Addendum<\/u><\/p><\/div>\n

\n

\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The Security Council continued its consideration of the item at its 2707th and 2708th meetings, held on 22 and 23 September 1986.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>In addition to the representatives previously invited, the President, with the consent of the Council, invited the representatives of Lebanon and the Syrian Arab Republic, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>In response to a request dated 22 September 1986 from the representative of the United Arab Emirates (<\/span>S\/18358<\/a>) the President, with the consent of the Council, extended an invitation under rule 39 of the provisional rules of procedure to Mr. Clovis Maksoud at the 2707th meeting.<\/span><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At its 2708th meeting, the President drew attention to the draft resolution (S\/18356) submitted by France.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The Security Council voted on the draft resolution which was adopted by 14 votes to none, with 1 abstention (the United States of America), as resolution 587 (1986).<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Resolution 587 (1986) reads as follows:<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The Security Council<\/u>,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Recalling<\/u> its resolutions 425 (1978), 426 (1978), as well as resolutions 511 (1982), 519 (1982) and 523 (1982) and all the resolutions relating to the United Nations Interim Force in Lebanon,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Recalling<\/u> the mandate entrusted to the United Nations Interim Force in Lebanon by resolution 425 (1978) and the guidelines of the Force set force in the report of the Secretary-General dated 19 March 1978 (S\/12611) and approve in resolution 426 (1978),<\/p><\/div>\n

<\/p>\n

\n

\t<\/span><\/i><\/span>Further recalling<\/u><\/span> its resolutions 508 (1982), 509 (1982) and 520 (1982), as well as all its other resolutions relating to the situation in Lebanon,<\/span><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Solemnly reaffirming<\/u>  that it firmly supports the unity, territorial integrity, sovereignty and independence of Lebanon within its internationally recognized boundaries,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Deeply grieved<\/u>  over the tragic loss of  human life and indignant at the harassment and attacks to which the soldiers of the Force are being subjected,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span><\/span>Recalling<\/u><\/span> in this connection the statement made on 5 September by the President of the Council on its behalf (S\/18320)<\/span><\/a>,<\/span><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Expressing its concern<\/u> at the new obstacles to the freedom of movement of the Force and at the threats to its security,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Noting with regret<\/u> that the Force, whose mandate has been renewed for the twenty-first time, has so far been prevented from fulfilling the task entrusted to it,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Recalling<\/u> its resolutions 444 (1979), 450 (1979), 459 (1979), 474 (1980), 483 (1980) and 488 (1981), in which it expressed its determination, in the event of continuing obstruction of the mandate of the Force, to examine practical ways and means to secure and unconditional implementation of resolution 425 (1978),<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Emphasizing its conviction<\/u> that this deterioration of the situation constitutes a challenge to its authority and its resolution,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>1.\t<\/span>Condemns in the strongest term<\/u> the attacks committed against the United Nations Interim Force in Lebanon;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>2.\t<\/span>Expresses indignation<\/u> at the support which such criminal actions may receive;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>3.\t<\/span>Pays homage<\/u> to the courage, spirit of discipline and composure of the soldiers of the Force;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>4.\t<\/span>Takes note<\/u> of the report of the Secretary-General prepared after the recent mission by his Representative in the region (S\/18348), particularly the paragraphs relating to the security of the Force and the withdrawal of Israeli military forces from southern Lebanon;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>5.\t<\/span>Takes note<\/u> of the preliminary security measures decided on by the Secretary-General, and requests him to take any further measures needed to enhance the security of the men of the Force in their peace mission;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>6.\t<\/span>Urges<\/u> all the parties concerned to co-operate unreservedly with the Force in the fulfilment of its mandate;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>7.\t<\/span>Again calls<\/u> for an end in southern Lebanon to any military presence which is not accepted by the Lebanese authorities;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>8.\t<\/span>Requests<\/u> the Secretary-General to make the necessary arrangements for a deployment of the Force to the southern border of Lebanon, and solemnly calls on all the parties concerned to co-operate in the achievement of that objective;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>9.\t<\/span>Requests<\/u> the Secretary-General to report to it within twenty-one days on the application of this resolution.<\/p><\/div>\n
