A.  Draft resolutions for adoption by the Council<\/strong><\/p><\/div>\n

\n

1.   The Commission on the Status of Women recommends to the Economic and Social Council the adoption of the following draft resolutions:<\/p><\/div>\n

  The Economic and Social Council<\/i>,<\/p><\/div>\n

\n

 <\/span> Having considered with appreciation <\/i><\/span>section III.A concerning the situation of Palestinian women and assistance provided by organizations of the United Nations system, contained in the report of the Secretary-General<\/span> <\/sup><\/span>1<\/u><\/sup><\/a> on the follow-up to and implementation of the Beijing Declaration <\/span>2<\/u><\/sup><\/a> <\/span>and Platform for Action, <\/span>3<\/u><\/sup><\/a> <\/span><\/p><\/div>\n

\n

 <\/span> Recalling <\/i><\/span>the Nairobi Forward-looking Strategies for the Advancement of Women, <\/span>4<\/u><\/sup><\/a> <\/span>in particular paragraph 260 concerning Palestinian women and children, the Beijing Platform for Action adopted at the Fourth World Conference on Women, and the special session of the General Assembly entitled “Women 2000: gender equality, development and peace for the twenty-first century”, <\/span>5<\/u><\/sup><\/a> <\/span><\/p><\/div>\n

\n

 Recalling also <\/i>its resolution 2000\/23 of 28 July 2000 and other relevant United Nations resolutions,<\/p><\/div>\n

\n

 <\/span>Recalling further <\/i><\/span>the Declaration on the Elimination of Violence against Women <\/span>6<\/u><\/sup><\/a> <\/span>as it concerns the protection of civilian populations,<\/span><\/p><\/div>\n

\n

 Stressing <\/i>the need for compliance with the existing Israeli-Palestinian agreements concluded within the context of the Middle East peace process and the need to resume peace negotiations, as soon as possible, in order to reach a final settlement,<\/p><\/div>\n

\n

 Concerned <\/i>about the deterioration of the situation of Palestinian women in the Occupied Palestinian Territory, including Jerusalem, and about the severe consequences of continuous illegal Israeli settlements activities as well as the harsh economic conditions and other consequences for the situation of Palestinian women and their families, resulting from the frequent closures and isolation of the occupied territory,<\/p><\/div>\n

\n

 Expressing its condemnation<\/i> of acts of violence, especially the excessive use of force against Palestinians, resulting in injury and loss of human life,<\/p><\/div>\n

\n

 1.   Calls upon <\/i>the concerned parties, as well as the entire international community, to exert all the necessary efforts towards ensuring the immediate resumption of the peace process on its agreed basis, taking into account the common ground already gained, and calls for measures for tangible improvements in the difficult situation on the ground and living conditions faced by Palestinian women and their families;<\/p><\/div>\n

\n

 2.  Reaffirms <\/i>that the Israeli occupation remains a major obstacle for Palestinian women with regard to their advancement, self-reliance and integration in the development planning of their society;<\/p><\/div>\n

\n

 3.  <\/span>Demands <\/i><\/span>that Israel, the occupying Power, comply fully with the provisions and principles of the Universal Declaration of Human Rights, <\/span>7<\/u><\/sup><\/a> <\/span>the Regulations annexed to the Hague Convention of 1907 <\/span>8<\/u><\/sup><\/a> <\/span>and the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, <\/span>9<\/u><\/sup><\/a> in order to protect the rights of Palestinian women and their families; <\/span><\/p><\/div>\n

\n

 4.  Calls upon <\/i>Israel to facilitate the return of all refugees and displaced Palestinian women and children to their homes and properties, in compliance with the relevant United Nations resolutions;<\/p><\/div>\n

\n

 5.  Urges <\/i>Member States, financial organizations of the United Nations system, non-governmental organizations and other relevant institutions to intensify their efforts to provide financial and technical assistance to Palestinian women, especially during the transitional period;<\/p><\/div>\n

\n

 6.   Requests <\/i>the Commission on the Status of Women to continue to monitor and take action with regard to the implementation of the Nairobi Forward-looking Strategies for the Advancement of Women, in particular paragraph 260 concerning Palestinian women and children, the Beijing Platform for Action, and the special session of the General Assembly entitled “Women 2000: gender equality, development and peace for the twenty-first century”;<\/p><\/div>\n

\n

 7.   Requests <\/i>the Secretary-General to continue to review the situation and to assist Palestinian women by all available means, and to submit to the Commission on the Status of Women at its forty-sixth session a report on the progress made in the implementation of the present resolution.<\/p><\/div>\n

    The situation of and assistance to Palestinian women<\/strong><\/p><\/div>\n

\n

30.   At the 10th meeting, on 12 March, the representative of the Islamic Republic of Iran, on behalf of the States Members of the United Nations that are members of the Group of 77 and China, introduced a draft resolution entitled “The situation of and assistance to Palestinian women” (<\/span>E\/CN.6\/2001\/L.2<\/a>). <\/span><\/p><\/div>\n

\n

31.   At the 16th meeting, on 17 March, the Commission had before it the text of a revised draft resolution (<\/span>E\/CN.6\/2001\/L.2\/Rev.1<\/a>), by which:<\/span><\/p><\/div>\n

\n

 (a)   The fifth preambular paragraph, which read:<\/p><\/div>\n

\n\t\t\t\t“Stressing<\/i> the need for compliance with the existing Israeli-Palestinian agreements reached within the context of the Middle East peace process,”\n\t\t\t\t<\/div>\n
\n

was revised to read:<\/p><\/div>\n

\n\t\t\t\t “Stressing<\/i> the need for compliance with the existing Israeli-Palestinian agreements concluded within the context of the Middle East peace process and the need to resume peace negotiations, as soon as possible, in order to reach a final settlement,”;\n\t\t\t\t<\/div>\n
\n

 (b)   The seventh preambular paragraph, which read:<\/p><\/div>\n

\n\t\t\t\t “Gravely concerned in particular<\/i> at the excessive use of force by the Israeli occupying forces against Palestinian civilians, especially children, which in the last few months has resulted in scores of Palestinian deaths and injuries,”\n\t\t\t\t<\/div>\n

was revised to read: <\/p><\/div>\n

\n\t\t\t\t “Expressing<\/i> its condemnation of acts of violence, especially the excessive use of force against Palestinians, resulting in injury and loss of human life,”;\n\t\t\t\t<\/div>\n

 (c)   In operative paragraph 1, the words “taking into account the common ground already gained” were inserted after the words “agreed basis”. <\/p><\/div>\n

\n

32.   The Commission was advised that the revised draft resolution contained no programme budget implications.<\/p><\/div>\n

\n

33.   At the same meeting, the Commission approved the draft resolution by a recorded vote of 31 to 1, with 1 abstention, and recommended it to the Economic and Social Council for adoption (see chap. I, sect. A, draft resolution I). The voting was as follows:<\/p><\/div>\n
