SUMMARY STATEMENT BY THE SECRETARY-GENERAL ON MATTERS OF <\/p><\/div>\n

\n

WHICH THE SECURITY COUNCIL IS SEIZED AND ON THE STAGE <\/p><\/div>\n

\n

REACHED IN THEIR CONSIDERATION<\/p><\/div>\n

\n

Addendum<\/u><\/p><\/div>\n

\n

Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.<\/p><\/div>\n

\n

The list of items of which the Security Council is seized is contained in document S\/13033 of 9 <\/i>January 1979.<\/p><\/div>\n

\n

During the week ending 25 August 1979, the Security Council took action on the following item:<\/p><\/div>\n

\n

The question of the exercise by the Palestinian people of its inalienable rights (see S\/11935\/Add.23, S\/11935\/Add.24, S\/11935\/Add.25, S\/11935\/Add.26, S\/l2269\/Add.43, S\/13033\/Add.25 and S\/13033\/Add.29)<\/p><\/div>\n

\n

The Security Council gave further consideration to the item at its 2l6lst to 2l63rd meetings on 23 and 24 August 1979.  In addition to the representatives invited previously, the President, with the consent of the Council, invited the representatives of Afghanistan, Cuba, Iraq, the Lao People's Democratic Republic, Morocco, Senegal, Turkey and Yugoslavia, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n

\n

At the 2l62nd meeting on 24 August, the representative of Senegal, Chairman of the Committee on the Exercise\t<\/span>of the Inalienable Rights of the Palestinian People, introduced the following draft resolution sponsored by his delegation (S\/13514):<\/p><\/div>\n

\n

The Security Council,<\/u><\/p><\/div>\n

\n

Having considered<\/u> the report of the Committee on the Exercise of the Inalienable Rights of the Palestinian People,<\/p><\/div>\n

\n

Having heard the representatives of the parties concerned, including the Palestine Liberation Organization,<\/p><\/div>\n

\n

Convinced<\/u> that the question of Palestine is the core of the conflict in the Middle East,<\/p><\/div>\n

\n

Reaffirming<\/u> the urgent necessity of the establishment of a just and lasting peace through a comprehensive settlement based on full respect for the principles and purposes of the Charter of the United Nations, as well as for its resolutions concerning the problem of the Middle East and the question of Palestine,<\/p><\/div>\n

\n

Expressing its concern<\/u> over the continuing deterioration of the situation in the Middle East, and deeply deploring Israel's persistence in its occupation of the Arab territories, including Jerusalem, and its refusal to implement the relevant United Nations resolutions,<\/p><\/div>\n

\n

Reaffirming<\/u> the principle of the inadmissibility of acquisition of territories by the threat or use of force,<\/p><\/div>\n

\n

Reaffirming also<\/u> its resolutions on the Middle East and the question of Palestine, particularly 237 (1967), 242 (1967), 252 (1968), 338 (1973) and other relevant resolutions,<\/p><\/div>\n

\n

1.  Affirms :<\/u><\/p><\/div>\n

\n

(a)  That the Palestinian people should be enabled to exercise its inalienable rights of self-determination, national independence and sovereignty in Palestine, in accordance with the United Nations Charter and relevant resolutions of the Security Council and the General Assembly;<\/p><\/div>\n

\n

(b) The right of Palestinian refugees wishing to return to their homes and live at peace with their neighbours to do so and the right of those choosing not to return to receive compensation for their property, in accordance with the Universal Declaration of Human Rights and General Assembly resolutions, in particular, resolution 194 (1ll) of 11 December<\/p><\/div>\n

\n

2.  Decides<\/u> that the provisions contained in paragraph 1 should be taken fully into account in all international efforts and conferences organized within the framework of the United Nations for the establishment of a just and lasting peace in the Middle East.<\/p><\/div>\n
