font-size:smaller\">\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement. <\/p><\/div>\n<div style=\"text-align:justify;padding-top:10px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The list of items of which the Security Council is seized is contained in documents <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/26772F74B9196B8D85256E690056FE12.pdf\" style=\"color:#0000ff;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">S\/19420<\/a><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">&nbsp;of 11 January 1988.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Security Council resumed its consideration of the item at its 2781st meeting, on 14 January 1988.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In the course of the meetings, the President, with the consent of the Council, invited the representative of Israel and Lebanon, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The President drew attention to the request contained in the letter dated 14 January 1988&nbsp;&nbsp;from&nbsp;&nbsp;the Permanent Representative of Algeria (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/A964E34C77D9B26885256E69007000EE.pdf\" style=\"color:#0000ff;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">S\/19430<\/a><a href=\"https:\/\/unispal.un.org\/pdfs\/21B3801C93791C2085256E69005854AE.pdf\" style=\"color:#0000ff;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><\/a><a href=\"https:\/\/unispal.un.org\/pdfs\/FC7BD14F6C08F09E85256DAB0053433E.pdf\" style=\"color:#0000ff;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\"><\/a><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">) that the Permanent Observer of the Palestine Liberation Organization (PLO) to the United Nations be invited to participate in the debate. He said that that proposal was not formulated under rule 37 or rule 39 of the provisional rules of procedure of the Security Council but that, if the Council were to adopt the proposal, the invitation would confer on the PLO the same rights of participation as those conferred on Member States invited pursuant to rule 37.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Following discussion, the Security Council adopted the proposal by 10 votes to 1 (United States of America), with 4 abstentions (France, Germany, Federal Republic of, Italy and the United Kingdom of Great Britain and Northern Ireland).<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The President drew attention to the text of a draft resolution (S\/19429), submitted by Algeria, Argentina, Nepal, Senegal, Yugoslavia and Zambia.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Security Council then proceeded to vote on the draft resolution (S\/19429), and adopted it by 14 votes in favour, to none against, with 1 abstention (United States of America), as resolution 608 (1988).<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Resolution 608 (1988) reads as follows:<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>The Security Council<\/u>,\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"text-align:justify;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><u>Reaffirming<\/u><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">&nbsp;its resolution <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/0E9A50978A6D5440852560DE00694276.pdf\" style=\"color:#0000ff;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;\">607 (1988<\/a><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">) of 5 January 1988,<\/span>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Expressing its deep regret<\/u>&nbsp;that Israel, the occupying Power, has, in defiance of that resolution, deported Palestinian civilians,\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>1.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Calls upon<\/u>&nbsp;Israel to rescind the order to deport Palestinian civilians and to ensure the safe and immediate return to the occupied Palestinian territories of those already deported;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>2.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Requests<\/u>&nbsp;that Israel desist forthwith from deporting any other Palestinian civilians from the occupied territories;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In response to the request dated 15 January 1988 from the Permanent Representative of Algeria to the United Nations (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/1BEA5804921FDA0E85256E69007039AB.pdf\" style=\"color:#0000ff;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">S\/19432<\/a><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">), <\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">&nbsp;the Security Council extended an invitation under rule 39 of its provisional rules of procedure to Mr. Samir Mansouri at the 2782nd meeting, on 15 January 1988.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the same meeting, the President drew attention to the text of a draft resolution (S\/19434), submitted by Algeria, Argentina, Nepal, Senegal, Yugoslavia and Zambia, which reads as follows: <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>The Security Council<\/u>,\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Having heard<\/u>&nbsp;the statement of the Permanent Representative of Lebanon to the United Nations,\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Noting with grave concern<\/u>&nbsp;the deterioration of the situation in southern Lebanon as a result of the repeated Israeli attacks and all other measures and practices against the civilian population;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Deeply concerned<\/u>&nbsp;with the encroachment of land and setting up of fences affecting the internationally recognized boundaries, as described in the Secretary-General&#8217;s note (S\/19318), annex) of 4 December 1987,\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>1.&nbsp;&nbsp;&nbsp;<u>Strongly deplores<\/u>&nbsp;the repeated Israeli attacks against Lebanese territory and all other measures and practices against the civilian population;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>2.&nbsp;&nbsp;&nbsp;<u>Strongly requests<\/u>&nbsp;that Israel cease all acts of encroachment of land, construction of roads and setting up of fences that violate the border, and any attempts to occupy or change the status of Lebanese territory or to impede the return of the effective authority of the Government of Lebanon in sovereign Lebanese territory;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>3.&nbsp;&nbsp;&nbsp;<u>Reaffirms<\/u>&nbsp;its calls for strict respect for the sovereignty of Lebanon, its independence, unity and territorial integrity within its internationally recognized boundaries;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>4.&nbsp;&nbsp;&nbsp;<u>Reaffirms<\/u>&nbsp;the urgent need to implement the provisions of the Security Council resolutions on Lebanon, in particular resolutions 425 (1978) and 426 (1978), and resolution 509 (1982), which demands that Israel withdraw all its military forces forthwith and unconditionally to the internationally recognized boundaries;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre;
