24.  <\/span>Mr. EL KHAZEN<\/u><\/span> (Observer for Lebanon), referring to the statement made by the observer for Israel on Security Council resolution <\/span>425 (1978)<\/a> and the withdrawal of the Israeli army from southern Lebanon in exchange for security arrangements, said that his Government categorically rejected the conditions that Israel set for the withdrawal of its troops, stressing that the Israeli proposal violated Lebanon's sovereignty and that resolution 425 (78) did not provide for security arrangements. The aim of the Government of Israel in trying to get the Lebanese security forces to act was to strengthen its security; its proposal was even an invitation to punish the resistance which had defended Lebanon and to compensate those who had defended Israel. The Government of Israel was thus trying to regain prestige in the eyes of the international community. It was regrettable that the observer for Israel had not referred to the fate of prisoners in Israeli prisons, who were being subjected to torture, or to the decision by the Israeli High Court, which regarded prisoners as hostages and bargaining chips. <\/span><\/p><\/div>\n

27.  Mr. NSEIR<\/u> (Observer for the Syrian Arab Republic) said that, at the preceding meeting, Israel had denied making statements based purely and simply on disinformation. Yet it was plain that all of Israel's statements were based on lies. When Israel said it was prepared to negotiate with the Syrian Arab Republic without any preconditions, its sole aim was to undermine the process begun in Madrid in 1991 in the framework of the Peace Conference on the Middle East. The Syrian Arab Republic, for its part, wanted nothing but peace in conformity with United Nations resolutions and the principle of “land for peace”, which was predicated on Israel's complete withdrawal from the occupied Syrian Golan and compliance with all other relevant undertakings. The decisions of the Israel Cabinet had robbed Security Council resolution 425 (1978), which called for Israel's withdrawal from Southern Lebanon and the Bekaa region, of all meaning. The Syrian Arab Republic believed that the path to real peace was clear and that it must, of necessity, pass through Damascus. <\/p><\/div>\n
