font-size:smaller\">\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Security Council continued its consideration of the item at its 2572nd and 2573rd meetings, held on 11 and 12 March 1985.&nbsp;&nbsp;In addition to the representatives previously invited, the President, with the consent of the Council, invited the representatives of Cyprus, Czechoslovakia, Indonesia, Nicaragua, Nigeria, Pakistan, Poland, Saudi Arabia, Senegal and the Sudan, at their request, to participate in the discussion without the right to vote.&nbsp;&nbsp;The President drew attention to the request contained in the letter dated 7 March 1985 from the Charg&#233; d&#8217;affaires <\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><u>ad interim<\/u><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">&nbsp;of the Permanent Mission of Democratic Yemen (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/94AB94C992EB287685256D1A00717C30.pdf\" style=\"color:#0000ff;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">S\/17011<\/a><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">) that the representative of the Palestine Liberation Organization be invited to participate in the debate.&nbsp;&nbsp;He said that the proposal was not formulated under rule 37 or rule 39 of the Security Council&#8217;s provisional rules of procedure but that, if it was adopted by the Council, the invitation would confer on the Palestine Liberation Organization the same rights of participation as were conferred on Member States invited pursuant to rule 37.&nbsp;&nbsp;Following discussion, the Security Council adopted the proposal by 10 votes in favour to 1 against (United States of America), with 4 abstentions (Australia, Denmark , France and United Kingdom of Great Britain and Northern Ireland).&nbsp;&nbsp;Upon the proposal of the representative of the United Kingdom, in accordance with rule 33 of the Council&#8217;s provisional rules of procedure, the meeting was adjourned.&nbsp;&nbsp;At the 2573rd meeting, the President stated that, as announced at the end of the 2570th meeting, he would put to the vote the draft resolution contained in document S\/17000, sponsored by Lebanon, to which he had previously called attention. The draft resolution read as follows: <\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>The Security Council<\/u>,\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Reaffirming<\/u>&nbsp;Security Council resolutions 425 (1978), 426 (1978), 501 (1982), 508 (1982), 509 (1982), 512 (1982 and 520 (1982), as well as all its resolutions on the situation in Lebanon,\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Having heard<\/u>&nbsp;the statement of the representative of Lebanon, and noting with great concern the deterioration of the situation in the areas occupied by Israel in southern Lebanon, the western Bekaa and the Rashaya district as a result of the Israeli practices,\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Recalling<\/u>&nbsp;the relevant provisions of the Universal Declaration of Human Rights and stressing the humanitarian principles of the Fourth Geneva Convention of 12 August 1949 and the obligations arising from the regulations annexed tothe Hague Convention of 1907,\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>1.&nbsp;&nbsp;&nbsp;<u>Condemns<\/u>&nbsp;the Israeli practices and measures against the civilian population in southern Lebanon, the western Bekaa and the Rashaya district which are in violation of the rules and principles of international law, in particular the provisions of the Geneva Convention of 12 August 1949;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>2.&nbsp;&nbsp;<u>Reaffirms<\/u>&nbsp;the urgent need to implement the provisions of the Security Council resolutions on Lebanon, and in particular resolutions 425 (1978), 508 (1982), and 509 (1982), which demand that Israel withdraw all its military forces forthwith and unconditionally recognized boundaries of Lebanon;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>3.&nbsp;&nbsp;&nbsp;<u>Reiterates<\/u>&nbsp;its call for strict respect for the sovereignty, independence, unity and territorial integrity of Lebanon within its internationally recognized boundaries;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>4.&nbsp;&nbsp;&nbsp;<u>Affirms<\/u>&nbsp;that the provisions of the Fourth Geneva Convention of 1949 apply to the territories occupied by Israel in southern Lebanon, the Western Bekaa and the Rashaya district and that the occupying Power is duty bound to respect and uphold the provisions of the said Convention and of other norms of international law;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>5.&nbsp;&nbsp;&nbsp;&nbsp;<u>Demands<\/u>&nbsp;that the Government of Israel, the occupying Power, desist forthwith for its practices against the civilian populations in southern Lebanon, the western Bekaa and the Rashaya district and immediately lift all restrictions and obstacles to the restoration of normal conditions in the areas under its occupation in violation of the Fourth Geneva Convention of 1949 and other norms of international law;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>6.&nbsp;&nbsp;&nbsp;<u>Requests<\/u>&nbsp;the Secretary-General to establish a fact-finding mission to report to the Council on these Israeli practices and measures in southern Lebanon, the western Bekaa and the Rashaya district;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>7.&nbsp;&nbsp;&nbsp;<u>Requests<\/u>&nbsp;the Secretary-General to keep the situation under review, to consult with the Government of Lebanon and to report to the Council on the implementation of and compliance with this resolution as soon as possible.\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre;
