The report of the visit is reproduced below.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Chairman of the Committee addressed a letter to the Secretary-General and the President of the Security Council expressing deep concern caused by Israel&#39;s actions in Jerusalem where excavations are continuing in a tunnel located underneath Al-Haram Al-Sharif (the Holy Mosque). The full text of the letter is reproduced below.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">On 14 September the Committee held a meeting in which its report to the General Assembly was approved. The Committee recommended that the General Assembly should urge the Security Council to take positive and urgent action on the recommendations of its report relative to the problem of Palestine. <\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:center;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">At the same meeting the Committee heard an oral report by its Chairman on a visit by a delegation of the.Committee to the Soviet Union at the invitation of the Soviet Committee of Solidarity with the countries of Asia and Africa from 3 to 7 August 1981.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Letter dated 17 September 1981 from the Chairman of the Committee on<\/u><\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>the Exercise of the Inalienable Rights of the Palestinian People<\/u><\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>addressed to the Secretary-General<\/u><\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>(A\/36\/519-S\/14695)<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">On behalf of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, I should like to convey to you the deep concern caused by Israel&#39;s actions in Jerusalem, where excavations are continuing in a tunnel Seated underneath Al-Haram Al-Sharif (the holy mosque), despite the assertion by a spokesman for the Israeli Minister for Religious Affairs that the digging had been halted.&nbsp;&nbsp;The work being done in this tunnel is endangering Islamic buildings adjacent to Al-Haram Al-Sharif and the continuation of this excavation work can only fan tension in the Holy City.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">There have apparently already been some skirmishes between Arabs and Jews about the excavations and it may be expected that tension will mount unless work in the tunnel is halted immediately.&nbsp;&nbsp;The Committee is of the firm opinion that urgent action must be taken to make Israel clearly understand the dangers of continuing the work without taking the Arabs&#39; Liberation Organization, a delegation of the Committee on the Exercise of the Inalienable Rights of the Palestinian People visited Lebanon from 24 to 26 August 1981 to see at first hand the extent of the damage done by the Israeli attacks in the month of July 1981.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.&nbsp;&nbsp;The delegation was composed.of H. E. Mr. Massamba Sarr&#233;, Permanent Representative of Senegal to the United Nations and Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People; H.E. Mr. Niaz Naik, Permanent Representative of Pakistan to the United Nations; H. E. Mr. Coskun Kirca, Permanent Representative of Turkey to the United Nations, and H. E. Mr. Vladimir A. Kravets, Permanent Representative of the Ukrainian Soviet Socialist Republic to the United Nations. Mr. Yogaraj Yogasundram, Chief of the Special Unit on Palestinian Rights accompanied the delegation.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3.&nbsp;&nbsp;During its stay in Lebanon, the delegation was received by H. E. Mr. Salim el-Wazzan, Prime Minister of Lebanon; H. E; Mr. Yasser Arafat, Chairman of the Executive Committee of the Palestine Liberation Organization and H. E. Mr. Farouk Kaddoumi, Head of the Political Department of the Palestine Liberation Organization. <\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4.&nbsp;&nbsp;The delegation also paid a courtesy call on Mr. Iqbal Akhand, Co-ordinator of United Nations Assistance for Reconstruction and Development of Lebanon.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.&nbsp;&nbsp;The delegation visited South Lebanon and saw the damage caused in Saida (Sidon), Nabbatiyeh and Sour (Tyre). The delegation also visited Camp Rashidiyeh and a Palestinian military camp in its vicinity. On its return to Beirut the delegation visited the Fakhani sector where a complete apartment block had been demolished during the Israeli raid.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.&nbsp;&nbsp;On its visit to South Lebanon the delegation was shown the extensive damage done by aerial bombing and off-shore bombardment to the Zahrani oil refinery, on the outskirts of Saida. A bridge on the main Beirut-Tyre highway located alongside the refinery had been demolished in the attack but had been rebuilt at the time of the visit, permitting traffic to proceed. The refinery had been partially destroyed, the main damage being done by bombardment from naval off-shore vessels. It was reported that there had been heavy loss of life and considerable damage to vehicular traffic as a result of the attack.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">7.&nbsp;&nbsp;In Nabbatiyeh the delegation met the area military commander of the Palestine Liberation Organization and was escorted to some areas which had been damaged by the Israeli attack. This area was reported to he under constant bombardment since 1978. The delegation was shown an orphanage which had been partially destroyed in 1978 and attacked again last month.