REPORT ON THE PREPARATORY MEETING FOR THE SIXTH UNITED NATIONS EUROPEAN<\/p><\/div>\n

\n

REGIONAL NGO SYMPOSIUM AND THE NINTH UNITED NATIONS INTERNATIONAL NGO MEETING<\/p><\/div>\n

\n

ON THE QUESTION OF PALESTINE, HELD AT GENEVA ON 30 AND 31 MARCH 1992<\/p><\/div>\n

<\/p>\n

\n

2.   The CHAIRMAN<\/u> said that he had headed the Committee's delegation to the<\/p><\/div>\n

\n

Preparatory Meeting for the Sixth United Nations European Regional NGO<\/p><\/div>\n

\n

Symposium and the Ninth United Nations International NGO Meeting on the<\/p><\/div>\n

\n

Question of Palestine, held at Geneva on 30 and 31 March 1992.  The delegation<\/p><\/div>\n

\n

had also included the Permanent Observer for Palestine.<\/p><\/div>\n

<\/p>\n

\n

3.   At the Committee's invitation, the 22 members of the International<\/p><\/div>\n

\n

Coordinating Committee for Non-Governmental Organizations (NGOs) on the<\/p><\/div>\n

\n

Question of Palestine, as well as 5 of the 10 members who comprised the<\/p><\/div>\n

\n

European Coordinating Committee for NGOs on the Question of Palestine, had<\/p><\/div>\n

\n

been present at the Preparatory Meeting.  The five remaining members of the<\/p><\/div>\n

\n

European Coordinating Committee had attended the Meeting at their own expense.<\/p><\/div>\n

<\/p>\n

\n

4.   The International Coordinating Committee had included four NGO<\/p><\/div>\n

\n

representatives from the occupied Palestinian territory, as well as three<\/p><\/div>\n

\n

Israeli representatives.  That had enabled the participants at the Meeting to<\/p><\/div>\n

\n

exchange useful information on their experience and to express interesting<\/p><\/div>\n

\n

points of view, which had facilitated preparations for the International NGO<\/p><\/div>\n

\n

Meeting and the European Symposium.  Moreover, the presence of the chairmen of<\/p><\/div>\n

\n

the regional coordinating committees had provided additional perspectives.<\/p><\/div>\n

<\/p>\n

\n

5.   The members of the International Coordinating Committee and those of the<\/p><\/div>\n

\n

European Coordinating Committee had held joint and separate meetings in order<\/p><\/div>\n

\n

to consider and complete draft programmes for their respective meetings.  The<\/p><\/div>\n

\n

proposed programmes had subsequently been considered by the delegation of the<\/p><\/div>\n

\n

Committee on the Exercise of the Inalienable Rights of the Palestinian People<\/p><\/div>\n

\n

and the two coordinating committees and revised in the light of the comments<\/p><\/div>\n

\n

made by the delegation of the Committee.  The Division for Palestinian Rights<\/p><\/div>\n

\n

had prepared two working papers (Nos. 2 and 3) that reflected the results of<\/p><\/div>\n

\n

those deliberations.<\/p><\/div>\n

<\/p>\n

\n

6.   Working Paper No. 2 contained the provisional programme of the Ninth<\/p><\/div>\n

\n

United Nations International NGO Meeting on the Question of Palestine, whose<\/p><\/div>\n

\n

theme was entitled "Protection and Statehood".  The International Coordinating<\/p><\/div>\n

\n

Committee had requested the Committee to invite Mr. Yasser Arafat, President<\/p><\/div>\n

\n

of the Executive Committee of the Palestine Liberation Organization (PLO), and<\/p><\/div>\n

\n

other eminent personalities to make introductory statements at the opening<\/p><\/div>\n

\n

meeting of the International NGO Meeting.<\/p><\/div>\n

<\/p>\n

\n

7.   The International NGO Meeting would include three plenary sessions.<\/p><\/div>\n

\n

Plenary session I, entitled "Protection", would begin with a multi-media video<\/p><\/div>\n

\n

or slide presentation, which would be followed by reports on land, water and<\/p><\/div>\n

\n

settlements; human rights; the role of the United Nations and sanctions; and<\/p><\/div>\n

\n

refugees.  Plenary session II, entitled "Statehood", would include topics on<\/p><\/div>\n

\n

political initiatives; Palestine institution-building; regional security and<\/p><\/div>\n

\n

disarmament; and Jerusalem.  Plenary session III, which dealt with the NGO<\/p><\/div>\n

\n

process, would consider reports from the regions and would discuss NGO<\/p><\/div>\n

\n

networking.  It had been proposed that 12 working groups and task forces<\/p><\/div>\n

\n

should be established.<\/p><\/div>\n

<\/p>\n

\n

8.   Working Paper No. 3 contained the provisional programme for the Sixth<\/p><\/div>\n

\n

United Nations European Regional NGO Symposium on the Question of Palestine,<\/p><\/div>\n

