The President<\/strong><\/span>: I give the floor to the Chair of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.<\/span> <\/span><\/p><\/div>\n

\n

 <\/span>Mr. Diallo<\/strong><\/span> (<\/span>spoke in French<\/i><\/span>): I should like to begin, Madame, by congratulating you, on behalf of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, on the outstanding manner in which the Bosnian presidency has led the Council’s work this month. I also wish to commend Ambassador Susan Rice, Permanent Representative of the United States of America to the United Nations, who presided so effectively over the Council’s work in December 2010.<\/span> <\/span><\/p><\/div>\n

\n

 I also thank Mr. Lynn Pascoe, Under-Secretary-General for Political Affairs, for his exhaustive briefing, in which he urged the parties and the international community to pursue their efforts aimed at the resumption of negotiations on all final status issues concerning the Israeli-Palestinian conflict.<\/span> <\/span><\/p><\/div>\n

\n

 In a statement issued earlier this week, the Bureau of my Committee reaffirmed that the continuation of Israeli settlement activities in the occupied Palestinian territories, including East Jerusalem, is the main obstacle to a resumption of negotiations between the parties to the conflict. It again urges the Government of Israel to heed the repeated calls of the international community for a complete cessation of settlement activities, which are illegal under international law and run counter to the efforts to launch successful final status negotiations.<\/span> <\/span><\/p><\/div>\n

\n

 Since the expiration of the partial moratorium in September, Israel has built over 1,600 housing units in the occupied Palestinian territories, including East Jerusalem. The recent decision of the Government of Israel to devote over $500 million in the form of subsidies to expanding settlements through 2012 also demonstrates Israel’s intention to pursue its illegal settlement policies in the occupied Palestinian territories.<\/span> <\/span><\/p><\/div>\n

\n

 It would be useful if the Security Council were to reaffirm today its firm position on settlements and to demand that an end be put to their expansion so that the parties might understand that the United Nations and the Security Council intend to ensure respect for international legitimacy and to achieve a just, lasting and comprehensive settlement of the Palestinian question. The Council must urgently intervene to prevent the situation from deteriorating. It is also obligated to maintain regional peace and security. <\/p><\/div>\n

\n

 In that respect, the Committee fervently hopes that the draft resolution on Israeli settlements in the occupied Palestinian territories will be adopted by the Council. Furthermore, the Committee asks the Government of Israel to extend the moratorium indefinitely and to apply it to East Jerusalem, pursuant to its obligations under Road Map. The Committee believes that the implementation of a new moratorium on settlements, including in East Jerusalem, would enable the parties to relaunch serious and direct negotiations. These important negotiations can succeed only in an atmosphere of mutual trust and good faith.<\/span> <\/span><\/p><\/div>\n

\n

 While commending the efforts undertaken by the Quartet and each of its members in recent years to promote a freeze of settlement activities and a resumption of negotiations, the Committee, through me, urges the Council, the Quartet and the high contracting parties to the Geneva Conventions to clearly reaffirm their principled position on the issue of settlements in order to compel Israel to meet its obligations. The very future of the peace process is at stake. The international community should send a clear message that settlement activities are illegal and incompatible with peace. They must therefore stop.<\/span> <\/span><\/p><\/div>\n

\t<\/span>Je souhaiterais, à l’entame de mon propos, <\/u> vous féliciter, au nom du Comité pour l’exercice des droits inaliénables du peuple palestinien, pour la manière exemplaire avec laquelle  vous dirigez les travaux du Conseil pour ce mois. Mes félicitations vont également à S. E. Mme Susan Rice, Ambassadeur, Représentant permanent des Etats-Unis d’Amérique auprès des Nations Unies, <\/strong>qui a présidé, si efficacement, les  travaux du Conseil en décembre dernier.<\/p><\/div>\n

\n

 <\/p><\/div>\n

\n

\t<\/span>Qu’il me soit permis de remercier M. Lynn Pascoe, Secrétaire général adjoint aux affaires politiques<\/strong>, pour son exposé exhaustif, appelant les parties et la Communauté internationale à maintenir leurs efforts en vue de  la reprise des négociations sur tous les aspects du conflit israélo-palestinien liés au statut permanent.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Dans sa déclaration publiée en  début de semaine, le Bureau du Comité a réaffirmé que le principal obstacle à la relance des négociations est  la poursuite des activités israéliennes de peuplement dans le territoire palestinien occupé, y compris Jérusalem-Est. Il invite, une fois de plus, le Gouvernement israélien à répondre  aux appels répétés de la Communauté internationale pour une cessation complète des activités de peuplement, qui, au demeurant, sont illégales au regard du droit international humanitaire et vontà l’encontre des efforts entrepris en vue de faire aboutir les négociations sur le statut permanent.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span> Depuis l’expiration du moratoire partiel en septembre dernier, Israël a entrepris la construction de plus de 1 600 logements dans le territoire palestinien occupé, notamment à Jérusalem-Est.  La décision prise récemment par le Gouvernement israélien de consacrer plus de 500 millions de dollars, sous la forme de subventions, à l’expansion des colonies de peuplement en 2012 démontre également l’intention d’Israël de poursuivre sa politique illégale d’implantation de colonies de peuplement dans le territoire palestinien occupé.<\/p><\/div>\n

\n

\t<\/span> <\/p><\/div>\n

\n

\t<\/span>Il serait aujourd’hui judicieux que cet auguste organe réaffirme sa ferme position sur les colonies de peuplement et exige qu’il soit mis fin à leur expansion, pour faire comprendre aux parties que l’Organisation des Nations Unies et le Conseil de sécurité entendent faire respecter la légitimité internationale et parvenir à un règlement global, juste et durable de la question de Palestine. Le Conseil de sécurité a l’obligation d’intervenir, de toute urgence, afin d’empêcher que la situation ne s’aggrave et de maintenir la paix et la sécurité régionales. <\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Le Comité nourrit le fervent espoir que le projet de résolution sur les colonies israéliennes de peuplement dans le territoire palestinien occupé sera unanimement adopté par le Conseil de sécurité. <\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Par ailleurs, le Comité demande au Gouvernement israélien de proroger indéfiniment le moratoire, de l’appliquer à Jérusalem-Est, conformément aux obligations que lui impose la Feuille de route.<\/p><\/div>\n

\n

 \t<\/span>Le Comité estime que l’application d’un nouveau moratoire sur les colonies, y compris à Jérusalem-Est, permettrait aux parties de reprendre des négociations directes et sérieuses. Ces importants pourparlers ne pourront aboutir que dans une atmosphère de confiance mutuelle et de bonne foi. <\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Tout en saluant les efforts faits ces dernières années par le Quatuor et chacun de ses membres afin de promouvoir le gel des activités de peuplement et la reprise des négociations, le Comité engage instamment le Conseil de sécurité, le Quatuor, et les Hautes Parties contractantes aux Conventions de Genève à réaffirmer clairement leur position de principe sur la question des colonies de peuplement afin de contraindre Israël à s’acquitter de ses obligations. L’avenir du processus de paix est en jeu. <\/p><\/div>\n

<\/p>\n

\t<\/span>La communauté internationale devrait faire passer un message clair : Les activités de peuplement sont illégales et incompatibles avec la paix. Elles doivent cesser<\/i>.<\/p><\/div>\n
