ambulance transporting a pregnant woman in labour was delayed for four hours in Beit Hanoun despite prior coordination with the IDF.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>29 September:&nbsp;&nbsp;<\/strong>A PRCS ambulance was confined in Jabalia refugee camp from 10pm 29 September till 4pm 1 October.&nbsp;&nbsp;The ambulance was able to leave the area after ICRC coordination.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>30 September:&nbsp;&nbsp;<\/strong>A PRCS ambulance was subjected to direct IDF gunfire while on route to transport injured persons from Jabalyia refugee camp to hospitals.&nbsp;&nbsp;One PRCS medic sustained moderate injuries in the arm.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>30 September:&nbsp;&nbsp;<\/strong>A PRCS ambulance came under IDF fire in Jabalia refugee camp.&nbsp;&nbsp;As a result, the ambulances&#39; windshield was shattered.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>2 October:&nbsp;&nbsp;<\/strong>A MoH ambulance transporting the dead body of a 12-year-old by from Gaza to his family&#39;s place in the south of Gaza was delayed for eight hours on beach road.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>3 October:&nbsp;&nbsp;<\/strong>A Palestinian women gave birth at Al Tuffah checkpoint in Khan Younis when the PRCS ambulance transporting he to Naser hospital was denied access.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>3 October:&nbsp;&nbsp;&nbsp;<\/strong>A MoH ambulance attempting to evacuate a wounded Palestinian man from Jabalia refugee camp was delayed for six hours by the IDF.&nbsp;&nbsp;The wounded was later found dead.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>3 October:<\/strong>&nbsp;&nbsp;Two MoH ambulances trying to evacuate wounded people in Jabalia refugee camp were confined for four hours after being subjected to IDF warning shots.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>4 October<\/strong><strong>:&nbsp;&nbsp;<\/strong>A seriously injured Palestinian man bled to death when IDF tanks prevented the ambulance from reaching him in Jabalia refugee camp.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>5 October:&nbsp;&nbsp;<\/strong>A PRCS ambulance attempting to evacuate a seriously wounded suburb in Tulkarm.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>3 October<\/strong>:&nbsp;&nbsp;Israeli contractors guarded by the IDF started levelling land for the preparation of Barrier construction in Al Burj village, Hebron district.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>4 October<\/strong>:&nbsp;&nbsp;Israeli contractors guarded by IDF started levelling land and uprooting olive trees for the preparation of construction of the Barrier in Surif style=\"margin-top:0px;margin-bottom:0px;\"><strong><u>Tulkarm\/Qalqiliya\/Salfit governorates:<\/u><\/strong><\/p><\/div>\n<ul type=\"disc\" style=\"margin-left:-20px;margin-top:0px;margin-bottom:0px;\">\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">The IDF maintained, for a fourth week, the restricted movement on the local populations in Tulkarm governorates and Salfit district due to the Jewish holidays.&nbsp;&nbsp;However, the restriction became more relaxed over the week and fewer flying checkpoints were observed.&nbsp;&nbsp;In Qalqiliya governorate, the movement has been less restricted and people have been able to move freely within the governorate, including through the tunnel between Habla and Qalqiliya town.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">The work on preparation for the Barrier in Ar Zawiya is still suspended following a decision from the Israeli High Court of Justice.&nbsp;&nbsp;In addition, preparation work around Ariel is suspended pending new court decision.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>4 October<\/strong>:&nbsp;&nbsp;An earth mound was placed by the IDF on the dirt road between Shufa and Kafr al Labad in Tulkarm governorate.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">On 2 August, OCHA reported that six permanent residents from Jbara village in Tulkarm governorate did not receive renewal of their green permits due to security reasons.&nbsp;&nbsp;On 5 October, the Palestinian DCL said that these six residents had been granted renewal of their green permits for another 12 months.&nbsp;&nbsp;In the interim period, these six residents had not been able to access their homes in Jbara.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>Barrier gates:<\/strong>&nbsp;&nbsp;The olive harvest has slowly started in some places, and No family visits have taken place from Hebron since the Be&#8217;er Sheva bombing on 31 August.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>2 October<\/strong>: The IDF closed the gate at the main entrance of Beit Ummar, Hebron district; access for international humanitarian organisations is allowed.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>3 October<\/strong>: Halhul Bridge, the main connection between Hebron city and Halhul was re-opened to pedestrian traffic.<\/li>\n<\/ul>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong><u>The enclosed areas in the Gaza strip:<\/u><\/strong><\/p><\/div>\n<ul type=\"disc\" style=\"margin-left:-20px;margin-top:0px;margin-bottom:0px;\">\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>As Seafa<\/strong>: Since 22 April 2004, the IDF has allowed only three to four people with As-Seafa IDs to go in and out on foot, for one time only, with prior coordination, to bring food in. These people are permitted to exit and enter through the gate at two irregular periods: approximately 6.30am to 8.30am and from approximately 2pm to 4.30pm. No vehicles are permitted to enter or exit. Coordination for international organisations to enter the area has been extremely problematic.<\/li>\n<\/ul>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t&#8211;<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>From 25 September to 4 October, the gate was completely closed. No one was permitted to pass including 24 students\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t&#8211;<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>On 5 October, the gate was reopened and four people were allowed to exit.\n\t\t\t\t<\/div>\n<ul type=\"disc\" style=\"margin-left:-20px;margin-top:0px;margin-bottom:0px;\">\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>Al-Mawassi<\/strong>: IDF restrictions remain, with the entry-exit gate at Al Tuffah checkpoint generally opening twice daily for limited numbers of Al Mawassi ID holders from approximately 8am to 1pm and from approximately 2.30pm to 5pm. Since 10 May 2004, males aged below 30 years who are Al Mawassi ID holders, have been required to have prior coordination to pass though Al Tuffah checkpoint. Since 6 June 2004, prior coordination has been required for unmarried females with Al Mawassi ID who are between the ages of 18 and 25. Movement is restricted by the IDF with the entryexit gate generally opening four times daily for Al Maa&#8217;ni ID holders only from 6.30am to 7.30am, 10.30am to 11.30am, 1pm to 2pm and 4pm to 5pm. The gate is manned by Border Police and only Palestinians with valid permits or Jerusalem IDs are allowed to cross. Schools in several Palestinian Jerusalem neighbourhoods are becoming overcrowded because many students have been forced to change schools due to Barrier construction.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>29 September<\/strong>: IDF entered the campus of the Arab American University in Jenin and searched the buildings. Two of the university guards were held for four hours. A number of doors were forced open and rounds were reported fired inside the university compound.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>30 September<\/strong>: IDF manned the entrance of Zububa village, northwest of Jenin, prohibiting people from entering or going out of the village, including teachers from outside the village to reach the schools inside.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><strong>3 October<\/strong>: IDF entered Silat adh Dhahr vocational school, Jenin district. Teargas canisters were fired inside the school.
