Congratulates <\/i>the Director-General and <i>thanks <\/i>him for the great efforts he is making to ensure that the decisions of the Executive Board and the resolutions of the General Conference are fully implemented;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>2. Having noted <\/i>the Director-General&#8217;s statement in document 161 EX\/INF.16, in particular with respect to the very serious disruption affecting Palestinian educational institutions, and <i>endorsing <\/i>it,<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>3. Greatly concerned <\/i>at the critical situation facing the Palestinian territories, which gravely prejudices Palestinian children&#8217;s right to education because of the sealing off of these territories which hampers the Palestinian education system,<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>4. Highly appreciative <\/i>of the efforts of the international community to halt the violence and safeguard the peace process, which is seriously threatened by these tragic events that have led to major loss of life among schoolchildren,<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>5. Urgently appeals <\/i>to the Israeli authorities to facilitate safe access of Palestinian children to their schools and to allow the functioning of educational establishments;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>6. Expresses the urgent need <\/i>for the Palestino-Israeli peace negotiations to be resumed for a just and comprehensive peace to be speedily brought about in accordance with the United Nations resolutions, to which UNESCO adheres, particular Security Council resolutions 242, 338 and 1322, a peace based on withdrawal from the occupied Arab territories and the principle of land for peace;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>7 Expresses its profound regret <\/i>that the implementation of the third phase of the UNESCO Programme for Palestine (UPP) has been delayed because of the present situation;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>8. Expresses its gratitude <\/i>to the States, organizations, foundations and representatives of the private sector that have contributed to the implementation of the UNESCO Programme for Palestine (UPP);<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>9. Renews its appeal <\/i>to sponsors to contribute generously to financing the reconstruction of Palestinian educational and cultural institutions;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>10. Considers <\/i>that UNESCO&#8217;s action on behalf of the Palestinian people is of major importance and confers on the Organization an important role within the United Nations system in the establishment and consolidation of peace and in the promotion of a culture of peace and dialogue among the peoples;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>11.Warmly thanks <\/i>the Director-General for his efforts to ensure the implementation of 30 C\/Resolution 54 and 162 EX\/Decision 9.2;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>12. Requests <\/i>the Director-General to pay particular attention to the quality of education in the current emergency situation as well as the subsequent revision of the Education and Culture Development Plan in order to ensure the necessary continuation between emergency action and reconstruction and to reflect these activities in the implementation of document 31 C\/5 and subsequent programme and budget documents;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>13. Invites <\/i>the Director-General to continue financial assistance for Palestinian students to pursue their studies;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>14. Expresses the hope <\/i>that the Arabo-Israeli peace negotiations will be resumed and that a just and comprehensive peace is speedily brought about in accordance with the United Nations resolutions, to which UNESCO adheres, particularly Security Council resolutions 242 and 338 based on withdrawal from the occupied Arab territories and the principle of land for peace; <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>15. Also invites <\/i>the Director-General:<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t(a) to continue the efforts he is making vis-&#224;-vis the Israeli authorities with a view to preserving the human and social fabric and safeguarding the Arab cultural identity of the occupied Syrian Golan, in accordance with the relevant resolutions adopted in this regard;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t(b) to continue his efforts vis-&#224;-vis the Israeli authorities so that they cease imposing Israeli curricula on the students of the occupied Syrian Golan, to offer more grants to those students and to provide special assistance to the educational institutions of the Golan;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>16. Reiterates <\/i>all its previous resolutions relating to the occupied Syrian Golan;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>17.Decides <\/i>to include this item in the agenda of its 32nd session.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">___________<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:8pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">1.
