I.  INTRODUCTION<\/p><\/div>\n

<\/p>\n

1.\t<\/span>At its 4th plenary meeting, on 19 September 1997, the General Assembly, on the recommendation of the General Committee, decided to include in the agenda of its fifty-second session the item entitled "United Nations Relief and Works Agency for Palestine Refugees in the Near East" and to allocate it to the Special Political and Decolonization Committee (Fourth Committee).<\/p><\/div>\n

<\/p>\n

\n

2.\t<\/span>The Fourth Committee considered the item at its 21st, 22nd and 25th meetings, on 24 and 26 November 1997 (see A\/C.4\/52\/SR.21, 22 and 25).  The general debate on the item was held at the 21st and 22nd meetings, on 24 November (see A\/C.4\/52\/SR.21 and 22).<\/p><\/div>\n

4.\t<\/span>At its 21st meeting, on 24 November, the Committee heard a statement by the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), who introduced his report (see A\/C.4\/52\/SR.21).<\/p><\/div>\n

5.\t<\/span>At the same meeting, the representative of Norway, in his capacity as Rapporteur of the Working Group on the Financing of UNRWA, introduced the report of the Working Group (see A\/C.4\/52\/SR.21).<\/p><\/div>\n

6.\t<\/span>Also at the same meeting, the Permanent Observer of Palestine made a statement (see A\/C.4\/52\/SR.21).<\/p><\/div>\n

<\/p>\n

7.\t<\/span>At the 22nd meeting, on 24 November, the Commissioner-General of UNRWA made a concluding statement (see A\/C.4\/52\/SR.22).<\/p><\/div>\n

II.  CONSIDERATION OF PROPOSALS<\/p><\/div>\n

A.  Draft resolution A\/C.4\/52\/L.10<\/u><\/p><\/div>\n

8.\t<\/span>At the 25th meeting, on 26 November, the representative of Luxembourg, on behalf of the States Members of the United Nations that are members of the European Union, introduced a draft resolution entitled "Assistance to Palestine refugees" (A\/C.4\/52\/L.10).  At the same meeting, Senegal<\/u> joined in sponsoring the draft resolution.<\/p><\/div>\n

9.\t<\/span>At the same meeting, the representatives of the Libyan Arab Jamahiriya and Swaziland made statements (see A\/C.4\/52\/SR.25).<\/p><\/div>\n

\t<\/span>9.\t<\/span>Notes<\/u> that the new context created by the signing of the Declaration of Principles on Interim Self-Government Arrangements by the Government of the State of Israel and the Palestine Liberation Organization 23<\/u>\/ and subsequent implementation agreements has had major consequences for the activities of the Agency, which is henceforth called upon, in close cooperation with the United Nations Special Coordinator in the Occupied Territories, the specialized agencies and the World Bank, to continue to contribute towards the development of economic and social stability in the occupied territory;<\/p><\/div>\n

\t<\/span>10.\t<\/span>Notes also<\/u> that the functioning of the Agency remains essential in all fields of operation;<\/p><\/div>\n

\t<\/span><\/span>Recalling in particular<\/u><\/span> its resolution <\/span>394 (V)<\/a> of 14 December 1950, in which it directed the Conciliation Commission, in consultation with the parties concerned, to prescribe measures for the protection of the rights, property and interests of the Palestine Arab refugees,<\/span><\/p><\/div>\n

\t<\/span>Taking note<\/u> of the completion of the programme of identification and evaluation of Arab property,  as  announced by the Conciliation Commission in its twenty-second progress report,29<\/u>\/ and of the fact that the Land Office had a schedule of Arab owners and file of documents defining the location, area and other particulars of Arab property,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Recalling<\/u> that in the framework of the Middle East peace process the Palestine Liberation Organization and the Government of Israel agreed, in the Declaration of Principles on Interim Self-Government Arrangements of 13 September 1993,30<\/u>\/ to commence negotiations on permanent status issues, including the important issue of the refugees, and calling for the commencement of those negotiations,<\/p><\/div>\n

<\/p>\n

\t<\/span>1.\t<\/span>Reaffirms<\/u> that the Palestine Arab refugees are entitled to their property and to the income derived therefrom, in conformity with the principles of justice and equity;<\/p><\/div>\n

\t<\/span>2.\t<\/span>Requests<\/u> the Secretary-General to take all appropriate steps, in consultation with the United Nations Conciliation Commission for Palestine, for the protection of Arab property, assets and property rights in Israel and to preserve and modernize the existing records;<\/p><\/div>\n

\t<\/span>3.\t<\/span>Calls once more upon<\/u> Israel to render all facilities and assistance to the Secretary-General in the implementation of the present resolution;<\/p><\/div>\n