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">A visit was paid also to a refugee camp which had been abandoned due to constant attacks by the Israeli forces over the last few years.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">8.&nbsp;&nbsp;The main bridge over the Litani River on the main Beirut-Tyre road had been destroyed and reconstruction was in progress necessitating a detour. It was pointed out that the destruction of this bridge only inconvenienced the civilian population as military movements were in no war hampered by its destruction. Two minor bridges further up this river continued to handle vehicular traffic, though these are also subject to repeated attacks and have constantly to be rebuilt.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">9.&nbsp;&nbsp;In Sour (Tyre), the delegation was accompanied by the area Military Commander to various locations damaged in the recent attacks. It was noted that not even antiquities dating back to early Roman times had been spared in this attack.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">10. A visit to Camp Rashidiyeh, situated in Hour offered the delegation an opportunity to see the living conditions of the Palestinian refugees in the Camp and the extent of the damage done by the Israeli attacks. The delegation was informed that this Camp was subject to constant attacks by the Israeli air force. The delegation visited the site of a school that had been razed to the Ground in the course of these continuous attacks. Damage done in the recent attacks was extensive, some 400 houses being completely or partially destroyed.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">11. The delegation noted the which morale of the inhabitants of the Camp and the speed and determination with which the damage was being repaired. This was indeed a point noted in all areas visited.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">12. The bombing and rocket attacks on the Fakhani sector in the heart of Beirut had resulted in the complete destruction of several hi-rise apartment buildings with considerable loss of life. The extent of property damage in this sector alone was estimated, at several million Lebanese Lira.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">13. All damage caused by the attack in July, was as far as could be seen, entirely confined to civilian targets and appeared to be aimed at terrorizing the civilian population and destroying its morale.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">14. Suggestions were made, in the course of the visit, that the Israeli attack in July had as its chief aim the creation of antipathy amongst the Lebanese against the Palestinians through the disruption of the economy of Southern Lebanon and through the terrorization of civilians both in the south of Lebanon and in Beirut.&nbsp;&nbsp;If this was indeed the aim, little heed appears to have been paid to the high cost in civilian casualties that was bound to result in the means used to achieve such an objective.&nbsp;&nbsp;In the absence of any other obvious reason for the attacks and judging particularly from the choice of targets, the delegation is inclined to agree with the suggestions referred to above.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">15. Reference has been made already to the speed with which the damage done by these raids was being repaired. The delegation wishes to stress that it was deeply,impressed by the high morale of the civilian population it encountered during all its visits and the resilience displayed by it in repeatedly repairing, in some cases overnight the-damage done by continuous Israeli attacks.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">16.&nbsp;&nbsp;In its meeting with H. E. Chairman Arafat and Mr. Farouk Kaddoumi, and as well as with other Palestinian leaders, the delegation was constantly reminded that the Palestinian people were determined to attain their legitimate rights in Palestine.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">17. Chairman Arafat, in his meeting with the delegation, analysed Israeli aims as follows:&nbsp;&nbsp;the savage attacks were intended to divide the people against the Palestinians, to eliminate the Palestinian leadership and to ruin the economy of Lebanon, particularly the south of Lebanon, by cutting communications. He expressed his conviction that the aggression would be repeated and that, in fact, Israel was in the process of massing troops for a fresh attack. He felt that Israel was able to pursue this aggressive policy because of the military, economic and political assistance it received from, some states, particularly the United. States of America.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">18. Both Chairman Arafat and Mr. Kaddoumi expressed confidence in the Palestinians&#39; ability to withstand any attack that Israel could mount and also that the strong resistance which the Palestinians had been able to put up against the last Israeli attack had resulted, for the first time, in a major setback for Israel who could no longer claim that &quot;there is no Palestine Liberation Organisation&quot;.