font-size:smaller\">\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General wishes is submitting the following summary statement.<\/p><\/div>\n<div style=\"text-align:justify;padding-top:8px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:8pt;font-family:Courier New, san-serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">The list of items of which the Security Council is seized is contained in documents S\/22110 of 28 January 1991 and S\/22110\/Add.3 of 1 February 1991.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Security Council resumed its consideration of the item at its 2980th meeting, held on 27 March 1991.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the meeting, the President drew attention to the request contained in the letter dated 26 March 1991 (S\/22402) from the Charg&#233; d&#39;affaires a.i. of the Permanent Observer Mission of Palestine to the United Nations that, in accordance with its previous practice, the Security Council invite the Deputy Permanent Observer of Palestine to the United Nations to participate in the debate.&nbsp;&nbsp;He said that the request was not made pursuant to rule 37 or rule 39 of the provisional rules of procedure of the Security Council but that, if it was approved, the Council would be inviting the Deputy Permanent Observer of Palestine to the United Nations to participate, not under rule 37 or rule 39 of the Council&#39;s provisional rules of procedure, but with the same rights of participation under rule 37.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Following discussion, the Security Council adopted the proposal by 11 votes in favour, to 1 against (the United States of America), with 3 abstentions (Belgium, France and the United Kingdom of Great Britain and Northern Ireland).<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The President stated that, following consultations of the Security Council, he had been authorized to make the following statement (S\/22408) on behalf of the Council:<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&quot;The members of the Security council are gravely concerned by the continued deterioration of the situation in the Palestinian and especially by the current serious situation resulting from the imposition of curfews by Israel.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&quot;The members of the Security Council deplore the decision of 24 March 1991 by the Government of Israel to expel four Palestinian civilians in violation of the Geneva Convention Relative to the Protection of Civilian Persons in Time of War of 12 August 1949, which is applicable to the above-mentioned territories, and in contravention of relevant resolutions of the Security Council.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&quot;The members of the Security Council also call upon Israel to desist from deporting Palestinians and to ensure the safe return of those deported.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre;
