font-size:smaller\">\t<\/span><u>Mr. ZAHRAN<\/u>&nbsp;(Egypt) said that the sponsors of the draft resolution wished to introduce a technical revision.&nbsp;&nbsp;In both the second preambular paragraph and paragraph 2, the word &#8220;resolution&#8221; should be changed to &#8220;resolutions&#8221; and the words &#8220;and 509 (1982) of 6 June 1982&#8221; should be added after &#8220;19 March 1978&#8221;.<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">68.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The draft resolution expressed concern about the repeated Israeli aggressions and human rights violations in southern Lebanon and West Bekaa and about Israel&#39;s failure to implement Security Council resolutions <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/E25DAE8E3CE54FB5852560E50079C708.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">425 (1978)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;and <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/EF27DFB7553F7496852560DF006497F6.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">509 (1982)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">; called upon Israel 51ÁÔÆæ those resolutions and to release all detainees; and provided for the Commission&#39;s continued consideration of the agenda item at its fifty-fourth session.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">69.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The aim of the draft resolution was to promote the achievement of a comprehensive, just and lasting peace in the Middle East.&nbsp;&nbsp;In the current situation, Lebanon needed the support of the international community; he therefore hoped that the Commission would adopt the draft resolution without a vote.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">70.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mrs. KLEIN<\/u>&nbsp;(Secretary of the Commission) said that the representative of Pakistan had become a sponsor of the draft resolution.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">71.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. LAMDAN<\/u>&nbsp;(Observer for Israel) said that the fact that several delegations attacked Israel not only under agenda items 4 and 7, but also under item 10, represented a further exploitation of the Commission&#39;s agenda for political purposes far removed from the cause of human rights.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">72.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The draft resolution, presented a one-sided and distorted view of the situation, which was caused by the hostile activities of terrorist organizations that used Lebanon as a base for their relentless aggression against Israel.&nbsp;&nbsp;The Lebanese Government had refused to restrain and disarm those groups.&nbsp;&nbsp;It could not support terrorism and expect peace in return.<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">73.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Israel had no territorial claims or designs on Lebanon.&nbsp;&nbsp;It simply demanded that Lebanon should put its house in order so that the peace negotiations could continue.&nbsp;&nbsp;Lebanon&#39;s refusal to do so was at odds with its claim to be committed to the Middle East peace process, which was based solely on Security Council resolutions <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/7D35E1F729DF491C85256EE700686136.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">242 (1967)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;and <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/7FB7C26FCBE80A31852560C50065F878.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">338 (1973)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">, as stipulated by the sponsors of the Madrid Peace Conference.&nbsp;&nbsp;The Commission&#39;s adoption of any one-sided resolution suggesting alternative approaches would lead nowhere.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">74.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. EL KHAZEN<\/u>&nbsp;(Observer for Lebanon) said that any people under occupation had the right to offer resistance.&nbsp;&nbsp;The disorder of which the Israeli delegation had spoken was caused by Israel.&nbsp;&nbsp;The Lebanese Government was willing to exercise its sovereignty over all of its territory, if Israel would implement Security Council resolutions 425 (1978) and 509 (1982).<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">75.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>The CHAIRMAN<\/u>&nbsp;said that a delegation had formally requested a vote by show of hands on the draft resolution.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">76.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. ZAHRAN<\/u>&nbsp;(Egypt) said that, if the draft resolution could not be adopted by consensus, he requested a roll-call vote.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">77.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Mr. J.A. FERN&#193;NDEZ<\/u>&nbsp;(Cuba) asked which delegation had requested a vote by show of hands.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">78.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>The CHAIRMAN<\/u>&nbsp;said that the delegation of the United States of America had submitted the request.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">79.<span class=\"Apple-tab-span\" style=\"white-space:pre;
