\n\t\t\t\t• 25 August<\/strong>: An IDF unit shot dead five Palestinians (including three children aged 16 and 17 years old) and injured three Palestinians in Tulkarm refugee camp.\n\t\t\t\t<\/div>\n

The houses are shelter for five families, 38 people total including 18 minors.\n\t\t\t\t<\/div>\n
\n\t\t\t\t• 30 August<\/strong>: The IDF demolished two barracks used as shops for building material in Kifl Haris, Salfit.\n\t\t\t\t<\/div>\n
\n\t\t\t\t• 30 August<\/strong>: The IDF demolished a greenhouse in Al Funduq village, Qalqiliya.\n\t\t\t\t<\/div>\n

\n\t\t\t\t– Land levelling around Avnei Khefets settlement continues for the construction of a new fence around the settlement.\n\t\t\t\t<\/div>\n

Qalqiliya Governorate:<\/strong><\/p><\/div>\n

• 24 August<\/strong>: The IDF finished the construction of a new dirt road northeast of Jayyus village to divert farmers to the Falamya Barrier gate 8 kilometres away from Jayyus agricultural gate.<\/p><\/div>\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– The IDF continued levelling land near Immatin village, Qalqiliya, for Barrier construction.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– The IDF continued levelling land north east of Jayyus village to construct a new road that connects Jayyus with Falamya Barrier gate.\n\t\t\t\t<\/div>\n

Salfit Governorate:<\/strong><\/p><\/div>\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– Israeli contractors continued levelling land north of Salfit city, south of Marda village around Ari’el settlement and near Az Zawiya village for Barrier construction.\n\t\t\t\t<\/div>\n

Ramallah \/ Al Bireh Governorate:<\/strong><\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– Land levelling for Barrier construction continues between Budrus to the south of al Midya, and between Kharbatha Bani Harith, Bil’in and Saffa villages (all west Ramallah). Land levelling for Barrier construction also continues between Beituniya and Beit ‘Ur al Fauqa, between At Tira and Beit Duqqu and south of Beit Liqya and north and south of Rantis checkpoint. Fencing (“road protection”) is also being erected at several locations along bypass Road 443.\n\t\t\t\t<\/div>\n

Hebron Governorate:<\/strong><\/p><\/div>\n

\n

• 26 August<\/strong>: The IDF handed over two eviction orders for 13 dunums (1.3 hectares) of agriculture land belonging to Palestinian farmers from the Palestinian village of At Tuwani. The land is farmed with 90 olive trees and has two water cisterns with a capacity of 200 cubic metres. The orders gave the owners 45 days to evict from the area.<\/p><\/div>\n

\n

• 28 August<\/strong>: The IDF issued confiscation orders T\/92\/05 and T\/94\/05 covering 14 square metres of land belonging to Palestinian farmers in areas adjacent to the Israeli settlements of Beit Khagai and Otni’l. The confiscated land will be used to install electronic monitoring cameras around the two settlements.<\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– Land levelling for Barrier construction is ongoing along the southern section of the Green Line, east of Shani settlement, Ar Ramadin, Imneizil, east and west of the Meitar checkpoint and on the western side of Idhna.\n\t\t\t\t<\/div>\n

Bethlehem Governorate:<\/strong><\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– Construction of the Barrier is ongoing in Khallet an Nu’man. Construction on Za’tara bypass road reached the Israeli settlement of Tko’a from the south and Khallet an Nu’man from the north.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– Land levelling and housing construction continues in the settlements of northern Efrat, western Neve Daniel, Giv’at Ha Tamar, El’azara, Har Gilo and Betar Illit B\n\t\t\t\t<\/div>\n

Jerusalem Governorate:<\/strong><\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– The IDF continued levelling land between Har Adar settlement and Beit Surik. Levelling also continues in the area between Qatanna and Kharayib Umm al Lahim villages, between Beit Ijza and Biddu and between Biddu and Beit Iksa villages.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– Construction of the Barrier continued along Road 60 between Qalandiya and Ar-Ram checkpoints. Land levelling to construct a new checkpoint\/terminal located south of the current checkpoint is ongoing.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– Construction and land levelling continued east and west of Qalandiya checkpoint for construction of DCL offices, a parking lot and a road.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– Land levelling and construction of the Barrier continued alongside the road between Jaba’, Hizma and Anata.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– Land levelling is ongoing near the Coptic housing project and in Wadi Ayyad near Neve Yaakov settlement, as well as on the northern side of ‘Anata town.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– Barrier construction is ongoing on the eastern and southern sides of the village and in Sheikh Sa’d.\n\t\t\t\t<\/div>\n

