major factor in<br \/>\ndeveloping and sustaining economic growth.&nbsp;&nbsp;Quality education and<br \/>\nhealth care are essential for the development and maintenance of a<br \/>\nstable social environment and the formation of a society that can look<br \/>\noptimistically to the future.&nbsp;&nbsp;The proposed project aims to assist the<br \/>\npeople of West Bank and Gaza (WBG) realize these objectives.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.&nbsp;&nbsp;&nbsp;Country and Sector Background:&nbsp;&nbsp;With a combined area of about<br \/>\n6,000 square kilometers, the WBG has a population (1992) of about 2.2<br \/>\nmillion.&nbsp;&nbsp;Following the Declaration&nbsp;&nbsp;of Principles in September 1993<br \/>\nbetween the PLO and the Israeli Government, the Palestinian<br \/>\nAuthorities have assumed responsibility for the provision of education<br \/>\nand health services, and have developed national plans for both<br \/>\nsectors.&nbsp;&nbsp;Economic and political dislocation, and the absence of<br \/>\nappropriate and effective institutions have so far limited the<br \/>\neffective implementation of these plans.&nbsp;&nbsp;The economy of the WBG is<br \/>\nunder severe strain, with conditions in Gaza generally worse than in<br \/>\nthe West Bank.&nbsp;&nbsp;Both the availability and quality of education and<br \/>\nhealth services are threatened, and further work is needed to<br \/>\noperationalize sectoral plans.&nbsp;&nbsp;Deteriorating infrastructure, lack of<br \/>\nquality control and fragmentation of service provision affect both<br \/>\nsectors.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3.&nbsp;&nbsp;&nbsp;Education services are provided by the Palestinian Authority<br \/>\n(PA), UNWRA, and a small number of private operators.&nbsp;&nbsp;School<br \/>\nbuildings are poorly maintained, inadequate in number and lacking in<br \/>\nequipment.&nbsp;&nbsp;The educational system has two distinct curricula, the<br \/>\nWest Bank using the Jordanian curriculum and Gaza using the Egyptian<br \/>\ncurriculum.&nbsp;&nbsp;Since the beginning of the Intifada there have been<br \/>\nfrequent school closings, an increase in dropout rates, a breakdown in<br \/>\ndiscipline and a decline in student achievement.&nbsp;&nbsp;The newly formed MOE<br \/>\ndoes not as yet have the adequate capacity for monitoring standards<br \/>\nand evaluating services.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4.&nbsp;&nbsp;&nbsp;Health services provided through government, NGO, private and<br \/>\nUnited Nations providers (UNRWA) are variable in geographic coverage<br \/>\nand quality.&nbsp;&nbsp;The health infrastructure is in need of repair and<br \/>\nupgrading, and there are shortages of some personnel.&nbsp;&nbsp;Considering the<br \/>\noverall investment in the sector, services are generally poor.&nbsp;&nbsp;<br \/>\nPrimary health facilities are inadequate; services are not<br \/>\ncoordinated; and there is no adequate referral system.&nbsp;&nbsp;The recent<br \/>\nunrest has left the population with unmet rehabilitation and mental<br \/>\nhealth needs.&nbsp;&nbsp;Health sector data collection, and training and<br \/>\ninstitutional standards are uncoordinated.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.&nbsp;&nbsp;&nbsp;Past Experience in the Country\/Sector:&nbsp;&nbsp;The Bank is administering<br \/>\ntwo activities in WBG: (a) the Holst Fund (HF)&#8211;US$112 million (to<br \/>\nsupport recurrent expenditures); (b) the Technical Assistance Trust<br \/>\nFund (TATF)&#8211;US$ million; and (c) is providing funding for a third,<br \/>\nthe Emergency Rehabilitation Project (ERP-1)&#8211;US$118 million for the<br \/>\nreconstruction of priority infrastructure in education, power, water<br \/>\nand sanitation, and roads.&nbsp;&nbsp;All three operations are being executed by<br \/>\nPECDAR.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.&nbsp;&nbsp;&nbsp;Project Objectives: The main objective of the proposed project is<br \/>\nto assist the Palestinian Authority meet urgent needs in the health<br \/>\nand education sectors through: a) rehabilitation of the neglected<br \/>\nphysical infrastructure of the education and health sectors so that<br \/>\nessential services can continue without interruption; and b) laying<br \/>\nthe groundwork for future development in the sectors and building up<br \/>\nthe capacities of the Ministry of Education (MOE) and Ministry of<br \/>\nHealth (MOH).&nbsp;&nbsp;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">7.&nbsp;&nbsp;&nbsp;Project Description:&nbsp;&nbsp;In education (estimated outlay&#8211;US$50<br \/>\nmillion), the preservation and improvement of physical infrastructure<br \/>\nwould be undertaken through the rehabilitation, construction, and<br \/>\nequipping of classrooms, including maintenance.&nbsp;&nbsp;Quality of service<br \/>\nprovision would be improved through the provision of instructional<br \/>\nmaterials and workshops.