AND ON THE STAGE REACHED IN THEIR CONSIDERATION<\/p><\/div>\n

Addendum<\/u><\/p><\/div>\n

\n

\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The list of items of which the Security Council is seized is contained in document S\/17725 of 8 January 1986, S\/17725\/Add.5 of 18 February 1986, S\/17725\/Add.12 of 15 April 1986, S\/17725\/Add.14 of 23 April 1986, S\/17725\/Add.15 of 30 April 1986, S\/17725\/Add.26 of 16 July 1986, S\/17725\/Add.30 of 11 August 1986, S\/17725\/Add.42 of 31 October 1986 and S\/17725\/Add.46 of 26 November 1986.<\/p><\/div>\n

\t<\/span>During the week ending 6 December 1986, the Security Council took action on the following item:<\/p><\/div>\n

\t<\/span>In a letter dated 4 December 1986 addressed to the President of the Security Council (S\/18501<\/span><\/a><\/a><\/a>), the Permanent Representative of Zimbabwe and Chairman of the Co-ordinating Bureau of the Movement of Non-Aligned Countries requested that an immediate meeting of the Security Council be convened to consider the situation in the Israeli-occupied Palestinian and other Arab territories, including Jerusalem.<\/span><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The Security Council resumed its consideration of the item at its 2724th meeting, held on 5 December 1986, on the basis of the above requests:<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>In the course of the meeting, the President, with the consent of the Council, invited the representatives of Egypt, Israel, Jordan, Kuwait, Morocco and Zimbabwe, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The President drew attention to the request contained in the letter dated 5 December 1986 from the United Arab Emirates (S\/18504<\/span><\/a>) that the Permanent Observer of the Palestine Liberation Organization (PLO) to the United Nations be invited to participate in the debate.  He said that that proposal was not formulated under rules 37 or 39 of the provisional rules of procedure of the Security Council but that, if the Council were to adopt the proposal, the invitation would confer on the PLO the same rights of participation as those conferred on Member States invited pursuant to rule 37.<\/span><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Following discussion, the Security Council adopted the proposal by 10 votes to 1 (United States of America), with 4 abstentions (Australia, Denmark, France and United Kingdom of Great Britain and Northern Ireland).<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>In response to the request dated 5 December 1986 from the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People with the consent of the Council, extended an invitation under rule 39 of the Council's provisional rules of procedure to the Chairman of that Committee.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Also, in response to a request dated 5 December 1986 from the Permanent Representative of the United Arab Emirates to the United Nations (S\/18505), the Security Council extended an invitation under rule 39 of its provisional rules of procedure to Mr. Clovis Maksoud.<\/p><\/div>\n
