\t<\/span>The Economic and Social Council<\/i>,<\/p><\/div>\n

\n

\t<\/span><\/span>Recalling <\/i><\/span>General Assembly resolution <\/span>57\/269<\/a> of 20 December 2002,<\/span><\/p><\/div>\n

\n

\t<\/span><\/span>Also recalling <\/i><\/span>its resolution <\/span>2002\/31<\/a> of 25 July 2002,<\/span><\/p><\/div>\n

\n

\t<\/span><\/span>Guided <\/i><\/span>by the principles of the Charter of the United Nations affirming the inadmissibility of the acquisition of territory by force, and recalling relevant Security Council resolutions, including resolutions <\/span>242 (1967)<\/a> of 22 November 1967, <\/span>465 (1980) <\/a>of 1 March 1980 and <\/span>497 (1981) <\/a>of 17 December 1981,<\/span><\/p><\/div>\n

\n

\t<\/span><\/span>Reaffirming <\/i><\/span>the applicability of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949,<\/span>1<\/sup><\/span> to the Occupied Palestinian Territory, including East Jerusalem, and other Arab territories occupied by Israel since 1967,<\/span><\/p><\/div>\n

\n

\t<\/span><\/span>Stressing <\/i><\/span>the importance of the revival of the Middle East peace process on the basis of Security Council resolutions 242 (1967), <\/span>338 (1973) <\/a>of 22 October 1973, 425 (1978) of 19 March 1978 and <\/span>1397 (2002)<\/a> of 12 March 2002, and the principle of land for peace as well as compliance with the agreements reached between the Government of Israel and the Palestine Liberation Organization, the representative of the Palestinian people,<\/span><\/p><\/div>\n

\n

\t<\/span>Reaffirming <\/i>the principle of the permanent sovereignty of peoples under foreign occupation over their natural resources,<\/p><\/div>\n

\n

\t<\/span>Convinced <\/i>that the Israeli occupation impedes efforts to achieve sustainable development and a sound economic environment in the Occupied Palestinian Territory, including East Jerusalem, and the occupied Syrian Golan,<\/p><\/div>\n

\n

\t<\/span>Gravely concerned <\/i>about the deterioration of the economic and living conditions of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population of the occupied Syrian Golan and the exploitation by Israel, the occupying Power, of their natural resources,<\/p><\/div>\n

\n

\t<\/span>Expressing grave concern <\/i>over the continuation of the recent tragic and violent events since September 2000 that have led to many deaths and injuries,<\/p><\/div>\n

\n

\t<\/span>Aware <\/i>of the important work being done by the United Nations and the specialized agencies in support of the economic and social development of the Palestinian people,<\/p><\/div>\n

\n

\t<\/span>Conscious <\/i>of the urgent need for the reconstruction and development of the economic and social infrastructure of the Occupied Palestinian Territory, including East Jerusalem, as well as the urgent need to address the humanitarian crisis facing the Palestinian people,<\/p><\/div>\n

\n

\t<\/span><\/span>Welcoming<\/i><\/span> the acceptance of the Quartet <\/span>road map<\/a> for peace, presented by the Secretary-General of the United Nations, the United States of America, the Russian Federation and the European Union, as well as the Summit at Aqaba, Jordan, and stressing the importance of prompt and full implementation in good faith by the two sides of the road map and further steps to reduce the level of violence,<\/span><\/p><\/div>\n

\n

\t<\/span>1.\t<\/span>Stresses <\/i>the need to preserve the territorial integrity of all of the Occupied Palestinian Territory and to guarantee the freedom of movement of persons and goods in the Territory, including the removal of restrictions on going into and from East Jerusalem, and the freedom of movement to and from the outside world;<\/p><\/div>\n

\n

\t<\/span>2.\t<\/span>Also stresses <\/i>the vital importance of the construction and operation of the seaport in Gaza and safe passage to the economic and social development of the Palestinian people;<\/p><\/div>\n

\n

\t<\/span>3.\t<\/span>Demands <\/i>the complete cessation of all acts of violence, including all acts of terror, provocation, incitement and destruction;<\/p><\/div>\n

\n

\t<\/span>4.\t<\/span>Calls upon <\/i>Israel, the occupying Power, to end its occupation of Palestinian cities and other populated centres, to end all kinds of closures and to cease destruction of homes and economic facilities and agricultural fields;<\/p><\/div>\n

\n

\t<\/span>5.\t<\/span>Reaffirms <\/i>the inalienable right of the Palestinian people and the Arab population of the occupied Syrian Golan to all their natural and economic resources, and calls upon Israel, the occupying Power, not to exploit, endanger or cause loss or depletion of these resources;<\/p><\/div>\n

\n

\t<\/span>6.\t<\/span>Also reaffirms <\/i>that Israeli settlements in the Occupied Palestinian Territory, including East Jerusalem, and the occupied Syrian Golan, are illegal and an obstacle to economic and social development;<\/p><\/div>\n

\n

\t<\/span>7.\t<\/span>Stresses <\/i>the importance of the work of the organizations and agencies of the United Nations and of the United Nations Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General to the Palestine Liberation Organization and the Palestinian Authority;<\/p><\/div>\n

\n

\t<\/span>8.\t<\/span>Urges <\/i>Member States to encourage private foreign investment in the Occupied Palestinian Territory, including East Jerusalem, in infrastructure, job-creation projects and social development in order to alleviate the hardship of the Palestinian people and improve living conditions;<\/p><\/div>\n

\n

\t<\/span>9.\t<\/span>Requests <\/i>the Secretary-General to submit to the General Assembly at its fifty-ninth session, through the Economic and Social Council, a report on the implementation of the present resolution and to continue to include, in the report of the United Nations Special Coordinator, an update on the living conditions of the Palestinian people, in collaboration with relevant United Nations agencies;<\/p><\/div>\n

\n

\t<\/span>10.\t<\/span>Decides <\/i>to include the item entitled “Economic and social repercussions of the Israeli occupation on the living conditions of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and the Arab population in the occupied Syrian Golan” in the agenda of its substantive session of 2004.<\/p><\/div>\n