&nbsp;&nbsp;Institutional development of the MOE would<br \/>\ninclude training for management skills, the development of an<br \/>\neducation information system and technical assistance to expand<br \/>\nplanning, monitoring and assessment capacity. <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">8.&nbsp;&nbsp;&nbsp;In health (estimated outlay&#8211;US$50 million), the proposed<br \/>\ncomponents are based on the priorities, programs and projects<br \/>\nidentified in the National Health Plan.&nbsp;&nbsp;Physical infrastructure needs<br \/>\nwould be addressed through the rehabilitation, construction,<br \/>\nmaintenance and equipping of primary health care centers and major<br \/>\nhospitals.&nbsp;&nbsp;System delivery improvements would target the elimination<br \/>\nof identified skill gaps through a program of in-service training for<br \/>\nmedical and allied personnel.&nbsp;&nbsp;The institutional development of the<br \/>\nMOH and primary health care system would be addressed through<br \/>\nadministration and management training and the provision of technical<br \/>\nassistance to develop a health information system.&nbsp;&nbsp;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">9.&nbsp;&nbsp;&nbsp;Project Financing:&nbsp;&nbsp;The estimated total project costs of US$100<br \/>\nmillion equivalent (capital investments and incremental recurrent<br \/>\nexpenditures) would be financed through: (a) a Trust Fund credit on<br \/>\nIDA terms of US$20 million; and (b) co-financing of about US$80<br \/>\nmillion.&nbsp;&nbsp;Coordination with ongoing donor activities will be pursued,<br \/>\nand the project will build upon preparatory work already initiated by<br \/>\nUNESCO, UNRWA, UNICEF, and other agencies.&nbsp;&nbsp;The project team is<br \/>\ndeveloping detailed design and cost breakdowns for each component to<br \/>\nprovide donors with sufficient information to assist in their<br \/>\ndecision-making.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">10.&nbsp;&nbsp;Project Implementation:&nbsp;&nbsp;The project would be implemented over a<br \/>\nthree-year period, beginning in mid-1995 with PECDAR as the Borrower. <br \/>\nThe MOE and MOH will implement their respective components.&nbsp;&nbsp;Resources<br \/>\nfrom the Holst Fund and the TATF will also be used to assist these<br \/>\nagencies further develop their implementation capacity.&nbsp;&nbsp;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">11.&nbsp;&nbsp;Project Sustainability:&nbsp;&nbsp;Project benefits are regarded as<br \/>\nsustainable for several reasons.&nbsp;&nbsp;First, the society and the PA place<br \/>\na high priority on education, both intrinsically and as a &quot;value<br \/>\nadded&quot; dimension to labor productivity.&nbsp;&nbsp;Within the education sector,<br \/>\nthe highest priority is accorded to primary education and to literacy. <br \/>\nSecond, a financing plan will be developed to ensure that recurrent<br \/>\ncosts generated by the project (particularly the civil works<br \/>\ncomponent) will be sustainable.&nbsp;&nbsp;Third, the investments under this<br \/>\nproject will provide continuity of existing services.&nbsp;&nbsp;Fourth, efforts<br \/>\nto improve the internal efficiency of both sectors will also<br \/>\ncontribute to project sustainability.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">12.&nbsp;&nbsp;Environmental Aspects:&nbsp;&nbsp;The proposed project has been classified<br \/>\nas Category B.&nbsp;&nbsp;Most construction activities under the project will be<br \/>\non a small scale (rehabilitation of existing education and primary<br \/>\nhealth care facilities).&nbsp;&nbsp;However, for the larger works in selected<br \/>\nhospitals, special attention would be given to the proper disposal of<br \/>\nsolid waste materials which will result from construction and the safe<br \/>\ndisposal of medical waste.&nbsp;&nbsp;The project will provide training on these<br \/>\nissues. <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">13.&nbsp;&nbsp;Poverty Alleviation:&nbsp;&nbsp;The project addresses this issue through:<br \/>\n(a) targeting schools and health facilities in the most dilapidated<br \/>\ncondition (in general, these facilities are in the low-income areas);<br \/>\nand (b) improving the quality of health and education services. <br \/>\nRationalization of the health and education systems in the long term<br \/>\nshould provide more equitable access for the poor, as well as improved<br \/>\nservices.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">14.&nbsp;&nbsp;Project Benefits:&nbsp;&nbsp;In education and health, the major benefits<br \/>\nwould derive from: (a) interventions to strengthen the institutional<br \/>\ncapacity of the MOE and the MOH; (b) the upgrading and maintenance of<br \/>\nexisting facilities that would result in the improved quality of<br \/>\nservice delivery; and (c) the provision of training and technical<br \/>\nassistance to improve administrative and clinical skills.