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">19. However, while the Palestine Liberation Organization was prepared to use all means at its disposal, including armed force, in order to obtain the inalienable rights of the Palestinian people, it had the fullest confidence in the United Nations and wished to achieve its objectives within its framework. This had been proved by its cooperation with United Nations bodies and in the maintenance of the cease-fire. Terzi ( Palestine Liberation Organization). Mr. V. The opening session of the Seminar on 10 August 1981 was addressed by the Honourable Tyronne Fernando, Acting Minister of Foreign Affairs of the Democratic Socialist Republic of Sri Lanka who, in welcoming the participants noted the useful role played by these seminars in acquainting the public with the facts surrounding the Question of Palestine, and suggested that the Committee on the Exercise of the Inalienable Rights of the Palestinian People should examine how the papers presented at the Seminar could be given the widest possible dissemination through the information system of the United Nations.&nbsp;&nbsp;He also drew attention to the Government of Sri Lanka&#39;s recognition of the inalienable rights of the Palestinian people and its full support to the Palestinian cause at all international forums where Sri Lanka had<strong>, <\/strong>along with other States, worked hard for the participation of the Palestine Liberation Organization in the processes for the settlement of the question of 36<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">At the same session, H.E. Mr. Massamba Sarr&#233;, Chairman of the Committee, gave a brief account of the Committee and its work and stressed the importance which was placed on publicity for the Question of Palestine and on the necessity to ensure that all facts surrounding the issue reached the public. His Excellency Mr. Faisal Aweida, the Special Representative of Mr. Yasser Arafat, Chairman of the Executive Committee of the Palestine Liberation Organization thanked the Committee on the Exercise of the Inalienable Rights of the Palestinian People for the interest it has been taking in promoting the just cause of the Palestinian people and asked the Committee to impress upon the international community the need to find ways and means of implementing United Nations resolutions on the question of Palestine. At the sixth meeting, Mr. Aweida conveyed to the Seminar a message from Chairman Yasser Arafat on behalf of the Executive Committee of the Palestine Liberation Organization. The Nature of the Palestine Liberation Organization<\/u><\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Mr. Afif Safiyeh (Palestinian) presented a paper entitled &quot;The PLO: the Challenge and the Response&quot;.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">An introductory statement on Israeli settlement policies in the Occupied Arab Territories was also presented by Professor Fouad Moushrabi (United States) as a basis for discussion.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5. The exchange of views with which each meeting was concluded indicated that there was general agreement amongst the participants over a wide range of issues relating to the restoration of the inalienable rights of the Palestinian people.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The discussions covered all aspects of the rights of the Palestinian and the manner in which they were systematically and continuously violated by Israel. It was agreed that the Question of Palestine was at the core of the Middle East problem and was the result of an accumulation of illegalities.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">This was a concern not merely of the Palestinian people but of all the Arab people-as well as the people of all countries of the world in terms of the moral, political and human issues arising therefrom.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6. The discussions covered all aspects of the rights of the Palestinian people and the manner in which they were consistently violated by Israel.&nbsp;&nbsp;It was agreed that the situation in Palestine was not merely the concern of the Palestinian people and the Arab nation hut involved the entire international community, insofar as it constitutes, a threat to international peace and security, and is a violation of internationally accepted principles.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, violate the principles and resolutions of the Movement of Non-Aligned Countries an the United Nations General Assembly or prevent the liberation of Jerusalem and the occupied Palestinian and Arab territories and the attainment and full exercise by the Palestinian people of their inalienable nation rights<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Ministers and Heads of Delegation condemned Israeli policies of aggression and expansionism intensified recently against the Palestinian people, in particular in the territories occupied since 1967, the expropriation of land, the establishment of settlements and the usurpation of water and other natural resources which are considered essential.for the livelihood of the Palestinian people.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">They recalled Security Council Resolutions 465 (1980) and 478 (1980) and condemned the promulgation of the &quot;fundamental law on Jerusalem&quot; as well as all other measures tending to alter the demo-graphic composition, the geographic character and the institutional structure of the occupied Arab territories.