between various religious groups or majority and minority groups, there was a danger of a rise in communal politics. Invoking an allegedly historical loyalty to symbols, religious shrines and culture, communal political leaders stirred up hatred and violence with a view to asserting power over other sections of the community. That could lead to tragedies such as the ongoing conflicts between Israelis and Palestinians, Hindus and Muslims, or Kurds and Turks. The only effective way to combat communalism was to consolidate pluralist policies for welfare and development, firmly rooted in secularism. The hardships endured by the vast majority of those Jewish refugees had never been considered by the United Nations, nor had the loss of their property and heritage. Moreover, scores of millions of refugees from other racial and religious minorities had been similarly displaced, and ignored by the United Nations, during the course of the twentieth century.
