font-size:smaller\">\t<\/span><u>The agenda was adopted<\/u>.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">CONSIDERATION OF THE DRAFT REPORT OF THE COMMITTEE (A\/AC.183\/1983\/CRP.2 and Add.1)<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. GAUCI<\/u>&nbsp;(Malta), Rapporteur, introducing the draft report (A\/AC.183\/1983\/CRP.2 and Add.1), said that he had taken account of all the proposed amendments save those relating to paragraphs which took up the phraseology used in documents already issued by the Committee.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>He had felt compelled to refer in the recomendations to the International Conference on the Question of Palestine, but had done so in a general manner so as to highlight the importance of the Conference and of its recommendations.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In the fifth line of paragraph 66 of the English text, the words &quot;in contravention with&quot; should be replaced by &quot;in contravention of&quot;.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. TERZI<\/u>&nbsp;(Observer, Palestine Liberation Organization) pointed out that the reference at the end of paragraph 4 to &quot;massive violence and armed conflict&quot; was too vague.&nbsp;&nbsp;The violence had emanated from the Israeli side and had resulted in some loss of life.&nbsp;&nbsp;That should be stated.&nbsp;&nbsp;The occupied territories mentioned in that paragraph were occupied Palestinian territories.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Paragraph 25 gave the impression that there had been no further violent incidents since July 1982.&nbsp;&nbsp;It should be made quite clear that that was not the case.&nbsp;&nbsp;It should also be stated, in paragraph 26, that the placing of settlements within the central city would lead not just to &quot;widespread resentment and friction&quot; as indicated, but also to the forced transfer of the indigenous population.&nbsp;&nbsp;The year referred to in paragraph 28 should be 1976 not 1981.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">7.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>He drew attention to the disparity between the amount of space devoted to the account of the Seventh Conference of Heads of State or Government of Non-Aligned Countries (para. 73 (d)) and that devoted to the account of the meeting of the European Council (para. 73 (e)).<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">8.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Turning to the addendum to the draft report (A\/AC.183\/1983\/CRP.2\/Add.1), he suggested that attention should be drawn to the recommendation of the International Conference on the Question of Palestine regarding the convening of an international peace conference.&nbsp;&nbsp;The Committee should endorse the Geneva Declaration on Palestine and the Programme of Action.&nbsp;&nbsp;The report of the International Conference would carry more weight if the Committee made positive reference to some of the Conference&#39;s recommendations.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">9.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. GAUCI<\/u>&nbsp;(Malta), Rapporteur, replied that paragraph 4 made it clear that it was the Israeli practices which were being condemned.&nbsp;&nbsp;The comment regarding paragraph 26 was covered by one of the amendments submitted by the Observer for Jordan.&nbsp;&nbsp;The disparity in the amount of space allocated to subparagraphs (d) and (e) of paragraph 73 was justified because whereas the Committee already had the support of the Non-Aligned Movement, it had yet to convince the other countries of the need for action as well as words.&nbsp;&nbsp;In that connection, he drew attention to the proposed recommendation concerning &quot;resolute action by all nations, particularly those in the region &#8230;&quot; (A\/AC.183\/1983\/CRP.2\/Add.1).<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">10.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>He had not singled out any one aspect of the International Conference, preferring to indicate that all its results should be considered seriously.&nbsp;&nbsp;If the Geneva Declaration and the Programme of Action were fully implemented, there might be no need for an international peace conference.&nbsp;&nbsp;He had therefore not referred specifically to that recommendation.&nbsp;&nbsp;However, if the Observer for the PLO felt that some other formulation would be more helpful, he was sure that the Committee would agree and he would go along with the suggestion.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">11.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. TAHINDRO<\/u>&nbsp;(Madagascar) supported the suggestion that mention should be made of the Conference&#39;s recommendation regarding an international peace conference.&nbsp;&nbsp;The Committee should itself endorse that recommendation.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">12.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. LOGOGLU<\/u>&nbsp;(Turkey) recalled, for the record, that his delegation would have preferred to have the words &quot;despite all obstacles posed&quot; deleted from the second paragraph of document A\/AC.183\/1983\/CRP.2\/Add.1.&nbsp;&nbsp;However, as the Rapporteur had felt that those words were necessary, his delegation had not insisted.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">13.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Paragraphs 20, 21, 43 and 52 all contained the word &quot;Jews&quot; or &quot;Jewish&quot;.&nbsp;&nbsp;In view of the fact that such terminology was not normally used, and might not necessarily be appropriate in United Nations documents, he wondered why the more customary word &quot;Israeli&quot; had not been used.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">14.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. GAUCI<\/u>&nbsp;(Malta), Rapporteur, said that while he agreed entirely with the feeling expressed by the representative of Turkey, he had merely followed the terminology used in the documents cited in the paragraphs concerned.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">15.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. TARASYUK<\/u>&nbsp;(Ukrainian Soviet Socialist Republic) said that his delegation endorsed the comments made by the Observer for the PLO regarding paragraphs 4, 25, 26 and 28.&nbsp;&nbsp;The Ukrainian SSR also agreed that the Committee was entitled to express its views concerning the decisions adopted by the International Conference, particularly since the Committee&#39;s delegation had participated actively in preparing the final documents of the Conference.&nbsp;&nbsp;The Committee should also make specific proposals regarding action which Member States might take.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">16.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In that connection, he proposed that the following paragraph should be added after the second paragraph of document A\/AC.183\/1983\/CRP.2\/Add.1:<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t&quot;The Committee considers that the final documents of the International Conference on the Question of Palestine are of great value for a comprehensive, just and lasting political settlement of the question of Palestine.