Introduction<\/strong><\/span> <\/span><\/p><\/div>\n <\/span> <\/span><\/p><\/div>\n 1. At its 2nd plenary meeting, on 21 September 2012, the General Assembly, on the recommendation of the General Committee, decided to include in the agenda of its sixty-seventh session the item entitled “United Nations Relief and Works Agency for Palestine Refugees in the Near East” and to allocate it to the Special Political and Decolonization Committee (Fourth Committee).<\/span> <\/span><\/p><\/div>\n 2. The Fourth Committee considered the item at its 16th, 17th and 23rd meetings, on 6, 7 and 15 November 2012. The Committee held a general debate on the item at its 16th and 17th meetings and took action on the item at its 23rd meeting (see A\/C.4\/67\/SR.16, 17 and 23).<\/span> <\/span><\/p><\/div>\n 3. For its consideration of the item, the Committee had before it the following documents:<\/span> <\/span><\/p><\/div>\n (a) Report of the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (A\/67\/13); <\/p><\/div>\n (b) Report of the Secretary-General on persons displaced as a result of the June 1967 and subsequent hostilities (A\/67\/331);<\/span> <\/span><\/p><\/div>\n (c) Report of the Secretary-General on Palestine refugees’ properties and their revenues (A\/67\/334);<\/span> <\/span><\/p><\/div>\n (d) Report of the Secretary-General on strengthening the management capacity of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (A\/67\/365);<\/span> <\/span><\/p><\/div>\n (e) Report of the Working Group on the Financing of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (A\/67\/382);<\/span> <\/span><\/p><\/div>\n (f) Note by the Secretary-General transmitting the report of the United Nations Conciliation Commission for Palestine (A\/67\/343).<\/span> <\/span><\/p><\/div>\n 4. At its 16th meeting, on 6 November, the Committee heard a statement by the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), who introduced his report (see A\/C.4\/67\/SR.16).<\/span> <\/span><\/p><\/div>\n 5. At the same meeting, the representative of the Permanent Observer Mission of Palestine to the United Nations made a statement (see A\/C.4\/67\/SR.16).<\/span> <\/span><\/p><\/div>\n 6. Also at the same meeting, the representative of Norway, in his capacity as Rapporteur of the Working Group on the Financing of UNRWA, made a statement (see A\/C.4\/67\/SR.16).<\/span> <\/span><\/p><\/div>\n <\/p><\/div>\n <\/p><\/div>\n II. Consideration of proposals<\/strong><\/span> <\/span><\/p><\/div>\n <\/p><\/div>\n <\/span>7. At its 23rd meeting, on 15 November, the Committee was informed that the draft resolutions contained in documents A\/C.4\/67\/L.10 to L.13 had no programme budget implications.<\/span> <\/span><\/p><\/div>\n <\/p><\/div>\n <\/strong><\/span>A. Draft resolution A\/C.4\/67\/L.10<\/strong><\/span> <\/span><\/p><\/div>\n <\/span> <\/span><\/p><\/div>\n 8. At the 23rd meeting, on 15 November, the representative of Indonesia, on behalf of Algeria, Austria, Bahrain, Bangladesh, Belgium, Bulgaria, the Comoros, the Congo, Cuba, Cyprus, the Czech Republic, Denmark, Djibouti, Ecuador, Egypt, Estonia, Finland, Germany, Greece, Hungary, Indonesia, Iraq, Ireland, Italy, Jordan, Kuwait, Lebanon, Lithuania, Luxembourg, Malaysia, Mali, Malta, Mauritania, Montenegro, Morocco, Namibia, the Netherlands, Nicaragua, Nigeria, Norway, Oman, Poland, Qatar, Saudi Arabia, Slovakia, Somalia, South Africa, Spain, the Sudan, Switzerland, the former Yugoslav Republic of Macedonia, Tunisia, the United Arab Emirates, Venezuela (Bolivarian Republic of), Yemen and Palestine, introduced a draft resolution entitled “Assistance to Palestine refugees” (A\/C.4\/67\/L.10). Subsequently, Albania, Brazil, Burkina Faso, Croatia, France, Latvia, Portugal, Romania, Senegal, Serbia, Slovenia, Sweden and the United Kingdom of Great Britain and Northern Ireland joined in sponsoring the draft resolution.<\/span> <\/span><\/p><\/div>\n 9. At the same meeting, the Committee adopted draft resolution A\/C.4\/67\/L.10 by a recorded vote of 165 to 1, with 6 abstentions (see para. 16, draft resolution I).