Jericho Governorate:<\/strong><\/p><\/div>\n

• 28 August<\/strong>: The IDF started levelling land to enlarge Al Khamra checkpoint<\/p><\/div>\n

5. <\/strong>Access and Movement for Civilians<\/u><\/strong><\/p><\/div>\n

b) Access to Education<\/strong><\/p><\/div>\n

• The school year will start on 3 September.<\/p><\/div>\n

West Bank<\/strong>: Throughout the reporting period, workers and traders from the West Bank were unable to reach their places of work in Israel as closure has been imposed since the suicide bombing in Netanya city on 12 July.<\/p><\/div>\n

<\/p>\n

\n

The Gaza Strip:<\/strong><\/p><\/div>\n

\n

As of 10 August, the total number of Gaza Strip workers permits was 2,017 including 1,958 with overnight stay; 720 permits were issued to Erez Industrial Estate workers. All workers must be 35 or older and married with children. Overnight stay permits are only issued for workers aged 40 and older.<\/p><\/div>\n

d) Closures\/Movement restrictions<\/strong><\/p><\/div>\n

\n

On 12 July, following the suicide bombing in Netanya, a general closure on the oPt was imposed by the IDF. The closure is still imposed on the West Bank. Israeli restrictions during the evacuation of four settlements in the northern West Bank affected access for some Palestinians in the West Bank, particularly in Nablus and Jenin. Movement restrictions are still in place on Road 60 from Shave Shomeron settlement to Araba junction, on Road 585 from Araba junction to Quffin entrance and on the section of Road 60 from Kadim and Gamin settlements to Jalama Barrier gate.<\/p><\/div>\n

<\/p>\n

\n

Nablus Governorate:<\/strong><\/p><\/div>\n

\n

• Mid July to date<\/strong>: The prohibition is still in effect for residents of Jenin, Tulkarm and Qalqiliya to travel south through Za’atara (Tappouah) checkpoint<\/p><\/div>\n

\n

• 26 August<\/strong>: Major delays occurred at Hamra checkpoint.<\/p><\/div>\n

\n

• 21 August to date<\/strong>: The IDF closed all the entrances connecting Sabastiya village to Road 60 with earth mounds.<\/p><\/div>\n

\n

• 29 August<\/strong>: The IDF closed Huwwara, ‘Awarta, Za’atara and Beit Iba checkpoints from 6.30 am until 9.30 am for all Palestinians.<\/p><\/div>\n

\n

• 29 August<\/strong>: The IDF closed Huwwara checkpoint from 2pm until 4pm. A 14-year-old Palestinian was arrested at the checkpoint carrying pipe bombs.<\/p><\/div>\n

\n

• Shave Shomeron checkpoint remained closed.<\/p><\/div>\n

<\/p>\n

\n

Jenin Governorate:<\/strong><\/p><\/div>\n

\n

• 21 August to date<\/strong>: The IDF closed all the entrances to Ya’bad village with road blocks and earth mounds. Only one alternative road is open toward Jenin city through Kufeirit village.<\/p><\/div>\n

\n

• 21 August to date<\/strong>: The IDF closed Road 585 from Arraba junction to Qaffin junction with three checkpoints preventing Palestinians from travelling on the road. Palestinians are using alternative dirt roads to reach Jenin city.<\/p><\/div>\n

\n

• 21 August to date<\/strong>: The IDF closed Road 60 between Khomesh settlement entrance and Shave Shomeron settlement entrance.<\/p><\/div>\n

<\/p>\n

\n

Tubas Governorate:<\/strong><\/p><\/div>\n

\n

• 28 August<\/strong>: Major delays occurred at Tayasir checkpoint.<\/p><\/div>\n

<\/p>\n

\n

Tulkarm Governorate:<\/strong><\/p><\/div>\n

\n

• 24 August<\/strong>: The IDF opened the tunnel near Kafriat checkpoint under Road 57 allowing Palestinian vehicular movement between Tulkarm city and the villages to the south.<\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– The IDF continues to prevent Palestinians with Israeli IDs from entering Palestinian controlled areas unless they have relatives living in Tulkarm.\n\t\t\t\t<\/div>\n
\n\t\t\t\t– The ‘Anabta gate remained closed for Palestinian vehicular movement.\n\t\t\t\t<\/div>\n

Qalqiliya Governorate:<\/strong><\/p><\/div>\n

\n

• 25 August<\/strong>: The IDF removed the temporary checkpoints along Road 55 from Qalqiliya to Nablus, which were set up in preparation for the evacuation of the four Israeli settlements in the West Bank. Jit junction was opened in all directions for Palestinians movement between Qalqiliya, Tulkarm and Nablus.<\/p><\/div>\n

