Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.<\/p><\/div>\n

In a letter dated 22 November 1983 addressed to the President of the Security Council (S\/16178), the representative of France requested that an urgent meeting of the Security Council be convened to consider the situation in northern Lebanon.<\/p><\/div>\n

<\/p>\n

\n

The Security Council resumed its consideration of the item at its 2501st meeting, held on 23 November 1983, on the basis of the request from France.<\/p><\/div>\n

<\/p>\n

\n

The President called attention to a draft resolution (S\/16179) which had been prepared in the course of the Council’s consultations.<\/p><\/div>\n

<\/p>\n

\n

The Security Council then voted on the draft resolution (S\/16179) and adopted it by 15 votes in favour to none against as resolution 542 (1983).<\/p><\/div>\n

<\/p>\n

\n

Resolution 542 (1983) reads as follows:<\/p><\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>The Security Council<\/u>,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Having considered<\/u> the situation prevailing in northern Lebanon,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Recalling<\/u> the statement made on this question by the President of the Council on 11 November 1983 (S\/16142),\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Deeply concerned<\/u> by the intensification of the fighting, which continues to cause much suffering and great loss of human life,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>1.\t<\/span>Deplores<\/u> the loss of human life caused by the events taking place in northern Lebanon;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Reiterates<\/u> its call for the strict respect for the sovereignty, political independence and territorial integrity of Lebanon within its internationally recognized boundaries;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>3.\t<\/span>Requests<\/u> the parties concerned immediately to accept a cease-fire and scrupulously to observe the cessation of hostilities;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>4.\t<\/span>Invites<\/u> the parties concerned to settle their differences exclusively by peaceful means and to refrain from the threat or use of force;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>5.\t<\/span>Pays tribute<\/u> to the work done by the United Nations Relief and Works Agency for Palestine Refugees in the Near East and by the International Committee of the Red Cross in providing emergency humanitarian assistance to the Palestinian and Lebanese civilians in Tripoli and its surroundings;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>6.\t<\/span>Calls upon<\/u> the parties concerned 51ÁÔÆæ the provisions of this resolution;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>7.\t<\/span>Requests<\/u> the Secretary-General to follow the situation in northern Lebanon, to consult with the Government of Lebanon, and to report to the Council, which remains seized of the question.\n\t\t\t\t<\/div>\n
