• 13 April<\/strong>: Five Palestinians were reported injured by rubber coated metal bullets fired by the IDF in a demonstration against Barrier construction and land confiscation in Bil’in village, Ramallah.<\/p><\/div>\n

\n

• 14 April<\/strong>: The IDF injured and detained a Palestinian man at the entrance of Balata refugee camp, Nablus. He was returned dead later that day to the PRCS at Huwwara checkpoint.<\/p><\/div>\n

\n

• 17 April<\/strong>: A Palestinian opened fire at IDF soldiers in Neveh Dekalim settlement, the Gaza Strip.  One IDF soldier was reportedly lightly wounded.<\/p><\/div>\n

\n

• 18 April<\/strong>: IDF soldiers guarding the border fired shots at Palestinian farmers working in their fields east of Beit Hanoun, the Gaza Strip. A 19-year-old Palestinian man suffered shrapnel wounds and was taken to a local hospital.<\/p><\/div>\n

\n

• 18 April<\/strong>: Palestinians opened fire on the IDF outpost located at the border fence with Egypt. The IDF retaliated with gun fire for 10 minutes. Two Israeli soldiers were reportedly injured.<\/p><\/div>\n

\n

• 19 April<\/strong>: A Palestinian was shot and injured at Beit Iba checkpoint after arguing with the soldiers on the checkpoint.<\/p><\/div>\n

\n

• 13 April<\/strong>: The Israeli Civil Administration demolished a one-storey building consisting of two apartments in ‘Anata, Jerusalem, on the grounds of lacking a building permit. The building was built more than 15 years ago. Eighteen Palestinians were made homeless, including 14 children. An animal pen and a carpentry shop were also demolished.<\/p><\/div>\n

\n

• 13 April<\/strong>: The Israeli Civil Administration demolished one house in ‘Anata, Jerusalem, inhabited by 11 Palestinians, including nine children, on the grounds of lacking a building permit. An animal pen and a water well were also demolished.<\/p><\/div>\n

\n

• 14 April<\/strong>: The Jerusalem Municipality demolished one house in Kafr ‘Aqab north of Qalandiya for lack of a building permit. The house was uninhabited.<\/p><\/div>\n

\n

• 14 April<\/strong>: The Jerusalem Municipality issued demolition orders for approximately 92 houses in Silwan, southeast of the Old City of Jerusalem, on the grounds of lacking building permits. The total number of people affected will be about 900 Palestinians.<\/p><\/div>\n

\n

• 14 April<\/strong>: Two evacuation orders and one stop-building order for an uninhabited house were issued to a family in A’diseh neighbourhood in Sa’ir, Hebron Governorate. The evacuation orders relate to an area of approximately 50 dunums (5 hectares) of agricultural land cultivated with olive trees.<\/p><\/div>\n

\n

• 17 April<\/strong>: Evacuation orders were issued by the IDF for three Bedouin shelters in Al ‘Aqaba village, Tubas in which three families, a total of 27 people reside.<\/p><\/div>\n

\n

• 18 April<\/strong>: Four evacuation orders were found on agricultural land belonging to Palestinian residents in the village of Al Jab’a, Bethlehem Governorate.<\/p><\/div>\n

\n

• 18 April<\/strong>: Demolition orders were issued by the IDF for 10 water cisterns in the Bedouin area of Khashem ad Daraj, in the southeast part of the Hebron Governorate<\/p><\/div>\n

\n

• 18 April<\/strong>: One house was partially damaged in Askar refugee camp, Nablus. The house provided shelter for one family.<\/p><\/div>\n

5. <\/strong>Access and Movement for Civilians<\/u><\/strong><\/p><\/div>\n

A. Curfews<\/strong><\/p><\/div>\n

• 13 April<\/strong>: A curfew was imposed on Huwwara village, Nablus, for four consecutive days.<\/p><\/div>\n

\n

• 18 April<\/strong>: A curfew was imposed on Burqa village, Nablus, for four hours.<\/p><\/div>\n

B. Access to Education<\/strong><\/p><\/div>\n

West Bank<\/u><\/strong>:<\/strong><\/p><\/div>\n

• 13 April<\/strong>: About 200 school children from Kafr Qaddum village, Qalqiliya, were denied access through a gate into their village when they returned from a school trip despite coordination between the Israeli and Palestinian DCLs. The children were allowed access after one hour when residents protested in front of the gate.<\/p><\/div>\n

<\/p>\n

The Gaza Strip<\/u><\/strong>:<\/p><\/div>\n

\n

• During the reporting period, the 24 pupils living in As-Seafa were not able to reach their schools on time. They were delayed leaving through the As-Seafa gate until late morning. Upon return, the pupils were delayed for four hours before being permitted to re-enter through the gate at 3.30pm.<\/p><\/div>\n

• 13 April<\/strong>: A flying checkpoint was established on the road connecting Talluza village to Al Badhan village.<\/p><\/div>\n

\n

• 14 April<\/strong>: The IDF removed three earth mounds and six roadblocks from the road connecting Yatma village to Za'tara (Kfar Tapu'akh) junction on Road 60.<\/p><\/div>\n