\n

whose theme was "Working for peace – European coordination".  Two plenary<\/p><\/div>\n

\n

sessions had been recommended.  Plenary session I would deal with the<\/p><\/div>\n

\n

responsibilities of European governmental and non-governmental bodies towards<\/p><\/div>\n

\n

the Palestinian people, and plenary session II would consider the report on<\/p><\/div>\n

\n

the activities of the European Coordinating Committee during the past year<\/p><\/div>\n

\n

(August 1991 to August 1992).  In addition, two workshops and three<\/p><\/div>\n

\n

information groups would meet.<\/p><\/div>\n

11.  The CHAIRMAN<\/u> said that the provisional programme for the United Nations<\/p><\/div>\n

\n

North American Seminar on the Question of Palestine was contained in Working<\/p><\/div>\n

\n

Paper No. 4.<\/p><\/div>\n

<\/p>\n

\n

12.  If he heard no objection, he would take it that the Committee approved in<\/p><\/div>\n

\n

principle the provisional programme for the Seminar.<\/p><\/div>\n

14.  The CHAIRMAN<\/u> said that the Government of Malta had generously offered to<\/p><\/div>\n

\n

act as host for the United Nations European Seminar on the Question of<\/p><\/div>\n

\n

Palestine, which would be held at the end of July 1992.<\/p><\/div>\n

<\/p>\n

\n

15.  If he heard no objection, he would take it that the Committee decided to<\/p><\/div>\n

\n

accept the offer made by the Government of Malta.<\/p><\/div>\n

<\/p>\n

\n

OTHER MATTERS<\/p><\/div>\n

<\/p>\n

\n

17.  Mr. TLILI<\/u> (Chief, Anti-Apartheid, Decolonization and Palestine Programmes<\/p><\/div>\n

\n

Section, Department of Public Information) reaffirmed the Department's<\/p><\/div>\n

\n

commitment to carrying out the activities mandated by the General Assembly,<\/p><\/div>\n

\n

most recently expressed in resolution <\/span>46\/74 C<\/a>, with respect to the question of<\/span><\/p><\/div>\n

\n

Palestine.  Within the framework laid down by that resolution, the Department<\/p><\/div>\n

\n

was endeavouring to further the understanding of the question of Palestine and<\/p><\/div>\n

\n

to promote the right of the Palestinian people to self-determination through a<\/p><\/div>\n

\n

combination of multi-media activities focusing on public opinion in Europe and<\/p><\/div>\n

\n

North America.<\/p><\/div>\n

<\/p>\n

\n

18.  The draft of a booklet, on the life of the Palestinians under Israeli<\/p><\/div>\n

\n

occupation, intended for wide distribution, had just been submitted to the<\/p><\/div>\n

\n

Department of Political Affairs for clearance.  It would be based on<\/p><\/div>\n

\n

information from United Nations sources, including reports on the work of the<\/p><\/div>\n

\n

Committee.  A booklet entitled "Prospects for Peace in the Middle East:  An<\/p><\/div>\n

\n

Israeli-Palestinian Dialogue", based on the discussions on the convening of an<\/p><\/div>\n

\n

international conference on the Middle East held at the International<\/p><\/div>\n

\n

Encounter for European Journalists on the question of Palestine in June 1991,<\/p><\/div>\n

\n

was now in the production stage.  An updated edition of a booklet on the work<\/p><\/div>\n

\n

of the Committee would also be published.  Finally, a poster designed by<\/p><\/div>\n

\n

French artist Michel Granger promoting self-determination as an inalienable<\/p><\/div>\n

\n

right of the Palestinian people would be released soon.<\/p><\/div>\n

<\/p>\n

\n

19.  The first in a programme of national and international encounters for<\/p><\/div>\n

\n

journalists on the question of Palestine would be held in Dublin, Ireland in<\/p><\/div>\n

\n

May 1992 on the theme "Preparing for Peace:  the Imperative for Interim Relief<\/p><\/div>\n

\n

in the Occupied Palestinian Territory".  Palestinian and Israeli panelists and<\/p><\/div>\n

\n

Middle East experts from the European Communities Commission and other Irish<\/p><\/div>\n

\n

experts had been invited to participate.  Issues relating to obligations under<\/p><\/div>\n

\n

the 1949 Geneva Convention relative to the Protection of Civilian Persons in<\/p><\/div>\n

\n

Time of War and practical approaches to Europe's role would be explored.<\/p><\/div>\n

\n

Other such encounters were planned for Prague, Czechoslovakia, and Lisbon,<\/p><\/div>\n

\n

Portugal.  An updated version of the Headquarters photo exhibit on Palestinian<\/p><\/div>\n

\n

rights highlighting recent developments was also planned.<\/p><\/div>\n

<\/p>\n

\n

20.  The 1992 programme would end with a fact-finding news mission to the<\/p><\/div>\n

\n

Middle East.  In that regard, the in-house production of a publication,<\/p><\/div>\n