&nbsp;&nbsp;While unanimously supporting the Geneva Declaration and the Programme of Action, the Committee appeals to the thirty-eighth session of the General Assembly and to the Security, Council to endorse those documents and to give full support for their implementation.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">A fifth and final paragraph should read:<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t&quot;The Committee also recommends that concrete action be undertaken in order to convene an international peace conference on the Middle East as proposed by the International Conference on the Question of Palestine and appeals to all parties concerned, as well as to the United States of America and the Union of Soviet Socialist Republics, to co-operate fully on this matter.&quot;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">17.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In the second sentence of the second paragraph of document A\/AC.183\/1983\/CRP.2\/Add.1, it might be better to say &quot;&#8230; duly reflected &#8230;&quot; &#8211; rather than &quot;&#8230; fully reflected &#8230;&quot; and to refer to the Declaration by its full name &quot;Geneva Declaration on Palestine&quot;.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">18.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. TERZI<\/u>&nbsp;(Observer, Palestine Liberation Organization) said that, as it stood, paragraph 4 could be interpreted as meaning that the massive violence had been caused by Arabs.&nbsp;&nbsp;It was essential to stress that it was the Israelis who had resorted to violence.&nbsp;&nbsp;He would also like to see a reference to the loss of life in paragraph 4.&nbsp;&nbsp;In addition, paragraph 25 should refer to the violent incidents that had taken place since July 1982.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">19.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>With regard to the comments made by the representative of Turkey, he said that the settlements in question had not been established solely for Israeli citizens.&nbsp;&nbsp;Indeed, thousands of settlers had come from other countries and retained their original nationality.&nbsp;&nbsp;If, however, the Committee was anxious to avoid any unfair accusations, the term &quot;colonial settlements&quot; might be used.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">20.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Committee&#39;s recommendations should focus on the proposal to convene an international peace conference as one of the main results of the International Conference on the Question of Palestine.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">21.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. GAUCI<\/u>&nbsp;(Malta), Rapporteur, said that he could go along with the amendments proposed by the representative of the Ukrainian SSR, which reflected the suggestions made by the Observer for the PLO.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">22.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The end of paragraph 4 could be amended to read &quot;&#8230; which caused tremendous loss of life and raised a storm of protest and resentment throughout the world.&quot;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">23.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. CABALLERO-RODRIGUEZ<\/u>&nbsp;(Cuba) supported the comments made by the Observer for the PLO.&nbsp;&nbsp;The amendments proposed by the Ukrainian SSR reflected that Observer&#39;s concerns.&nbsp;&nbsp;He agreed that there was a lack of balance between the coverage given to the Seventh Conference of Heads of State or Government of Non-Aligned Countries and that given to the Meeting of Heads of State and Government of the Members of the European Community.&nbsp;&nbsp;Since the non-aligned countries had devoted much time to the question of Palestine, it was only fair that the report should more fully reflect their discussions, for the benefit of those members of the General Assembly which were not members of the Non-Aligned Movement.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">24.&nbsp;&nbsp;<u>Mr. MAUNA<\/u>&nbsp;(Indonesia) suggested that the Committee should bring paragraph 79 of the draft report into line with section I, paragraph 28, of the Programme of Action by replacing the words &quot;in their customary manner&quot; with the words &quot;in a most effective and meaningful way&quot;.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">25.&nbsp;&nbsp;<u>Mr. TERZI<\/u>&nbsp;(Observer, Palestine Liberation Organization) suggested that the words &quot;as affirmed by decisions of the United Nations&quot; should be inserted after the words &quot;the illegality of these actions&quot; in paragraph 20 of the draft report.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">26.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. GAUCI<\/u>&nbsp;(Malta), Rapporteur, said that he could accept that suggestion.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">27.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>With regard to the proposal made by the representative of Indonesia, he suggested replacing the final sentence of paragraph 79 with the sentence &quot;It is hoped that more and more Governments will not only observe the Day in their customary manner but also do so in a more effective and meaningful way.&quot;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">28.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. TAHINDRO<\/u>&nbsp;(Madagascar) said that the text of the draft report could be made more affirmative in a number of areas.&nbsp;&nbsp;For example, in paragraph 20 the word &quot;censure&quot; should be replaced by the stronger word &quot;condemnation&quot;.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">29.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. ABOUCHAER<\/u>&nbsp;(Observer for the Syrian Arab Republic) said that he supported the suggestions made by the representatives of the Ukrainian SSR, Cuba and Madagascar, and, in particular, those made by the Observer for the PLO.&nbsp;&nbsp;Moreover, he felt that the report should make specific mention of Israeli practices in the Gaza Strip.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">30.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>It was important to specify what recommendations were referred to in the first paragraph of document A\/AC.183\/1983\/CRP.2\/Add.1.&nbsp;&nbsp;In the second paragraph, the words &quot;search for&quot; should be replaced by &quot;attainment of&quot;.&nbsp;&nbsp;It was also important to emphasize that the rights of the Palestinian people could not be realized without the complete withdrawal of Israel from all Arab and Palestinian territories occupied since 1967.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">31.<span class=\"Apple-tab-span\" style=\"white-space:pre;
