font-size:smaller\">\t<\/span><u>Mr. BENTURA<\/u>&nbsp;(Observer for Israel) said that rights over natural resources and other issues mentioned in draft resolution E\/1999\/L.32 were covered extensively in the Israeli-Palestinian Interim Agreement, signed on 28 September 1995.&nbsp;&nbsp;The new Government of Israel was determined to reach a final peace settlement with the Palestinians, leading towards a comprehensive peace in the Middle East.&nbsp;&nbsp;The draft resolution in question aimed to predetermine the outcome of issues to be directly negotiated between the parties themselves.&nbsp;&nbsp;It was politically-motivated, discriminatory towards Israel and superfluous, and any delegation supporting peace should vote against it.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. RAMLAWI<\/u>&nbsp;(Observer for Palestine) said that the problems mentioned in draft resolution E\/1999\/L.32 represented the living situation of the Palestinian people today.&nbsp;&nbsp;New settlements continued to be built, despite warnings by the Palestinian Authority that they were not only a violation of international law but an obstacle to peace.&nbsp;&nbsp;The remarks of the observer for Israel were for the time being mere intentions.&nbsp;&nbsp;He therefore invited the members of the Council to adopt draft resolution E\/1999\/L.32.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>At the request of the delegation of the United States of America, a vote was taken by roll-call on draft resolution E\/1999\/L.32<\/u>.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><u>Mrs. KING<\/u><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;(United States of America) said it was regrettable that the Council had found nothing more to contribute to the prospects for peace than rhetoric which was entirely out of step with rapidly emerging developments in the region.&nbsp;&nbsp;Besides being misguided, draft resolution E\/1999\/L.32 was discriminatory towards one of the parties.&nbsp;&nbsp;Security Council resolutions <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/59210CE6D04AEF61852560C3005DA209.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">242 (1967)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;and <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/7FB7C26FCBE80A31852560C50065F878.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">338 (1973)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">, as well as the principle of land for peace, remained the sole basis for a just, lasting and comprehensive peace in the region.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. DEMBRI<\/u>&nbsp;(Algeria), speaking on behalf of the sponsors of the draft resolution, thanked all the delegations which had voted for a text which was in the interest of peace between two great peoples, namely the Israelis and the Palestinians.&nbsp;&nbsp;The time had come to give a mistreated people the chance to build a house of peace for all.&nbsp;&nbsp;The resolution was a promising sign of the future for everyone, including the international community, which endeavoured constantly to achieve collective security.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre;