\n

impressive in both volume and scope, based on the news reports resulting from<\/p><\/div>\n

\n

the previous fact-finding mission, was nearly complete.<\/p><\/div>\n

<\/p>\n

\n

Applications of NGOs for accreditation to the Committee<\/u> (Working Paper No. 5)<\/p><\/div>\n

<\/p>\n

\n

21.  The CHAIRMAN<\/u> drew attention to Working Paper No. 5, containing<\/p><\/div>\n

\n

information on 80 non-governmental organizations (NGOs) which had indicated<\/p><\/div>\n

\n

that they wished to participate in NGO meetings held under the auspices of the<\/p><\/div>\n

\n

Committee.  All the requests for accreditation had been approved by the<\/p><\/div>\n

\n

International Coordinating Committee for NGOs on the Question of Palestine or<\/p><\/div>\n

\n

the various regional coordination committees.  Furthermore, all requests had<\/p><\/div>\n

\n

been studied carefully by the Secretariat and approved by the Bureau.<\/p><\/div>\n

<\/p>\n

\n

22.  If he heard no objection, he would take it that the Committee wished to<\/p><\/div>\n

\n

approve the requests for accreditation contained in Working Paper No. 5.<\/p><\/div>\n

<\/p>\n

\n

23.  It was so decided<\/u>.<\/p><\/div>\n

<\/p>\n

\n

24.  Mr. AL-KIDWA<\/u> (Observer for Palestine) said that the twenty-fifth<\/p><\/div>\n

\n

anniversary of the Israeli occupation was approaching, and that sad occasion<\/p><\/div>\n

\n

was a reminder that the United Nations as yet had been unsuccessful in<\/p><\/div>\n

\n

achieving its objectives.  That date could serve, however, to draw attention<\/p><\/div>\n

\n

to the activities of the Committee, and his delegation would be submitting to<\/p><\/div>\n

\n

the Bureau several proposals for programmes to commemorate that anniversary.<\/p><\/div>\n

<\/p>\n

\n

25.  Turning to the political situation, he noted that bilateral talks between<\/p><\/div>\n

\n

the Arab parties and Israel were currently under way in Washington, D.C.<\/p><\/div>\n

\n

Frankly, little progress was expected since Israel's position indicated that<\/p><\/div>\n

\n

it was not serious about the negotiations.  Settlement in the occupied<\/p><\/div>\n

\n

territories was continuing, and Israel had offered only general ideas on<\/p><\/div>\n

\n

elections in an attempt to evade the Palestinian position on transition, which<\/p><\/div>\n

\n

was based on ending Israeli settlement and organizing general elections in the<\/p><\/div>\n

\n

occupied territories as early as possible.  Acts of repression and reprisals<\/p><\/div>\n

\n

by Israeli death squads must be ended.  Since December, special Israeli Army<\/p><\/div>\n

\n

units had killed more than 35 people, and messages had been sent to the<\/p><\/div>\n

\n

President of the Security Council and to the Secretary-General calling for an<\/p><\/div>\n

\n

immediate end to their activities.<\/p><\/div>\n

<\/p>\n

\n

26.  With regard to the multilateral talks proposed by the co-chairmen of the<\/p><\/div>\n

\n

negotiations, five working groups were to meet in five different capitals<\/p><\/div>\n

\n

during May 1992.  Palestinian participation in such talks must reflect the<\/p><\/div>\n

\n

unity of the Palestinian people, even though Israel was attempting to treat<\/p><\/div>\n

\n

the matter as a local issue rather than a national question.  Greater and more<\/p><\/div>\n

\n

effective coordination among the Arab parties – Jordan, Syria, Lebanon and<\/p><\/div>\n

\n

Palestine – had resulted in a series of negotiations held recently in Beirut.<\/p><\/div>\n

\n

Continued coordination would be required to maintain the pressure on Israel.<\/p><\/div>\n

<\/p>\n

\n

27.  The United Nations should continue to play an important role, first and<\/p><\/div>\n

\n

foremost by protecting the Palestinian people in implementation of Security<\/p><\/div>\n

\n

Council resolution <\/span>681 (1991)<\/a>.  His delegation would continue to insist on a<\/span><\/p><\/div>\n

\n

primary role for the Organization in order to give legitimacy to the<\/p><\/div>\n

\n

negotiations under international law.  The Secretary-General should insist<\/p><\/div>\n

\n

that the United Nations should be issued a separate invitation for full<\/p><\/div>\n

\n

participation in all stages of the settlement process.  Security Council<\/p><\/div>\n

\n

resolution <\/span>242 (1967)<\/a> and all other Security Council resolutions were binding<\/span><\/p><\/div>\n

\n

on all Member States.<\/p><\/div>\n

<\/p>\n