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Ministers and Heads of Delegation strongly condemned Israeli measures aiming at the Judaization of the Holy City of Jerusalem including the ongoing excavations under and around the Moslem holy places of worship.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Furthermore, they expressed their most profound concern over the continuing deep diggings and excavations beneath the Al-Aqsa Mosque and the Dome of the Rock within the Haram al-shareef holy sanctuary in Jerusalem which threaten the collapse of these millenia-old structures.&nbsp;&nbsp;They endorsed the UNESCO resolution of 11 September 1981 to place East Jerusalem on UNESCO&#39;s World Heritage Committee list, in order to safeguard the cultural and historical sites in the City.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Ministers and Heads of Delegation denounced the project for the digging of a canal joining the Mediterranean and Dead Seas and declared that its opening would constitute an act of aggression that would threaten international peace and security.&nbsp;&nbsp;They called on all countries not to provide Israel with human or moral support, or political and economic assistance, including the necessary equipment for the construction of this canal.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Meeting condemned Israeli policies and practices aimed at imposing the Israeli nationality on Syrian citizens under Israeli occupation in the Golan Heights.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Ministers and Heads of Delegation recalled Resolution ES-7\/2, adopted by the General Assembly-at its Emergency Special Session (July 1980) and noted with grave concern that since that date the recommendations of the General Assembly and of the Committee on the Exercise of the Inalienable Rights of the Palestinian People have not yet been implemented.&nbsp;&nbsp;They invited the Security Council to consider the situation and adopt measures without further delay with a view to enabling the Palestinian people to exercise their inalienable rights.&nbsp;&nbsp;They condemned the hostile position of the Government of the United-States of America towards the inalineable national rights of the Palestinian people and its sole legitimate representative, the Palestine Liberation Organization.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Ministers and Heads of Delegation decided that an extraordinary meeting of the Coordinating Bureau at the Ministerial level should be held at the appropriate time to undertake an evaluation of the situation and take practical measures to strengthen comprehensive assistance to the struggle of the Palestinian people and to attain and. freely exercise its inalienable rights under the leadership of the Palestine Liberation Organization.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Ministers and Heads of Delegation expressed grave concern at the continued escalation of the barbaric attacks by Israel on southern Lebanon and Palestinian refugee camps in Lebanon. They recalled that the Sixth &#39;Summit Conference considered that aggression, carried out by land, sea and air, as tantamount to genocide of the Lebanese people and the Palestinian refugees, with Israel using the most sophisticated weapons supplied by the United States of America.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Ministers and Heads of Delegation noted with concern that the Government of the United States is currently engaged in the conclusion of a &quot;strategic alliance&quot; in the Middle East instead of participating in the endeavors to achieve a comprehensive and just solution based on Israel&#39;s total and unconditional withdrawal from all the occupied Palestinian and Arab territories and the restoration of the inalienable rights of the Palestinian people. They declared their grave concern over the development of the &quot;strategic cooperation&quot; between the Governments of the United States of America and Israel, which confirms the role of the latter as a true bridgehead of imperialism, as an element threatening the stability of the countries in the Middle East region as well as international peace and security.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Ministers and Heads of Delegations strongly condemned the naked Israeli aggression on the Iraqi nuclear installations devoted exclusively to peaceful purposes as an act of state terrorism and a blatant violation of the sovereignty of a non-aligned country. The Meeting reaffirmed the inalienable right of non-aligned countries to develop nuclear energy for peaceful purposes in conformity with their priorities, interests and needs.&nbsp;&nbsp;The Ministers and Heads of Delegation reaffirmed the General Assembly resolutions concerning Israeli nuclear armaments, the Security Council Resolution 487 of 18 June 1981, and demanded that Israel comply with said Resolutions. In particular, the Meeting called upon the Security Council to take effective measures against Israel in accordance with Chapter VII of the United Nations Charter, and they pledged themselves to work at the 36th Session of the General Assembly to adopt decisions that will prevent Israel from committing further acts of aggression and force it 51ÁÔÆæ the norms of international law, the principles of the Charter and the provisions of the relevant resolutions of the United Nations.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, called for the full implementation of Security Council Resolution 425 (1981).