\n

• 19 April<\/strong>: Shave Shomeron checkpoint was manned for several hours.<\/p><\/div>\n

<\/p>\n

\n

Tubas Governorate<\/strong>:<\/p><\/div>\n

\n

• Nothing to Report.<\/p><\/div>\n

<\/p>\n

\n

Qalqiliya Governorate<\/strong>:<\/p><\/div>\n

\n

• 14 and 16 April<\/strong>: The IDF deployed flying checkpoints at the entrance of Qalqiliya and on the road between ‘Azzun and Kafr Thulth carrying out ID checks and car searches. Flying checkpoints were also reported throughout the week at Jit junction.<\/p><\/div>\n

<\/p>\n

\n

Salfit Governorate<\/strong><\/p><\/div>\n

\n

• Throughout the week, the gate at Yasuf road was partially manned between 5am and 7pm. <\/p><\/div>\n

<\/p>\n

\n

Tulkarm Governorate<\/strong>:<\/p><\/div>\n

\n

• Flying checkpoints were reported throughout the week at the entrances of Deir al Ghusun, Al Jarushiya and ‘Illar and at the junction of Far’un villages and the entrance at Tulkarm city.<\/p><\/div>\n

\n

• 18 April<\/strong>: The IDF closed Kafriat checkpoint for several hours and prevented Palestinians from moving in and out of Tulkarm.<\/p><\/div>\n

<\/p>\n

\n

Hebron Governorate<\/strong>:<\/p><\/div>\n

\n

• Movement between the governorates of Bethlehem and Hebron continued to improve with fewer checks along roads by Israeli security forces. Movement along roads 317 and 60 further south, Ad Dhahiriya and Zif (Hebron Governorate), remains restricted.<\/p><\/div>\n

\n

• 14 April<\/strong>: The entrance to Ad Dhahiriya from Road 60 was closed by an earth mound by the IDF forcing all Palestinian movement in the area to travel internally from Dura.<\/p><\/div>\n

<\/p>\n

\n

Bethlehem Governorate<\/strong>:<\/p><\/div>\n

\n

• Closures have been relaxed in the western side of the governorate. Vehicular movement is now possible from Al Jab‘a to Surif village, with public transport reaching the former. There are no special requirements for movement along Road 367 heading toward Bethlehem.<\/p><\/div>\n

\n

• The earth mound next to the Israeli settlement of Nahal G’vaot has been removed, allowing direct access to the village of Nahhalin; the road is not being used yet.<\/p><\/div>\n

\n

• The gate on the eastern access road to Nahhalin from Road 60, close to the settlement of Neve Daniel, is also continuously open and used by Palestinian traffic.<\/p><\/div>\n

<\/p>\n

\n

Ramallah\/Al Bireh Governorate<\/strong>:<\/p><\/div>\n

\n

• 14 April<\/strong>: The IDF removed an earth mound at the entrance of Deir Ammar village, reducing the travel time to Ramallah for the villages of Deir Ammar, Jammala and Bitillu.<\/p><\/div>\n

\n

• 17 April<\/strong>: One earth mound, located between two other earth mounds, was removed by the IDF on the road between ‘Abud and Al Lubban al Gharbi. However, the road remains blocked by other earth mounds.<\/p><\/div>\n

<\/p>\n

\n

Jerusalem Governorate<\/strong>:<\/p><\/div>\n

\n

• 19 April<\/strong>: A flying checkpoint was established on Road 60 between the villages of Mikhmas and Jaba’.<\/p><\/div>\n

<\/p>\n

\n

Jericho Governorate<\/strong>:<\/p><\/div>\n

\n

• No incidents to report<\/p><\/div>\n

<\/p>\n

\n

The Enclosed Areas in the Gaza Strip<\/strong>:<\/p><\/div>\n

<\/p>\n

\n

As-Seafa<\/u><\/strong><\/p><\/div>\n

\n

• 13 April<\/strong>: The IDF permits Palestinians aged 30 and older residing in As-Seafa to pass in and out with out any prior coordination; males and females aged between 16 and 30 are still required to have 48 hours prior coordination. The gate is open two times daily (irregularly) at 7.30am and 2pm. No vehicles are permitted to enter or exit. Coordination for international organisations to enter the area has been problematic. This week, ICRC and UNICEF entered the area. People are requested to coordinate with the IDF to bring goods into the area.<\/p><\/div>\n

\n

• This week, two to three persons were prevented daily from entering the area despite having proper documentation.<\/p><\/div>\n

\n

• The gate is open 7am to 9am and 2pm to 4pm. However, the gate hours do not comply with school hours.<\/p><\/div>\n

<\/p>\n

\n

Al Mawassi<\/u><\/strong><\/p><\/div>\n

\n

IDF restrictions remain, with the entry-exit gate at Al Tuffah checkpoint generally open twice daily for limited numbers of Al Mawassi ID holders – from approximately 8am to 1pm, and 2.30pm to 5pm. Since 10 May 2004, males aged below 30 years who are Al Mawassi ID holders, have been required to have prior coordination to pass though Al Tuffah checkpoint. Since 6 June 2004, prior coordination has been required for unmarried females with Al Mawassi ID who are aged 18 to 25. Vehicles are not allowed to pass, with some exceptions given for international agencies that have undertaken prior coordination with the IDF.<\/p><\/div>\n