\n

• 27 August<\/strong>: Israeli settlers closed Road 55 near Kdumim settlement for several hours.<\/p><\/div>\n

<\/p>\n

\n

Salfit Governorate:<\/strong><\/p><\/div>\n

\n

• 25 August<\/strong>: The IDF opened Road 505 from Haris to Zaatara (Tappuah) Junction.<\/p><\/div>\n

<\/p>\n

\n

Ramallah \/ Al Bireh Governorate:<\/strong><\/p><\/div>\n

\n

• 30 August<\/strong>: Temporary arrangements for vehicular and pedestrian traffic are now in place at Qalandiya checkpoint while new construction there continues. The main road through the checkpoint is now closed by a road block. A new section of the Barrier is being built and traffic is<\/p><\/div>\n

\n

being rerouted to a new road to the east that joins the main road between Qalandiya and Jaba'. A temporary fenced walkway is in place for pedestrians.<\/p><\/div>\n

<\/p>\n

\n

Jerusalem Governorate:<\/strong><\/p><\/div>\n

\n

• No major incidents to report.<\/p><\/div>\n

<\/p>\n

\n

Jericho Governorate:<\/strong><\/p><\/div>\n

\n

• Ongoing incidents:<\/p><\/div>\n

\n\t\t\t\t– Palestinian West Bank residents from areas outside of the Jericho Governorate are denied access at Yitav checkpoint near Road 449, north Jericho. Jericho residents can cross the checkpoint from south to north to go to Al Auja. Travel on Road 90 north of Al Auja is not allowed unless they have a special permit from the IDF. Only approximately five Palestinian villages in the north of Jericho District are allowed to travel on Road 90 north of Yitav checkpoint without a permit.\n\t\t\t\t<\/div>\n

Hebron Governorate:<\/strong><\/p><\/div>\n

\n

• 28 to 30 August<\/strong>: After the Palestinian suicide bombing in the Israeli city of Be‘er Sheeva, the IDF deployed flying checkpoints on the main roads and village entrances in the southwest part of the governorate. Movement was particularly restricted on Road 60 and Road 317.<\/p><\/div>\n

\n

• 24 to 30 August<\/strong>: In Imneizel, the construction of the Barrier closed the main road leading to the village.<\/p><\/div>\n

\n

• 28 August<\/strong>: The IDF installed 30 concrete barriers on the right side of the road leading from Al Shohada Street to the Israeli outpost of Tel Rumeida in H2, Hebron city. The new barriers will be used to protect the movement of settlers thereby further restricting Palestinian movement.<\/p><\/div>\n

<\/p>\n

\n

Bethlehem Governorate:<\/strong><\/p><\/div>\n

\n

• 24 to 30 August<\/strong>: The secondary access road created by the IDF for the village of An Nu’man has deteriorated to the point of being unusable by vehicles of Palestinian residents. The road was built as the previous access road has been cut by construction on the Barrier in the area.<\/p><\/div>\n

\n

• 28 August<\/strong>: The IDF closed two minor entrances in the west and south of the Palestinian village of Tuqu’, Bethlehem Governorate.<\/p><\/div>\n

<\/p>\n

\n

West Bank: Reported flying checkpoints<\/strong><\/p><\/div>\n

\n

<\/p><\/div>\n

<\/p>\n

\n

The Gaza Strip:<\/strong><\/p><\/div>\n

\n

• 23 July<\/strong>: (Ongoing) Due to the restricted opening hours at Abu Holi junction, there is heavy traffic congestion.<\/p><\/div>\n

\n

• 24 August<\/strong>: The IDF dismantled and removed the observation posts located at the northern and southern ends of Abu Houli Gush Katif crossing.<\/p><\/div>\n

\n

• 25 August<\/strong>: The IDF dismantled the observation post situated to the west of Netzarim settlement overlooking the coastal road.<\/p><\/div>\n

\n

• 25 August<\/strong>: An IDF bulldozer and an IDF tank entered the Palestinian area west of Kfar Darom settlement. The bulldozer placed sand around two Palestinian houses.<\/p><\/div>\n

\n

• 30 August<\/strong>: The IDF dismantled the observation post to the south of Nisanit settlement opposite An Nada towers in Beit Lahia.<\/p><\/div>\n

