font-size:smaller\">\t<\/span><u>The agenda was adopted<\/u>.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">ADOPTION OF DRAFT RESOLUTIONS ON THE QUESTION OF PALESTINE<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. GAUCI<\/u>&nbsp;(Malta), Rapporteur, recalled that, at the preceding meeting of the Committee, five draft resolutions had been submitted for consideration.&nbsp;&nbsp;At that meeting, it had been decided that the Bureau would consult with the representative of the Palestine Liberation Organization and consider the views expressed by the members of the Committee with a view to the further elaboration of those draft resolutions.&nbsp;&nbsp;The Committee had before it the revised version of those five draft resolutions.&nbsp;&nbsp;It was hoped that the Committee would be able to adopt the draft resolutions at the current meeting so that they could be submitted to the General Assembly for consideration.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. WATTERSON<\/u>&nbsp;(Secretary of the Committee) said that there were a number of editorial changes to be made in draft resolution C.&nbsp;&nbsp;The phrase &quot;as stated in paragraph (a) above&quot; should be added at the end of paragraph 3 (f).&nbsp;&nbsp;The word &quot;International&quot; should be inserted before the word &quot;Peace&quot; in the penultimate line of paragraph 4.&nbsp;&nbsp;The phrase &quot;initiate consultations so as to&quot; should be deleted from paragraph 6.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>The CHAIRMAN<\/u>&nbsp;said that, if he heard no objection, he would take it that the Committee wished to adopt the draft resolutions seriatim without a vote.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Draft resolutions A and B<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Draft resolutions A and B were adopted without a vote<\/u>.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Draft resolution C<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. TARASYUK<\/u>&nbsp;(Ukrainian Soviet Socialist Republic) said that his delegation preferred the original wording of paragraph 4 as it had been submitted by the group of eight and discussed in the Committee.&nbsp;&nbsp;He therefore proposed that the phrase &quot;other permanent members of&quot; in paragraph 4 should be deleted.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">7.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. BUSCH<\/u>&nbsp;(German Democratic Republic) said that his delegation supported the amendment proposed by the representative of the Ukrainian Soviet Socialist Republic.&nbsp;&nbsp;The original wording of paragraph 4 was more in line with the Geneva Declaration on the Question of Palestine.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">8.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. ELHOFARI<\/u>&nbsp;(Libyan Arab Jamahiriya) said that his delegation had strong reservations with regard to paragraph 3, particularly the endorsement of the call for convening an International Peace Conference on the Middle East, in view of the increasing intransigence of the Zionist entity.&nbsp;&nbsp;His delegation did not support paragraph 3 (f), which implied recognition of the Zionist entity.&nbsp;&nbsp;The wording of paragraph 4 was unclear, because there was no specific reference to the States which were parties to the Arab-Israeli conflict.&nbsp;&nbsp;Under the Pact of the League of Arab States, all Arab States were in a state of war with Israel.&nbsp;&nbsp;Lastly, his delegation also had reservations with regard to paragraphs 5 and 6.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">9.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. TERZI<\/u>&nbsp;(Observer, Palestine Liberation Organization) said that he fully supported the proposal made by the representative of the Ukrainian Soviet Socialist Republic.&nbsp;&nbsp;He had participated in the elaboration of draft resolutions C, D and E in co-operation with the group of eight.&nbsp;&nbsp;At the International Conference on the Question of Palestine in Geneva, the PLO had suggested the convening of an International Peace Conference on the Middle East and was fully aware of the importance of the time factor in achieving a just solution to the problem of Palestine.&nbsp;&nbsp;It was gratifying to note that the international community supported the call for convening such a conference.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">10.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>His delegation fully supported the proposal made by the representative of the Ukrainian Soviet Socialist Republic.&nbsp;&nbsp;It was his understanding that the General Assembly would invite all States which considered themselves parties to the Arab-Israeli conflict.&nbsp;&nbsp;According to the Geneva Declaration on Palestine, the Security Council had a primary responsibility to create appropriate institutional arrangements on the basis of relevant United Nations resolutions in order to guarantee and to carry out the accords of the international peace conference.&nbsp;&nbsp;The Security Council, therefore, had an important role to play in that regard.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">11.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>The CHAIRMAN<\/u>&nbsp;said that, if he heard no objection, he would take it that the Committee wished to adopt draft resolution C as amended by the representative of the Ukrainian Soviet Socialist Republic without a vote.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">12.<span class=\"Apple-tab-span\" style=\"white-space:pre;
