MAIN ISSUES<\/strong>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t&#8226; As per the table below (information provided by UNRWA), the total number of trucks entering Gaza per month has been on a downward trajectory since March 2009. The number of working days has also shown a downward trend. Furthermore the percentage of private sector goods entering Gaza has been rising since July. September which coincides with the Israeli holidays have had a redu ction in working days but also a reduction in truckloads per working day. If the working days are to be fewer due to holidays the number of truckloads should be compensated in other days through increased working hours at the crossing.\n\t\t\t\t<\/div>\n<div style=\"text-align:center;margin-left:20px;\">\n\t\t\t\t<img class=\"lazyload\" decoding=\"async\" src=\"data:image\/svg+xml,%3Csvg%20xmlns%3D%27http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg%27%20width%3D%27567%27%20height%3D%27169%27%20viewBox%3D%270%200%20567%20169%27%3E%3Crect%20width%3D%27567%27%20height%3D%27169%27%20fill-opacity%3D%220%22%2F%3E%3C%2Fsvg%3E\" data-orig-src=\"https:\/\/www.un.org\/unispal\/wp-content\/uploads\/images\/660a3b61eafc46e98525764a00497d95_image1.GIF\" border=\"0\" height=\"169px\" width=\"567px\" \/>\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t&#8226; Logistics Cluster participants are reviewing options to expand the capacity of Karem Shalom however at the time-being beyond its existing capacity however at the time-being the crossing it is not reaching its existing full capacity (150 trucks\/day). In order to meet the basic needs of the population there needs to be an increase in permissions granted for Gaza. In particular the Logistics Cluster calls for an urgent restoration of free and unhindered access of relief items to Gaza in compliance with IHL and existing agreements.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t<strong>2. LOGISTICS COORDINATION AND DELIVERIES:<\/strong>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t<strong>Jerusalem&#8211;Gaza Logistics Cluster<\/strong>: Since 25 January the Logistics Cluster has delivered 6814 pallets of cargo (approx. 6900 MT) of humanitarian cargo to the Gaza Strip through Kerem Shalom crossing, on\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\tbehalf of 33 cluster participants.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:11pt;font-family:EngraversGothic BT, san-serif;\">&#8226; Jerusalem&#8211;Gaza Logistics Cluster Meetings: A meeting was held on 01 October, minutes are posted at <\/span><a href=\"http:\/\/www.logcluster.org\/gaza09a\/coordination\/meeting-minutes\/logistics-cluster-meeting-minutes-1st-october-2009\" style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;\">http:\/\/www.logcluster.org\/gaza09a\/coordination\/meeting-minutes\/logistics-cluster-meeting-minutes-1st-october-2009<\/a>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:11pt;font-family:EngraversGothic BT, san-serif;\">&#8226; Further details on the clearance status of humanitarian cargo are documented at the following link: <\/span><a href=\"http:\/\/www.logcluster.org\/gaza09a\/supply-chain\/clearance-status-of-humanitarian-cargo\" style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;\">http:\/\/www.logcluster.org\/gaza09a\/supply-chain\/clearance-status-of-humanitarian-cargo<\/a>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t&#8226; There is no waiting time for WFP food basket items to enter Gaza. Coordination for transport is achieved 24 hours in advance;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t<strong>3. UPDATE ON COORDINATION WITH COGAT T<\/strong>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t&#8226; Requests for coordination of goods to Gaza are also dwindling (partly due to the difficulties faced also due to donor reluctance to fund projects with no guarantee of access), however, there was one new request this week from Handicap International to coordinate for 42 pallets of NFI for winterization in Gaza.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t&#8226; Coordination for LC coordinated goods to enter Gaza remains slow and arduous with many\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\titems denied from entering Gaza:\n\t\t\t\t<\/div>\n<ul type=\"circle\" style=\"margin-left:20px;margin-top:0px;margin-bottom:0px;\">\n<li style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;\">Merlin Medical equipment is pending approval from the Israeli Civil Administration in Tel Aviv &quot;COGAT&quot; after 100 days delay despite approval from the Israeli MOH and repeated provision of information regarding the cargo.<\/li>\n<\/ul>\n<ul type=\"circle\" style=\"margin-left:20px;margin-top:0px;margin-bottom:0px;\">\n<li style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;\">Care radio antennae&#39;s have been delayed for 168 days and still have no approval from &quot;Southern Command&quot; despite approval from COGAT and the Ministry of Telecommunications<\/li>\n<\/ul>\n<ul type=\"circle\" style=\"margin-left:20px;margin-top:0px;margin-bottom:0px;\">\n<li style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;\">FAO agricultural equipment (fish fodder and pond materials) are not allowed under the current regulations as they are seen to be &quot;creating new livelihood&#39;s&quot; &#8211; all construction material also remains prohibited from entering Gaza leaving hundreds of people in tents. There is one exception &#8211; which is the approval of materials to repair to a Gaza hospital damaged in the fighting &#8211; this one-off approval was reached as part of negotiations between the PM of France and Israel. .. There are continued reports of corruption within the commercial sector to gain access for their goods.<\/li>\n<\/ul>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t<strong>4. PRIORITIES FOR IMPROVEMENT OF DELIVERY OF HUMANITARIAN RELIEF TO GAZA STRIP<\/strong>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\tThe humanitarian community continues to request the following in order to improve access of humanitarian cargo for conflict-affected populations in the Gaza Strip:\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t&#8226; The 22 March 2009 Cabinet decision on lifting of restrictions on food items is enacted into legislation and UconsistentlyU implemented;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t&#8226; Lifting of the prohibition on delivery of materials essential to the implementation of humanitarian programmes (early recovery, shelter, agriculture);\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t&#8226; Rafah crossing is open daily for humanitarian cargo in addition to transfer of medical goods and personnel;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t&#8226; Lighting is installed at the Gaza side of Kerem Shalom crossing;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t&#8226; Construction and use of an additional staging area \/loading bay at the Gaza side of the Kerem Shalom crossing;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t&#8226; Containers are permitted for use at Karni and Kerem Shalom crossings;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:EngraversGothic BT, san-serif;margin-left:20px;\">\n\t\t\t\t&#8226; A system for double-stacking of pallets is implemented at crossings\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:EngraversGothic BT, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Logistics Cluster, 8 October 2009<\/p><\/div>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>oPt LOGISTICS CLUSTER SITREP 11 Sept &#8211; 8 Oct 2009 CONTENTS 1.