<\/p>\n

\n

The Enclosed Areas in the Gaza Strip:<\/strong><\/p><\/div>\n

\n

As-Seafa:<\/strong><\/p><\/div>\n

\n

• Since 13 February 2005, the IDF has permitted Palestinians aged 30 and older residing in As-Seafa to pass in and out without any prior coordination; males and females aged between 16 and 30 are still required to have 48-hours prior coordination. The gate is open two times daily (irregularly) at 7.30am and 2pm. No vehicles are permitted to enter or exit. Coordination for international organisations to enter the area has been problematic. The IDF requires prior coordination in order to bring goods into the area; people are still facing difficulties getting their belongings into and\/or out of the area, despite approved coordination.<\/p><\/div>\n

\n

• During the week, two to three persons each day were prevented from entering the area despite having proper documentation. People are still facing significant difficulties getting their belongings into or outside the area.<\/p><\/div>\n

\n

• 16 August to date<\/strong>: The IDF announced the area as a closed military zone; Palestinian residents of the area are not allowed in or out.<\/p><\/div>\n

\n

• 30 August<\/strong>: IDF allowed four people to leave As Seafa to get fresh food for the community.<\/p><\/div>\n

\n

Al-Mawassi:<\/strong><\/p><\/div>\n

\n

• IDF restrictions remain, with the entry-exit gate at Al Tuffah checkpoint generally open twice daily for limited numbers of Al Mawassi ID holders – from approximately 8am to 1pm, and 2.30pm to 5pm. Males aged 16 to 25 years who are Al Mawassi ID holders are required prior coordination to pass though Al Tuffah checkpoint. Vehicles are not allowed to pass, with some exceptions given for international agencies that have undertaken prior coordination with the IDF.<\/p><\/div>\n

\n

• Tel Es-Sultan checkpoint has remained closed since 14 January 2004.<\/p><\/div>\n

\n

• 5 August to date<\/strong>: Al Tuffah checkpoint was closed in both directions for all Palestinians.<\/p><\/div>\n

• 26 August<\/strong>: During the weekend, four trucks of fresh food supplies were allowed into the area, and about 20 small trucks of agricultural products were allowed out. No people were able to move in or out during the weekend.<\/p><\/div>\n

\n

• 30 August<\/strong>: The IDF opened the Al Tuffah checkpoint from 9am to 11.30am and allowed the Al Mawassi agricultural products out.<\/p><\/div>\n

\n

Ma’ani:<\/strong><\/p><\/div>\n

\n

• Since 20 July 2002, the IDF has prevented all vehicular movement in and out of the Palestinian area adjacent to the Kfar Darom settlement. The IDF has also erected a fence around the area. The area remains a closed military zone, following a suicide attack on 27 February 2004.<\/p><\/div>\n

\n

• Movement is restricted by the IDF with the entry-exit gate generally open four times daily for Al Ma’ani ID holders only from 6.30am to 7.30am, 10.30am to 11.30am, 1pm to 2pm, and 4pm to 5pm. Access for international organisations into the area remains problematic.<\/p><\/div>\n

\n

• 27 August<\/strong>: The IDF opened the gate at 6:30am and allowed people to leave. At 1:30pm, the IDF opened the gate to allow people to enter.<\/p><\/div>\n

\n

Abu Nahiya<\/strong>:<\/p><\/div>\n

\n

• A fence was placed around the Abu Nahiya area, south of Kfar Darom settlement, in the corner of Kissufim Road and Salah Eddin Street. Approximately 16 families reside in the area. No vehicles are allowed in or out of the area. The fence is open 24 hours for residents.<\/p><\/div>\n

\n

Abu al-Ajin Area<\/strong>:<\/p><\/div>\n

\n

• Several Palestinian families live isolated and fenced in north and south of Kissufim Road in the Abu al-Ajin area. The families have their own keys to the gate in the fence; however, their movement is restricted to opening hours three to four times daily. The area is unreachable by vehicles.<\/p><\/div>\n

6. Additional Protection Issues<\/strong><\/p><\/div>\n

\n

• During the week, a total of 11 homemade rockets, mortar shells and anti tank missiles were fired from different locations inside the Gaza Strip toward Israeli-controlled areas and nearby Israeli towns, IDF installations and Karni.<\/p><\/div>\n

\n

• 28 August<\/strong>: The ICRC resumed family visits from Tulkarm, Qalqiliya and Salfit, Nablus, Jenin and Tubas governorates to Palestinian prisoners in Israeli prisons after a halt last week during the evacuation of settlements in the northern West Bank.<\/p><\/div>\n

\n

• 26 August<\/strong>: A road side bomb went off near an IDF vehicle that was patrolling near the border fence north of Sufa crossing, the Gaza Strip.<\/p><\/div>\n

\n

• 24 to 30 August<\/strong>: Throughout the week, Israeli settlers from Tel Remeida and Kiryat Arba settlements threw stones at Palestinian homes and pedestrians in H2 of Hebron city.<\/p><\/div>\n
