Lebanon: revised draft resolution<\/u><\/p><\/div>\n

<\/p>\n

\n

The Security Council,<\/u><\/p><\/div>\n

<\/p>\n

\n

Reaffirming <\/u>Security Council resolutions 425 (1978), 426 (1978), 501 (1982), 508 (1982), 509 (1982), 512 (1932) and 520 (1962), as well as all its resolutions on the situation in Lebanon,<\/p><\/div>\n

<\/p>\n

\n

Having heard <\/u>the statement of the Permanent Representative of Lebanon, and noting with great concern the deterioration of the situation in southern Lebanon as a result of the Israeli acts of violence and abusive practices and measures,<\/p><\/div>\n

<\/p>\n

\n

Recalling <\/u>the relevant provisions of the Universal Declaration of Human Rights and stressing the humanitarian principles of the Fourth Geneva Convention of 12 August 1949,<\/p><\/div>\n

<\/p>\n

\n

1. Strongly deplores <\/u>the Israeli acts of violence as well as abusive practices and measures against the civilian population in southern Lebanon, which are in violation of the rules and principles of international law, in particular the provisions of the Geneva Convention of 12 August 1949;<\/p><\/div>\n

<\/p>\n

\n

2. Reaffirms <\/u>the urgent need to implement the provisions of the Security Council resolutions on Lebanon, and in particular resolutions 425 (1973), 503 (1962), and 509 (1932), which demand that Israel withdraw all its military forces forthwith and unconditionally to the internationally recognized boundaries cf Lebanon:<\/p><\/div>\n

<\/p>\n

3. Reiterates <\/u>its call for strict respect for the sovereignty, independence, unity and territorial integrity of Lebanon within its internationally recognized boundaries;<\/p><\/div>\n

<\/p>\n

\n

4. Demands <\/u>that Israel desist forthwith from its practices and measures against the civilian population in southern Lebanon, which impede the restoration of normal conditions in the area and threaten the reconciliation efforts towards restoring peace and security in the whole country;<\/p><\/div>\n

<\/p>\n

\n

5. Decides <\/u>to keep the situation under review and requests the Secretary-General to report to the Council as appropriate.<\/p><\/div>\n

The security Council on 17 January 1986 voted on the draft resolution as follows:<\/p><\/div>\n

In favour:<\/strong> Bulgaria, China, Congo, France, Ghana, Madagascar, Thailand, Trinidad and Tobago, Union of Soviet Socialist Republics, United Arab Emirates, Venezuela.<\/p><\/div>\n

\n

Against:<\/strong> United States of America.<\/p><\/div>\n
