font-size:smaller\">\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The list of items of which the Security Council is seized is contained in document S\/13737 of 11 January 1980.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>During the week ending 3 May 1980, the Security Council took action on the following items:<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>The question of the exercise by the Palestinian people of its inalienable rights<\/u>&nbsp;(see S\/11935\/Add.23, S\/11935\/Add.24, S\/11935\/Add.25, S\/11935\/Add.26, S\/12269\/Add.43, S\/13033\/Add.25, S\/13033\/Add.29, S\/13033\/Add.33, S\/13737\/Add.13 and S\/13737\/Add.14))<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Security Council continued its consideration of the item at its 2219th and 2220th meetings, held on 29 and 30 April 1980.&nbsp;&nbsp;In the course of the meetings, in addition to the representatives invited previously, the President, with the consent of the Council, invited the representatives of Bulgaria, the Democratic Yemen, Guyana, Qatar, Saudi Arabia, Somalia, the Ukrainian Soviet Socialist Republic and the United Arab Emirates, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the Council&#39;s 2219th meeting, the President called attention to the text of the following draft resolution (S\/13911), sponsored by Tunisia:<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>The Security Council<\/u>,<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Having considered<\/u>&nbsp;the report of the Committee on the Exercise of the Inalienable Rights of the Palestinian People (A\/34\/35),<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Taking note<\/u>&nbsp;of General Assembly resolution 34\/65,<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Having heard<\/u>&nbsp;the representatives of the parties concerned, including the Palestine Liberation Organization,<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Convinced<\/u>&nbsp;that the question of Palestine is the ore of the conflict in the Middle East,<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Reaffirming<\/u>&nbsp;the urgent necessity of the establishment of a just and lasting peace through a comprehensive settlement based on full respect for the principles and purposes of the charter of the United Nations, as well as for its resolutions concerning the problem of the Middle East and the question of Palestine,<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Expressing its concern<\/u>&nbsp;over the continuing deterioration of the situation in the Middle East, and deeply deploring Israel&#39;s persistence in its occupation of the Palestinian and other Arab territories, including Jerusalem and its refusal to implement the relevant United Nations resolutions,<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Reaffirming<\/u>&nbsp;the principle of the inadmissibility of acquisition of territories by the threat or use of force,<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>1.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Affirms:<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>(a) That the Palestinian people, in accordance with the Charter of the United Nations, should be enable to exercise its inalienable national right of self-determination, including the right to establish an independent State in Palestine;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>(b) The right of Palestinian refugees wishing to return to their homes and live at peace with their neighbours to do so, and the right of those choosing not to return to receive equitable compensation for their property;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>2.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Reaffirms<\/u>&nbsp;that Israel should withdraw from all the Arab territories occupied since June 1967, including Jerusalem;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>3.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Decides<\/u>&nbsp;that appropriate arrangements should be established to guarantee, in accordance with the Charter of the United Nations, the sovereignty, territorial integrity and political independence of all States in the area, including the sovereignty independent State of Palestine, as envisaged in paragraph 1 (a) above, and the right to live in peace within secure and recognized boundaries;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>4.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Decides<\/u>&nbsp;that the provisions contained in paragraphs 1, 2 and 3 should be taken fully into account in all international efforts and conferences organized within the framework of the United Nations for the establishment of a Just, lasting and comprehensive peace in the Middle East;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>5.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Request<\/u>&nbsp;the Secretary-General to take all necessary steps as soon as possible for the implementation of the provisions of this resolution and to report to the Security Council on the progress achieved;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>6.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Decides<\/u>&nbsp;to convene within a period of six months to consider the report by the Secretary-General regarding the implementation of this resolution and in order to pursue its responsibilities regarding such implementation.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At its 2220th meeting, the Security Council proceeded to vote on the draft resolution (S\/13911) which received 10 votes in favour, 1 against (United States of America), with 4 abstentions (France,Norway, Portugal, United Kingdom of Great Britain and Northern Ireland), and not adopted, owing to the negative vote of a permanent member of the Council.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&#8212;-<\/p><\/div>\n<p>\n\t\t\t\t<\/div>\n","protected":false},"excerpt":{"rendered":"<p>SUMMARY STATEMENT BY THE SECRETARY-GENERAL ON MATTERS OF WHICH THE SECURITY COUNCIL IS SEIZED AND ON THE STAGE REACHED IN THEIR CONSIDERATION Addendum Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.