&nbsp;&nbsp;They condemned continued Israeli aggression and acts of violence against Lebanon and interference in Lebanon&#39;s national affairs.&nbsp;&nbsp;They condemned, in particular, the recent Israeli raids on South Lebanon and Beirut, which caused heavy casualties among the Lebanese civilian population and extensive damage to property.&nbsp;&nbsp;In that context, they recalled Security Council Resolution 490 (1981), which reads as follows:<\/p><\/div>\n<div Palestinian people constitutes a flagrant violation of the UN Charter, the Universal Declaration of Human Rights and the Fourth Geneva Convention, exacerbates tension in the region and threatens style=\"margin-top:0px;margin-bottom:0px;\"><u>Recognizing<\/u>&nbsp;the importance of any effort made in favour of a just, comprehensive and lasting peace in the Middle East,<\/p><\/div>\n<div style=\"margin-top:0px;margin-bottom:0px;\"><u>Considering<\/u>&nbsp;that the establishment of a just, comprehensive and lasting peace in the Middle East is essential for all the peoples of that area, for the respect of the sovereignty of their countries, including the Palestinian State, for the security of the Mediterranean basin and of the Red Sea, and for the maintenance of world peace,<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Affirming<\/u>&nbsp;that a just and lasting peace in the area must be based on:<\/p><\/div>\n<div unconditional Israeli withdrawal from all the Arab territories occupied since 1967, including Jerusalem and the Golan Heights;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(ii) The enabling of Palestinian refugees to return to their homes and recover their property;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:justify;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(iii) The enabling of the Palestinian people to exercise their right to self-determination and to establish their independent State on their national soil;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(iv) The recognition that the PLO is the sole and legitimate representative of the Palestinian people and that it should have its full role in all that is related to the question of Palestine and the Middle East problem;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(v) The mutual and simultaneous recognition of the State of Israel and the PLO;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Deploring<\/u>&nbsp;the continuation by Israel, since 1968, of air, sea and land raids on Lebanese towns and villages, including the capital, Beirut, and on Palestinian refugee camps, thus causing loss of life and other casualties, destruction of property and paralyzing peaceful life, especially in southern Lebanon, and <u>noting with great concern<\/u>&nbsp;the escalation of the raids launched by the Israeli air force on Beirut last July, resulting in a great number of civilian casualties,<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Noting with satisfaction<\/u>&nbsp;the cease-fire agreement in southern Lebanon and the necessity to increase the possibilities of the UN forces (UNIFIL) in order to enable them to carry out their mission as defined by UN Security Council resolution 425 and subsequent resolutions,<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Deeply deploring<\/u>&nbsp;the danger to -international peace and security created by the premeditated Israeli attack on Iraqi nuclear installations on 7 June 1981 which could at any time explode the situation in the area, with grave consequences for the vital interests of all^States,<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Rejecting<\/u>&nbsp;Israel&#39;s aggressive policy of basing its security on preemptive war and territorial expansion,<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">1.&nbsp;&nbsp;<u>Deeply deplores<\/u>&nbsp;Israel&#39;s insistence on rejecting the UN and IPU resolutions and its persistence in pursuing practices which contradict the UN Charter and the Universal Declaration of Human Rights, and <u>calls upon<\/u>&nbsp;Israel once more immediately to implement the UN and IPU resolutions relating to the question of Palestine and the Middle East crisis;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.&nbsp;&nbsp;<u>Denounces<\/u>&nbsp;the continued Israeli occupation of the Palestinian and other Arab territories since 1967 and inhabitants of the occupied territories, and <u>calls upon<\/u>&nbsp;Israel to allow the return of deportees, to release the detainees arrested for resisting the occupation, to refrain from the policy of terrorism practised by the occupation authorities, to put an end to the illegal exploitation of natural resources and to refrain from changing the geographic and demo-graphic character of the country and from restricting the practice of religious rites in Moslem and Christian holy places;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">7.&nbsp;&nbsp;<u>Strongly deplores<\/u>&nbsp;raids during which Israel used various weapons against Arab States, particularly in the attacks on Lebanon murdering innocent civilians, and <u>demands<\/u>&nbsp;that Israel stop these aggressions and respect Lebanon&#39;s sovereignty, integrity and international borders;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">8.&nbsp;&nbsp;<u>Calls upon<\/u>&nbsp;the permanent members of the UN Security Council to refrain from using their right of veto in order to support or give