\n

• Tel Es-Sultan checkpoint remained closed.<\/p><\/div>\n

\n

• 18 April<\/strong>: Al-Tuffah checkpoint was closed for entry and exit because the loudspeakers through which the IDF soldiers instruct people to approach the checkpoint were apparently out of order. The IDF also reported that an IDF jeep on the Al Mawasi side of the checkpoint was hit by a bullet.<\/p><\/div>\n

<\/p>\n

\n

Al Maa’ni<\/u><\/strong><\/p><\/div>\n

\n

Since 20 July 2002, no vehicular movement has been allowed in and out of the area and the IDF erected a fence around the area. Movement is restricted by the IDF with the entry-exit gate generally open four times daily for Al Maa’ni ID holders only from 6.30am to 7.30am, 10.30am to 11.30am, 1pm to 2pm, and 4pm to 5pm. Access for international organisations into the area remains extremely problematic.<\/p><\/div>\n

<\/p>\n

\n

Abu Nahiya<\/u><\/strong><\/p><\/div>\n

\n

• A new fence has been placed around the Abu Nahiya area, south of Kfar Darom settlement, in the corner of Kissufim road and Salah Eddin Street. Approximately 16 families reside in the area. No vehicles are allowed in and out of the area. The fence is open 24 hours for residents.<\/p><\/div>\n

6. <\/strong>Additional Protection Issues<\/u><\/strong><\/p><\/div>\n

<\/p>\n

\n

West Bank<\/u><\/strong><\/p><\/div>\n

\n

• 17 April<\/strong>: A group of settlers from the Shave Shomeron settlement, Nablus, stoned Palestinian cars near the settlement. One Palestinian car was damaged.<\/p><\/div>\n

\n

• 17 April<\/strong>: The IDF removed two outposts recently built near the Israeli settlement of Kiryat Arba, Hebron.<\/p><\/div>\n

<\/p>\n

\n

Gaza Strip<\/u><\/strong><\/p><\/div>\n

\n

• During the reporting period, a total of 18 homemade rockets were fired against Israel and Israeli settlements inside the Gaza Strip.<\/p><\/div>\n

\n

• 12 April<\/strong>: IDF troops discovered and safely detonated a roadside bomb south of Karni crossing near the border fence.<\/p><\/div>\n

\n

• 15 April<\/strong>: A bomb detonated under the vehicle of the Palestinian Authority Military Intelligence Commander in the Gaza Strip while it was parked outside his house. No injuries were reported. Several houses nearby were damaged.<\/p><\/div>\n

\n

• 16 April<\/strong>: At 11.30am, Palestinian security forces stopped Palestinian travellers from leaving through Rafah Terminal since the Israeli security forces in the terminal had resumed using x-ray radiation equipment to screen travellers. At 1.15pm, Palestinians allowed the passengers to resume travel although the Israeli side continued using the equipment.<\/p><\/div>\n

\n

• 17 April<\/strong>: Palestinian gunmen fired at an IDF outpost located at the border fence with Egypt. The IDF returned fire. No injuries were reported.<\/p><\/div>\n

\n

• 18 April<\/strong>: Palestinian militants fired an anti-tank missile at an IDF tank stationed by the border fence. The IDF retaliated with gun fire. No injuries were reported. The Al Aqsa Martyrs’ Brigades claimed responsibility for the attack.<\/p><\/div>\n

\n

Searches\/Arrests<\/strong><\/p><\/div>\n

<\/p>\n

\n

Nablus\/Jenin\/Tubas<\/u><\/strong><\/p><\/div>\n

\n

• Throughout the week, IDF search-and-arrest campaigns took place in Nablus City, Beit Furik village (Nablus) and Askar refugee camp. In total, 15 Palestinians were reported arrested.<\/p><\/div>\n

<\/p>\n

\n

Tulkarm\/Qalqiliya\/Salfit<\/u><\/strong><\/p><\/div>\n

\n

• Throughout the week, IDF search-and-arrest campaigns took place in Qaffin, Baqa ash Sharqiya, ‘Attil and Khirbet Jubara (Tulkarm), ‘Azzun, Jayyus (Qalqiliya) and in Deir Ballut (Salfit). Ten Palestinians were reported arrested.<\/p><\/div>\n

<\/p>\n

\n

Ramallah\/Al Bireh<\/u><\/strong><\/p><\/div>\n

\n

• Throughout the week, IDF search-and-arrest campaigns took place in Silwad and Surda. Six Palestinian was reported arrested.<\/p><\/div>\n

<\/p>\n

\n

Hebron\/Bethlehem<\/u><\/strong><\/p><\/div>\n

\n

• Throughout the week, IDF search-and-arrest campaigns took place in Dura, Hebron City, Surif, Idhna, ‘As Samu and Yatta in the Governorate of Hebron; one Palestinian was detained.
