\n\t\t\t\t(a) Requests for affiliation and reaffiliation to the Union<\/strong>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\tPALESTINE<\/strong>\n\t\t\t\t<\/div>\n

<\/p>\n

Following the approval by the 119th Assembly of the amendment to Article 3 of the Statutes, the Executive Committee submits the following recommendation to the Governing Council.<\/p><\/div>\n

RECOMMENDATION OF THE EXECUTIVE COMMITTEE ON THE SUBJECT<\/strong><\/p><\/div>\n

\n

OF THE MEMBERSHIP OF THE PARLIAMENT OF PALESTINE<\/strong><\/p><\/div>\n

\n

IN THE INTER-PARLIAMENTARY UNION<\/strong><\/p><\/div>\n

\n

"<\/i><\/span>The Executive Committee, having examined at its 252<\/span>nd<\/sup><\/span> session (Geneva, 14 October 2008) the situation of the Parliament of Palestine, <\/span>recommends that the Governing Council adopt the following decision:<\/span><\/p><\/div>\n

<\/p>\n

\n\t\t\t\t"The Governing Council,<\/i>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\tHaving examined<\/u><\/i> at its 183rd session (Geneva, 15 October 2008) the question of affiliation by the Parliament of Palestine to the Inter-Parliamentary Union,<\/i>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\tNoting<\/u><\/i> the opinion of the Executive Committee that the Parliament fulfils the conditions laid down in Article 3 of the Statutes for membership of the Union,<\/i>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\tConsidering<\/u><\/i> that the Executive Committee’s opinion is predicated on the following elements:<\/i>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t(a)\t<\/span>The United Nations has on numerous occasions recognized the aspirations and entitlement to statehood of Palestine;<\/i>\n\t\t\t\t<\/div>\n
\n\t\t\t\t(b)\t<\/span>Palestine enjoys the status of Permanent Observer to the United Nations with substantial additional rights and privileges under UNGA resolution 52\/250;<\/i>\n\t\t\t\t<\/div>\n
\n\t\t\t\t(c)\t<\/span>The Palestinian Legislative Council is a Parliament that is constituted in conformity with the basic law of the Palestinian Authority and is endowed with legislative and oversight functions,<\/i>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\tConsidering also<\/u><\/i> that the current situation on the Palestinian territories impedes the functioning of the Palestinian Legislative Council and that its participation in the work of the Inter-Parliamentary Union may therefore, for the time being, be facilitated by the Palestine National Council,<\/i>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\tDecides<\/u><\/i> to admit the Parliament of Palestine as a Member of the Inter-Parliamentary Union;<\/i>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\tAnnuls<\/u><\/i>, as a consequence, the decisions it adopted at its 117th and 163rd sessions regarding the participation of P<\/i>alestine as an observer in the work of the Inter-Parliamentary Union".<\/i>\n\t\t\t\t<\/div>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"
