SecGen summary statement &#8211; Addendum"},"content":{"rendered":"<div>\n<div style=\"color:#000000;text-align:center;padding-top:12px;font-size:12pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>Summary statement by the Secretary-General on matters of<br \/>\nwhich the Security Council is seized and on the stage reached<br \/>\nin their consideration<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:center;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>Addendum<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;The list of items of which the Security Council is seized is contained in documents S\/2002\/30 of 15 March 2002, S\/2002\/30\/Add.1 of 22 March 2002, S\/2002\/30\/Add.2 of 25 March 2002, S\/2002\/30\/Add.3 of 26 March 2002, S\/2002\/30\/Add.5 of 1 April 2002, S\/2002\/30\/Add.13 of 9 April 2002, S\/2002\/30\/Add.23 of 21 June 2002, S\/2002\/30\/Add.27 of 19 July 2002 and S\/2002\/30\/Add.36 of 20 September 2002.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;During the week ending 28 September 2002, the Security Council, at its 4616th meeting, held on 26 September 2002, considered its draft report to the General Assembly covering the period from 16 June 2001 to 31 July 2002.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;The Security Council adopted the draft report, as corrected, without a vote, and the decision was reflected in a note by the President of the Council (S\/2002\/1068).<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;Also during the week ending 28 September 2002, the Security Council took action on the following items:<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>&nbsp;&nbsp;&nbsp;&nbsp;The situation in the Middle East, including the Palestinian question <\/strong>(<i>&nbsp;see<\/i>&nbsp;S\/2000\/40\/Add.39, 44, 46, 47 and 50; S\/2001\/15\/Add.5, 22, 31 and 48; and S\/2002\/30\/Add.4, 21 and 30)<\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;&nbsp;By a letter dated 20 September 2002 addressed to the President of the Security Council (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/5BC1F5AD5867E0E685256C3F004F3CAE.pdf\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">S\/2002\/1055<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">), the Permanent Observer of Palestine to the United Nations, acting in his capacity as Chairman of the Group of Arab States for the month of September 2002, and on behalf of the States members of the League of Arab States, requested the convening of an immediate meeting of the Security Council to consider &#8220;the continued escalation of the Israeli military aggression against the Palestinian people and the Palestinian Authority in total disregard of the resolutions of the Security Council, in particular resolutions <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/A6205D0F6A75F92C85256B8E00542B01.pdf\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">1402 (2002)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;and <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/4CEBF3AED5FCA54885256B920053BB30.pdf\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">1403 (2002)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&#8221;. The Arab Group requested the Council to consider &#8220;the adoption of the necessary immediate measures to ensure an end to the current tragic situation and the implementation of the Security Council resolutions referred to above&#8221;.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;By a note verbale dated 20 September 2002 addressed to the President of the Security Council (S\/2002\/1056), the Permanent Representative of the Syrian Arab Republic supported the convening of an immediate meeting of the Security Council as requested by the Chairman of the Group of Arab States for the month of September 2002, to consider the latest developments in the occupied Palestinian territories.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;The Security Council resumed its consideration of the item at its 4614th meeting, held on 23 and 24 September 2002, in accordance with the aforementioned request. There were two suspensions and two resumptions of the meeting.<\/p><\/div>\n<div style=\"text-align:justify;padding-top:12px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:12pt;font-family:Courier, serif, monospace;\">&nbsp;<\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;The President, with the consent of the Council, invited the representatives of Algeria, Bahrain, Bangladesh, Cuba, Denmark, Egypt, India, the Islamic Republic of Iran, Israel, Jordan, the Libyan Arab Jamahiriya, Malaysia, Pakistan, Qatar, Saudi Arabia, South Africa, Sudan, Tunisia and Turkey, at their request, to participate in the discussion without the right to vote.<\/span><\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;&nbsp;In response to the request contained in a letter dated 23 September 2002 from the Permanent Observer of Palestine to the United Nations addressed to the President of the Security Council (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/FF8EC140352BFB4385256C40004CED9F.pdf\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">S\/2002\/1058<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">), the President, in accordance with the provisional rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the discussion.<\/span><\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;The meeting was suspended.<\/span><span style=\"color:#000000;font-size:13pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;Upon resumption of the meeting, the President, with the consent of the Council, invited the representatives of Cyprus, Indonesia, Iraq, Mauritania, Morocco and Nepal, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;&nbsp;In response to the request contained in a letter dated 23 September 2002 from the Permanent Representative of the Syrian Arab Republic to the United Nations (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/FE952A257AB929F085256C400053D7CB.pdf\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">S\/2002\/1060<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">), the President extended an invitation under rule 39 of the Council&#8217;s provisional rules of procedure to Yahya Mahmassani, Permanent Observer of the League of Arab States to the United Nations.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;In response to the request contained in a letter dated 23 September 2002 from the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, the President extended an invitation under rule 39 of the Council&#8217;s provisional rules of procedure to the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, Papa Louis Fall.<\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;&nbsp;In response to the request contained in a letter dated 23 September 2002 from the Permanent Representative of C&#244;te d&#8217;Ivoire to the United Nations (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/F21B8F76C4F1D5FF85256C40004D392F.pdf\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">S\/2002\/1059<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">), the President extended an invitation under rule 39 of the Council&#8217;s provisional rules of procedure to Amadou K&#233;b&#233;, Permanent Observer of the African Union to the United Nations.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;The meeting was suspended.<\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;&nbsp;Upon resumption of the meeting, on 24 September 2002, the President drew attention to a draft resolution (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/B9500D6B9238885D85256C400054771D.pdf\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">S\/2002\/1063<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">) that had been submitted by Bulgaria, France, Ireland, Norway and the United Kingdom of Great Britain and Northern Ireland.<\/span><\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;&nbsp;The Security Council proceeded to vote on draft resolution S\/2002\/1063, which was adopted as resolution <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/2557B4ED9525563485256C3F004BBF4E.pdf\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">1435 (2002)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, President, with the consent of the Council, invited the representative of Sierra Leone, at his request, to participate in the discussion without the right to vote.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;The President drew attention
