Some Member States had called in the plenary Assembly for the United Nations to play a more decisive role. There were many delicate political aspects to the problem, but it was also essential to focus on the humanitarian one. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) played a vital role in providing basic services to a community of approximately <br \/>\n5 million registered refugees scattered throughout the Middle East. However, the Agency was underfunded and there was a serious cash deficit, making it increasingly unable to keep pace with the growing needs of the community it served.
