<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;5.&nbsp;&nbsp;<i>&nbsp;Calls<\/i>&nbsp;for immediate protection of the Palestinian civilians in the Occupied Palestinian Territory in compliance with human rights law and international humanitarian law; <\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;6.&nbsp;&nbsp;<i>&nbsp;Urges<\/i>&nbsp;all concerned parties to respect the rules of international humanitarian law, to refrain from violence against the civilian population and to treat under all circumstances all detained combatants and civilians in accordance with the Geneva Conventions of 12 August 1949; <\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;7.&nbsp;&nbsp;<i>&nbsp;Decides<\/i>&nbsp;to dispatch urgently a high-level fact-finding mission, to be appointed by the President of the Human Rights Council, to travel to Beit Hanoun to, inter alia: (a) assess the situation of victims; (b) address the needs of survivors; and (c) make recommendations on ways and means to protect Palestinian civilians against any further Israeli assaults; <\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;8.&nbsp;&nbsp;<i>&nbsp;Requests <\/i>the Secretary-General and the United Nations High Commissioner for Human Rights to provide all administrative, technical and logistical assistance required to enable the fact-finding mission to fulfil its mandate promptly and efficiently; Organization of work of the third special session<\/strong><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">1.&nbsp;&nbsp;&nbsp;Pursuant to paragraph 10 of General Assembly resolution 60\/251 of 15 March 2006, the Council &#8220;shall be able to hold special sessions, when needed, at the request of a member of the Council with the support of one third of the membership of the Council&#8221;. <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.&nbsp;&nbsp;&nbsp;By a letter dated 10 November 2006, addressed to the President of the Human Rights Council (A\/HRC\/S-3\/1), the Permanent Representatives of Bahrain and Pakistan to the United Nations Office at Geneva, on behalf of the Group of Arab States and the Organization of the Islamic Conference, respectively, requested that a special session of the Council be convened immediately &#8220;to consider and take action on the gross human rights violations emanating from Israeli military incursions in the Occupied Palestinian Territory, including the recent one in northern Gaza and the assault on Beit Hanoun&#8221;. <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3.&nbsp;&nbsp;&nbsp;The letter, received by the President on the same day, was accompanied by signatures in support of the above-mentioned request from the following 24 States members of the Council: Algeria, Azerbaijan, Bahrain, Bangladesh, Brazil, China, Cuba, Ghana, India, Indonesia, Jordan, Malaysia, Mauritius, Morocco, Nigeria, Pakistan, Philippines, Russian Federation, Saudi Arabia, Senegal, South Africa, Sri Lanka, Tunisia and Zambia. A further State member of the Council, Ecuador, also signed the above-mentioned request. <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4.&nbsp;&nbsp;&nbsp;As more than one third of the membership of the Council supported the above-mentioned request, the President, following consultations with interested parties, decided to convene a special session of the Council on 15 November 2006. <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>A. Opening and duration of the session<\/strong><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.&nbsp;&nbsp;&nbsp;The Council held its third special session at the United Nations Office at Geneva on 15 November 2006. It held two meetings (see A\/HRC\/S-3\/SR.1-2)*&nbsp;during the session.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.&nbsp;&nbsp;&nbsp;The third special session was opened by the President of the Council, Mr. Luis Alfonso de Alba. <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">___________<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:8px;font-size:8pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t*&nbsp;&nbsp;Summary records of each of the meetings are subject to correction.&nbsp;&nbsp;They are considered final with the issuance of a consolidated corrigendum (A\/HRC\/S-3\/SR.1-2\/Corrigendum).\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>B. resolution require analysis and review of the level of resources required to implement the related activities. Owing to the one-day duration of the third special session of the Council, there is not sufficient time for the Secretariat to prepare and present a related statement of administrative and financial implications of the draft resolution. This oral statement is presented to inform the Council that the resources required to implement the draft resolution would, to the extent possible, be met from resources approved by the General Assembly under section 23, Human rights, for the programme budget in the biennium 2006-2007. <\/p><\/div>\n<div style=\"text-align:left;padding-top:10px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">3.&nbsp;&nbsp;&nbsp;However, the Secretariat expects to carry out a thorough review of the implications of the draft resolution and, in accordance with established budgetary procedures, prepare a written statement containing a detailed analysis of the programme budget implications of the draft resolution which would be submitted to the General Assembly at the time it considers this resolution. It should be recalled that, under the procedures established by the General Assembly in its resolutions 41\/213 and 42\/211, a contingency fund is established for each biennium to accommodate additional expenditures derived from legislative mandates not provided for in the programme budget. Under this procedure, if additional expenditures are proposed that exceed the resources available from the contingency fund, the activities concerned can be implemented only through the redeployment of resources from low-priority areas or the modification of existing activities.
