <strong>International law prohibits the forced transfer or displacement of civilians and the destruction of private or public property<\/strong>.
